In further damning testimony, Mr Naftali - who has immunity from prosecution - told detectives that a care worker was employed at taxpayers' expense at a monthly price of 1,684 to look after Mrs Netanyahu's elderly father, with the cost filed under cleaning expenses. The payment was later stopped when the prime minister's staff decided it was problematic.
The state comptroller's report noted that annual cleaning bills at the couple's two residences soared unaccountably from around 90,000 in 2009, when Mr Netanyahu took office, to double that two years later.
Mr Naftali also revealed a system of inflating guest expenditure by exaggerating the number of guests to the official residence and falsely stating their nationalities, since the budget for entertaining foreign dignitaries was almost double that for hosting Israelis.
On some occasions, it was stated on log books that there had been 10 guests when in fact there had only been four. It was also recorded on occasion that visitors had been from abroad when they were from Israel, apparently to justify higher expenditure claims.
Mr Shapira's report highlighted spending on takeaway meals - stating that in one year, nearly 12,000 had been spent on outside caterers even though an in-house cook was employed a public expense.
"There is no escaping a criminal investigation of the prime minister's conduct," Ynet, an Israeli news site critical of Mr Netanyahu, quoted unnamed senior legal sources as saying.
Police are investigating whether illicit fees made for unspecified work to an electrician who was not meant to be employed by the Netanyahus because he was an active active member of the Likud party was in fact payment for an earlier debt, Israel's Channel 2 TV station reported. The liberal Haaretz newspaper reported that investigtors plan to question other members of the Israeli leader's domestic staff in the coming days.

COEUR d'ALENE - Baby blue Styrofoam scoreboard insulation obstructs an outsider's view of the steel skeleton within the new Winton Elementary School, but a walk through the halls shows it's coming right along.
"Up here it's drywall and electrical and plumbing," project superintendent Craig Turner of T.W. Clark Construction said during a tour Friday. "They're taping over there."
Electricians and construction workers are busy though the week building Winton and preparing for its opening date, which is scheduled for Aug. 1.
"I think that theoretically, we're on schedule, if not a little in front of it," said Coeur d'Alene School District maintenance director Bryan Martin.
Winton has gone from an older, 28,000-square-foot red brick school to an energy-efficient modern facility with enough space to accommodate three classes for every grade level. The old school was removed last summer.
"It was actually a real brick building made out of block and brick, and that was one of the big reasons why we ended up having to take it down," Martin said. "The cost to bring it up to code for earthquakes and everything, the structrual that we had to do on the old building, the foundation, it would have cost us more money than to build a new building."
He said the old building "sat in the wrong spot. We wouldn't have had the parking lot, we wouldn't have had the playground area in the back. It just didn't work."
The new Winton will boast a much larger gym with a stage, a multipurpose room, an elevator and the entire school will be completely ADA (Americans with Disabilities) accessible.
"It's just amazing how Longwell Architects were able to fit everything together to make it flow and make it work," Martin said.
Winton's new exterior will feature red brick and pitched roofs on the main entrance as a throwback to the historic building it will replace.

Crews are clearing and placing embankment in the median, installing drainage, constructing ponds and placing sod on the outside shoulders, Monday through Saturday, 7 a.m. to 5 p.m., weather permitting. Expect nightly southbound inside lane closures between 9 p.m. to 5 a.m., from Wednesday, February 25 to Friday, February 27 while workers load trucks with cleared vegetation and haul it away. Pay attention to traffic signs and barricades throughout the construction project, stay alert, and use caution in the work zone. Estimated completion is summer 2016. The contractor is Conalvias USA.
US 41 at SR 789: Maintenance permit project: The sidewalk located along the west side of US 41 from SR 789 to Ritz Carlton Drive and sidewalk located along the north side of SR 789 from Sunset Drive to US 41 will remain closed until construction of the development located at the corner of US 41 and SR 789 is complete. Pedestrians should follow the established detour.
US 41 from Marcia Street to Baywood Drive and from Reynolds Road to Gulf Gate Drive: Construction project: Crews are resurfacing the roadway, installing highway lighting, constructing sidewalk and making drainage improvements. Nighttime/overnight lane closures occur from 7 p.m. to 11 a.m. Expected completion is spring 2015. Ajax Paving is the contractor.
US 41 Between south of River Road and north of Biscayne Boulevard: Maintenance contracts project: Crews are making sidewalk repairs. Pedestrians should use caution while crews are working.
US 41 Between North of SR 681(Venice Connector) to Oscar Scherer Park: Maintenance contracts project: Crews will be cleaning and reshaping roadside ditches both north and south bound directions. Contractor will conduct intermittent outside lane closures between 9 a.m. and 4 p.m. through March.
BUS US 41 at the Circus Drawbridge: Bridge maintenance project: Crews are working at the bridge. Expect intermittent northbound and southbound nighttime/overnight right lane closures Wednesday, February 25 and Thursday, February 26 from 9 p.m. each night to 5 a.m. each morning. Use caution and expect possible delays.
SR 780/Fruitville Road between US 301 and Honore Avenue, SR 758/Bee Ridge Road and SR 776: Maintenance contracts project: Crews will be trimming trees over the road and sidewalks. Motorist should expect intermittent sidewalk closures and/or moving operations requiring lane closures through late February.

