    Abbottstown plans to build new borough office

    Abbottstown officials voted Feb. 19 to begin designing a new borough office, potentially ending a months-long debate on how the borough should respond to a rent increase at its current building.

    Council approved the decision to start planning a new office on municipal land on High Street in a 3-1 vote. Council members April Trivitt, Mark Heisey and Hugh Wellen voted in favor of the project, and councilman Travus Brown dissented. Councilman Dale Reichert was absent from the meeting.

    Borough officials believe grading, construction and utilities at the new building will cost the borough between $200,000 and $250,000. Council had previously earmarked $300,000 under general government for the building's construction in its 2015 budget.

    Borough engineers from C.S. Davidson will provide professional engineering and architectural services for the new structure.

    The quest to find new space for offices and town meetings began early in 2014 when council received correspondence from its landlord stating that the rent for the borough's current location was going to double in 2015, from its previous $695 per month to about $1,400 per month. The borough also pays all the utilities at its current site.

    The landlord ultimately allowed the borough to stay at its current location until November at a rate of $737.50 per month starting in 2015.

    Borough council has considered leaving its current office at 4 W. Water St. for years, according to a letter sent to residents in January. Although the office is near the town's square, it has little room for public meetings and limited parking.

    Council previously proposed renting space from United Hook and Ladder Fire Co. 33, but the majority of residents at a January town hall meeting on the subject favored building a new office, council members said.

    Borough officials will visit the proposed building site Feb. 24 around 4:45 p.m., Trivitt said. Borough solicitor Guy Beneventano said the meeting can legally be attended by all the borough council members as no official action is proposed for the meeting.

    Perrys attorneys again urge court to find governor's veto was not a crime

    Lawyers for Rick Perry asked the court on Monday to again end the prosecution of the former governor, saying the indictment is faulty and the actions he took in issuing a veto are allowed by law.

    The back-and-forth between Perrys team and the prosecution has been continuing for several months, with the court siding with special prosecutor Michael McCrum on most of the issues. Certain of those rulings have been appealed, with Perrys lawyers hoping a higher court will toss the indictments and end the prosecution.

    On Monday, Perrys team attacked amendments that McCrum had added to the indictments that accuse the former governor of coercion and misuse of public office. The court had found that the initial indictments lacked enough specificity about the facts of the crime.

    The defense team attacked the added facts, saying the were not found by the grand jury. The lawyers also asserted that Perrys actions fall under an exception for coercion.

    The law allows the governor to go back and forth, debate and in effect horse trade with legislators over bills. His lawyers are trying to argue that because his alleged criminal action involved a veto of legislative funds, that he is protected by that exception.

    The prosecution is arguing that the person he supposedly coerced is not a legislator and Perry was illegally using his power because what he was attempting to control was an office beyond his scope and not connected to the Legislature.

    At issue was the June 2013 veto of $7.5 million that lawmakers had approved for the anti-corruption unit of the Travis County District Attorneys Office. Perry said he would withhold that funding unless District Attorney Rosemary Lehmberg resigned.

    He cited her recent drunken driving conviction and misbehavior during the arrest, saying she should not oversee a unit enforcing public integrity.

    But the facts added by McCrum allege Perry had become frustrated with the investigations of state agencies by Lehmbergs office and that Perry wanted her out. The prosecution alleges he illegally tried to coerce her into leaving by threatening to withhold money until and unless she stepped down.

    Looking to gain crude, sand markets, CP expanding rail in Houston County

    LA CRESCENT, Minn. When construction equipment appeared next to the Canadian Pacific railroad tracks at Millers Crossing in January, sand mining opponents pounced.

    Two citizen groups, Citizens Acting for Rail Safety and the Houston County Protectors issued a news release claiming the railroad was constructing a siding that would lay the groundwork for an industrial loading facility and pave the way for large-scale silica sand mining once the countys three-year moratorium expires in March.

    Thats big news in our county the potential for frac sand mining in our county, said Ken Tschumper, a member of the HCP group. This rail siding offers the opportunity to have a loading facility in the same area.

    As it turned out, the cranes were there to replace parts of the bridge over Millers Pond, but the railroad does have plans to upgrade its network from La Crescent south as it looks to expand its fastest growing business segment: North Dakota crude oil.

