    Whats next for Lot C, bank, administrative center

    Nearly two years of negotiations culminated late last week in La Crosse County officially selling its Lot C and administrative center in downtown La Crosse for private development and buying Associated Bank to become the new county office building.

    But much work remains for the county, city and developers Weber Holdings LLC and Stizo Development to keep these various projects on track to see county staff move to the bank building by late 2016.

    A look at how everything came together for the three deals Thursday and what the next steps will be:

    The transaction: La Crosse County sold what has been a 2.3-acre surface parking lot for the Law Enforcement Center, 333 Vine St., in downtown La Crosse to Weber Holdings LLC.

    The plan: The development company headed by Logistics Health Inc. founder and CEO Don Weber has proposed a $68 million, 255,000-square-foot complex on the block surrounded by Third and Fourth and Vine and State streets that will include an 111,500-square-foot office building, 23,000-square-foot retail space, a cafe, an Associated Bank location with drive-thru, plus 93 market-rate housing units above the retail space. It also will contain 338 parking stalls within the complex, with 112 on the first level and 226 underground, of which 40 spaces will be reserved for county use; another 16 angled spaces of street parking are planned as well.

    Sale price: $1 million. The county has pledged to hold the entire amount, plus interest, for when the city and Weber Holdings comes to an arrangement on an off-site parking solution the most likely scenario now is a new ramp that will include 85 spaces dedicated for county use. The county will recoup the $1 million, plus $500,000 it will provide for the Lot C parking, only after all other parties involved in creating the parking are repaid.

    The value: The development when completed is expected to add almost $34 million in new tax base that would generate nearly $1 million a year in taxes. Weber Holdings also has predicted the office space could bring 500 new jobs downtown.

    Whats next: A spokesman for Weber Holdings said the hope is to start work on Lot C as early as the end of this month, with excavation beginning a month later. They intend to build the south portion of the project, with the housing and retail space, before starting on the office building. The Associated Bank portion must be ready by June 2016, so the business can vacate its current location. The city Plan Commission on Monday will consider an application to transfer the site to the Commercial/Business District. And while Weber Holdings already has submitted preliminary plans for Lot C to the city, the final version still need to be approved by the citys design review committee.

    Still undecided: When and what will be involved in perhaps setting up a new tax incremental district for the site. La Crosse officials and financial consultant Ehlers and Associates will look at the different options, including possibly extending one of the bordering TIDs to include Lot C, as it now is within TID 6 that can add no projects after 2016 and is slated to close in 2021. It is desirable to have those TID arrangements finalized by the state Department of Revenues Sept. 30 deadline for making such changes, so the current tax value on the property can be set at zero and all new development and new tax increment is captured by the city to finance the off-site parking and any other improvements. The amount and location of that parking must be resolved as well.

    The transaction: La Crosse County acquired this 50,000-square-foot building at 605 State St. on Thursday as well.

    Ron Wilhite Named RFMA Vendor of the Year

    Wilhite was the volunteer general contractor for a RFMA Gives project in Sanford, Florida in 2013.     BBL will not be passed untouched

    The draft Bangsamoro Basic Law (BBL) is not going to leave Congress unchanged, especially after the Mamasapano incident that has raised concerns over the powers that the Moro Islamic Liberation Front (MILF) would have, according to Sen. Francis Escudero.

    Peace negotiators have expressed fears that Congress might dilute the BBL as a result of the killing of 44 elite police commandos in a clash with Moro rebels in Mamasapano, Maguindanao province, on Jan. 25.

    But Senate President Franklin Drilon said on Thursday that dilution was not the correct term.

    We have to modify and look at each provision carefully, Drilon told reporters. It will not be passed untouched.

    Escudero remains a coauthor of the BBL, but told reporters on Thursday that the draft law would have to go through much debate and discussion and that the MILF and the government peace panels have much to explain.

    Escudero added his voice to those castigating and calling for the replacement of the governments peace negotiators for supposedly siding with the MILF, unless they start speaking up for the government.

    Congress has suspended deliberations on the draft BBL amid widespread public anger over the tragedy that ended the Philippine National Police Special Action Force (SAF) counterterrorism operation to capture Jemaah Islamiyah bomb maker Zulkifli bin Hir, also known as Marwan, and his Filipino lieutenant, Basit Usman.

    The SAF commandos killed Marwan, but lost 44 of their own in clashes with guerrillas from the MILF and its splinter group, the Bangsamoro Islamic Freedom Fighters (BIFF), on their way out of Mamasapano.

    Eighteen MILF guerrillas and five civilians were also killed in the daylong gun battle.

    Palace rejects calls for govt peace panels resignation

    Malacaang on Thursday rejected calls from some senators for the resignation of the governments peace panel for supposedly siding with the Moro Islamic Liberation Front (MILF) after the deadly January 25 Mamasapano clash.

    During a press briefing, Communications Secretary Herminio Coloma Jr. said President Benigno Aquino III is still satisfied with the performance of the governments peace negotiators.

    Montgomery County officials continue plea for state school aid

    Montgomery County could face difficult decisions if the state doesnt help fulfill the school districts funding request for capital projects, officials said Monday.

    Montgomery County Executive Isiah Leggett has recommended approving the county school boards requested $1.74 billion fiscal 2015-20 Capital Improvements Program. Leggetts recommendation banks on the success of a state bill to direct more school construction money to the county.

    The county wants to secure an added stream of state aid within the six-year capital program time frame, said county spokesman Patrick Lacefield. Theres no alternative to the continued efforts to get additional revenue, he said.

    A meeting Monday between school officials and the County Councils Education Committee was part of an ongoing push for more state funding. County leaders want Maryland legislators to ramp up school construction dollars to support Montgomery projects that would add space amid rising enrollment and repair aging buildings.

    County Councilman Craig L. Rice emphasized on Monday the countys reliance on state aid to fund the school district.

    Its my hope that not only our representatives in Annapolis, but also our governor, certainly understands that the largest school system in the state, and one of the best school systems in the nation, is at risk, and its at risk of really losing ground when it comes to making sure that were continuing to be able to meet the need of our constituency, said Rice, the council committees chair.

    If the Maryland General Assembly doesnt pass the school construction bill in the current legislative session, the county school district could face a cut of $213.3 million from its requested six-year capital program.

    The school board has asked for an amended capital program totaling $1.74 billion. The boards request is $223.3 million higher than the previously approved program of $1.53 billion.

    School board President Patricia ONeill said Monday that if the district doesnt get the capital money it requested, it might need to delay revitalization and expansion projects, additions and projects such as roof replacements and HVAC equipment.

    In Annapolis, Leggett, ONeill and interim Superintendent Larry Bowers urged state lawmakers on Feb. 18 to support a bill to establish a Supplemental Public School Construction Matching Fund Program.