"It's like an unseen hand guided them and protected them through the process of demolishing buildings without using permits," an L&I inspector said of Ashaw. Like other department employees interviewed, the inspector asked not to be identified for fear of reprisal.
L&I inspectors noticed the illegal demolition through the spring and summer and issued one verbal and one written stop-work order to halt it, but those efforts were sidestepped or ignored, city records show.
Although the project was shut down for a short time, it was ultimately allowed to continue until all the buildings were down, an inspector familiar with the project said.
"Taking down buildings without permits sends a chill through everybody," the inspector said. "It shows someone in the department is doing favors. And if more demolitions without permits are allowed, people will be hurt."
Told of the Poplar Street demolition, former L&I Commissioner Bennett Levin decried how it was handled, noted the potential threat to the public, and said the matter merited further investigation.
"I think this is something that goes to the district attorney," said Levin, who served as commissioner between 1991 and 1995. "We need to stand up and say we are not going to tolerate this behavior."
The exact date in April that Ashaw began the demolition is unclear. But as it progressed, it was unwittingly well-documented.
A neighbor took thousands of time-lapse photographs of the demolition between April and September. The photos were reviewed by The Inquirer, which shared them with two L&I inspectors.
In one photo, the bucket of an excavator is poised at the top of an unsupported, three-story masonry wall on the corner of 26th and Poplar Streets. At such a point in a demolition, the inspectors who reviewed the photos said, the contractor is supposed to either take the wall down by hand or pull it inward, away from the street.
In this case, the next photo shows, the excavator pushed the wall outward, toward Poplar Street.

CARBONDALE Another downtown demolition project could create space for a new waterfront recreation spot and ease Lackawanna River flooding problems.
The state Department of Transportation scheduled a project to both raze the former Hotel Chellino and replace the Sixth Avenue Bridge; it will go out to bid in June or October, depending on how long the agency takes to vet engineering plans.
Mayor Justin Taylor said he hopes the joint city and PennDOT project will begin in spring 2016. It will be the first step toward eventually giving the public access to the Lackawanna River in Carbondale part of a 6.7-mile stretch of Class A wild trout waters.
The state Fish and Boat Commission classified the stretch of brown trout waters as being 0 percent open to the public now.
We want to give people as many amenities as possible, Mr. Taylor said. Because the city is built out and somewhat urbanized in the downtown area where the river is, there is no real river access because the river sits in a stone channel. Its not like you can just walk right down to get there, and you certainly cant jump down from the walls because theyre high.
Bernie McGurl, executive director of the Lackawanna River Corridor Association, could picture a setup with steps leading down to the river. Charlie Charlesworth, president of the regional Trout Unlimited branch, thought the feature would bring anglers to Carbondale.
People all the way up and down the stream to Old Forge are fishing that river every day, Mr. Charlesworth said.
Mr. Taylor and the Carbondale Historical Society are also interested in displaying a piece of the citys history on the old Chellino lot.
Architect Thomas Horlacher created a rendering to show what an early 20th century D&H Railroad caboose, which the society bought in 2010, would look like.
S. Robert Powell, Ph.D., historical society executive director, said the effort would require hundreds of thousands of dollars of grants and private donations, but it would also put a piece of Carbondales legacy front and center.
