    UPDATED WITH VIDEO – Lynx helicopter welcomed back to Portland home

    THE gleaming Black Cats Lynx helicopter was welcomed back to its original home at the former RNAS Portland (HMS Osprey) yesterday afternoon after a restoration programme.

    The Lynx completed its long life as one of the Black Cats Lynx Display Team and will resume its guard at Dean and Reddyhoffs Portland Marina, on loan from RNAS Yeovilton, until March, 2017.

    Senior aircraft engineer for the Lynx, Lieutenant Commander Ben Perkins-Brown said: The Lynx helicopter has been on loan from Yeovilton since the Olympics and the weather had basically began to wear it down.

    "A Yeovilton squadron took it away and restored it to its former gleaming condition and returned it to its home here in Portland.

    The Westland Lynx (XZ250) that stands as gate guardian to Portland Marina completed its service life after 32 years, accumulating a remarkable 7,667 flying hours.

    Dean and Reddyhoff hosted yesterday's ceremony which was attended by the mayors of Weymouth and Portland, Commander Louis Wilson-Chalon, as well as various members of the Lynx Helicopter Force from RNAS Yeovilton, 1st Portland Scouts and representatives from Portland.

    Richard Reddyhoff, of Dean and Reddyhoff Marinas, said: I am delighted with the return of the marinas gate guardian which has already caused considerable interest with visitors.

    "The helicopter was much missed when she returned to RNAS Yeovilton for some tender loving care."

    He stressed the importance of the sites association with Portlands historical past and expressed thanks to the Royal Navy with hopes these links will be maintained in the future.

    Commander Wilson-Chalon, who has had the experience of flying the XZ250, said: I remember flying round Portland Harbour and across Dorset.

    L&I's demolition papers sought

    Saying he had serious concerns about the city's oversight of demolitions, City Controller Alan Butkovitz subpoenaed voluminous documents from the Department of Licenses and Inspections on Monday.

    In a letter to L&I Commissioner Carlton Williams, Butkovitz said he was launching an investigation into the department's adherence to stringent safety rules enacted after the Center City building collapse that killed six people in 2013.

    His action comes one day after The Inquirer reported that L&I allowed an illegal demolition at 26th and Poplar Streets last year. City inspectors say the contractor at that site used some of the unsafe and discredited techniques that caused the deadly collapse at 22d and Market Streets.

    The Inquirer reported that tough new rules guiding demolitions were ignored at the Poplar Street site.

    "This is a serious concern and one that needs to be addressed immediately to ensure public safety is not jeopardized," Butkovitz wrote to Williams.

    He demanded that the department provide his office with records of demolitions and safety plans from 2013 and 2014; a list of employees who performed and oversaw inspections of demolition sites; information on overtime costs; and internal correspondence among 30 department employees, Williams, and his top lieutenant, Scott Mulderig.

    Mulderig, director of emergency services for L&I, was reassigned this month after The Inquirer raised questions about demolitions that took place on his watch.

    Williams has declined to comment. A spokesman for the Nutter administration said Monday that city officials would cooperate with the controller's inquiry.

    On Sunday, The Inquirer reported that Ashaw Demolition of Oxford Circle took down five buildings at 26th and Poplar in the spring and summer of 2014 without obtaining required permits.

    ARDMORE >> If Lower Merion is going to roll the dice on demolition of two buildings in Ardmores historic business district, it wants to hedge its bet.

    Although the votes were clearly there Wednesday night to support the recommendation of their historical architectural review board to permit a tear-down, commissioners tabled action on issuing a certificate of appropriateness until March 4.

    By then, they want to see a terms sheet for the lease the owners of two late 19th-century buildings at 47 and 53-55 Cricket Ave. say they are willing to enter into for the resulting space to be used as temporary parking during construction of Dranoff Properties One Ardmore Place project on the municipal Cricket Avenue Parking Lot.

    Their hesitation was somewhat similar to HARBs initial qualms when a formal application for demolition was first before it earlier this month.

    The advisory board ultimately made the recommendation with several conditions, including negotiation of a lease with either the township or downtown business authority, The Ardmore Initiative, to extend the use for public parking until owners Brad Paul and Louis Barson are ready to begin redevelopment of the new gap in the Cricket Avenue streetscape.

    In deferring action, commissioners said they wanted to divide the issues. A decision on demolition of 47 Cricket, a part of the former Gillanes Tavern complex (now 43 Cricket Bar and Restaurant), and 53-55, the former Cardones Printing building, should be based on the reasons justifying the loss of the two Class 1 historic resources, they said. A lease of the space should be a separate matter.

    At the same time, most shared HARBs concern that the space not sit empty indefinitely, or end up a private parking lot.

    Members of HARB who spoke at the meeting said it was an anguishing decision to recommend removal of Class 1 properties. In Lower Merions two-tiered historic preservation designation, Class 1 properties may only be demolished by permission of the board of commissioners.

    Philip Franks said, however, that there are significant hurdles to renovation of the structures for reuse. In meeting with HARB, Paul and a new development partner, Pete Staz, who owns and has renovated the neighboring pucciManuli/Viking Pastries building, showed a sketch for a three-story, multi-use building that could eventually fill the gap.

    Reviving an ancient craft in the Moorlands

    VOLUNTEERS have been learning the traditional skills of drystone walling to help repair a route which could soon become a scheduled ancient monument.

    The Cauldon Plateway was the forerunner of todays railways and would transport raw materials in horse-drawn trucks, guided by metal rails on the ground.

    Now part of the old line by Froghall Wharf, in the Moorlands, is being used as the backdrop for training courses.

    A group of volunteers spent two days there last week, digging out a stretch of the retaining wall along theroute and repairing its stonework.

    The wall, which dates back to the 18th century, had become almost hidden under mounds of earth.

    Waller and advanced craftsman Andrew Brown-Jackson demonstrated the techniques.

    He said: We havent been allowed to use any stuff thats not of the same age.

    Much of the material used for the retaining wall here is grit stone.

    The drystone techniques were originally used thousands of years ago and the traditional approach has changed little since then.

    Westside neighbors to meet on proposed annex, connecting to city services

    Residents of Helenas Westside, whose lands are slated for future annexation by the city, plan to meet Monday to discuss the plan and the projected cost to connect to municipal water and sewer services.

    The meeting will be held from 6-7:30 p.m. in the Kessler School library, according to an email from Valerie Wilson, who is among the events organizers.

    However, its unclear what participation city officials may have in the meeting as the city commission also meets that night, beginning at 6 p.m. That meeting will be held in the commission meeting room on the third floor of the City-County Building on Park Avenue.

    This assembly of Westside residents will be the latest since the city announced plans last fall to seek a state loan that would fund the infrastructure work that is to start this summer.

    City Manager Ron Alles said he wanted the water and sewer mains in place before the commission moved to annex the area, which city officials say is surrounded by city lands.

    Some of those who live in this area rely on wells and septic systems while others have had either a well or septic system or both fail and have since connected to city services.

    The cost to connect to services is based on the square footage of the property. The cost for a 100-foot-wide by 125-foot-deep lot, a typical size for the area, to receive city water service would be about $20,000. That same lot would pay between $12,000 and $13,000 for wastewater service, according to an estimate provided by a consultant for the city.

    Those who have already paid to connect to either city water or sewer service wont face a new fee for that existing service, Alles said.

    Residents also will not be saddled with the cost to increase the size of some of the existing water and sewer mains where necessary as the city plans to allocate funds for that work, the city manager added.

    Among the questions residents have is why they should have to pay this cost if city utility mains are already fronting their property, Wilson noted in her email.