    CP has four major projects in the works this year, including a realignment of its La Crescent switch yard, the Millers Crossing bridge replacement and new sidings on its Marquette line, which follows the Mississippi River south through Iowa and west to Kansas City.

    The two-mile sidings one near completion in Harpers Ferry, Iowa, and another proposed for the tracks north of Brownsville, Minn. would allow trains to pass on what is currently a single-track line.

    Most of CPs traffic including almost all the oil now crosses the Mississippi at La Crescent and follows the main line east through Wisconsin.

    CP has been coy about the reasons for the projects but rail safety advocates suspect it signals plans to move more oil on the Marquette line, which now averages fewer than one oil unit train per week, according to reports filed with Minnesota, Wisconsin and Iowa officials.

    We add capacity based on the routes where we believe we have demand, said spokesman Andy Cummings, who notes the railroad moves all types of commodities, including grain, coal and cars.

    The companys 2014 investors book notes that crude both from Alberta, Canada, and North Dakota is the companys fastest-growing line of business expected to nearly double in 2015. The report indicates CP is working with other carriers who could pick up crude shipments in Kansas City for delivery to Gulf Coast refineries.

    Cape Canaveral, Fla. Astronauts stepped out on a spacewalk Saturday to perform some tricky cable work needed before new American-made crew capsules can dock at the International Space Station.

    It was the first of three spacewalks planned for NASA astronauts Butch Wilmore and Terry Virts over the coming week.

    Altogether, Wilmore and Virts have 764 feet of cable to run outside the space station. The longest single stretch, for installation Saturday, is 43 feet.

    NASA considers this the most complicated cable-routing job in the 16-year history of the space station. Equally difficult will be running cable on the inside of the complex.

    The extensive rewiring is needed to prepare for NASA's next phase 260 miles up: the 2017 arrival of the first commercial spacecraft capable of transporting astronauts to the orbiting lab. NASA is paying Boeing and SpaceX to build the capsules and fly them from Cape Canaveral, which hasn't seen a manned launch since the shuttles retired in 2011. Instead, Russia is doing all the taxi work for a steep price.

    The first of two docking ports for the Boeing and SpaceX vessels still under development is due to arrive in June. Even more spacewalks will be needed to rig everything up.

    Virts, who arrived at the space station in December, savored the moment as he floated out on his first spacewalk high above the South Pacific. "Pretty cool," Virts said. The men hauled out with them a big white bundle containing cables. Saturday's space walk began at 7:45 a.m. EST and was expected to last 6.5 hours. NASA is broadcastingthe spacewalk live online.

    The second spacewalk will be Wednesday and the third on March 1.

    Spacesuit concerns stalled the work by a day.

    NASA wanted to make certain that the suits worn by Wilmore and Virts had reliable fan and pump assemblies. Two other fan-pump units failed aboard the space station in recent months and were returned to Earth earlier this month for analysis. Corrosion was discovered, the result of water intrusion from testing.

    Up to 20,000 of garden and power tools were stolen during break-ins at two Walsall businesses on the same day.

    Raiders targeted Pinnacle PSG in Birchills and Walsall Fasteners in Aldridge and made off with thousands of pounds worth of equipment.

    Police are investigating whether the two crimes are linked.

    Around 8,000 of items were taken from the Pinnacle site at the Gallagher Industrial Estate, off Stockton Close, during the evening attack.

    Around 25 pieces of equipment at the facilities management company were taken after thieves smashed a window and got inside the premises.

    This included a selection of strimmers, hand-blowers and hedge-cutters from the business which mainly cuts grass and does window cleaning.

    The firm, which employs 18 workers in the winter and around 32 in the better weather, counts Walsall Housing Group amongst its clients.

    It is believed to have happened sometime between 5-11.30pm on February 3 and comes after the company only moved to its larger unit from Bloxwich at the end of last September.

    Contracts manager Paul Magill said they are now in the process of replacing everything but have been able to carry on fulfilling agreements.

    "If you lose money in any way it does affect things," he said. "It is a bit deflating for guys who get up every morning to come work and find their kit nicked."
