    Renowned Wilkes-Barre architectural firm celebrates 50 years

    Nearly 10 years after its founding, Bohlin and Powell Architects arrived in the national spotlight.

    It was 1976 when its Forest House, a summer home designed for Peter Bohlins parents in Connecticut, appeared on the cover of New York Times Magazine.

    A simple building becomes serious architecture thanks to a knowing choice of materials, rich use of color and intelligent arrangement of spaces, a summation of the article read.

    The Wilkes-Barre-based architectural firms projects have been celebrated in many publications over its five decades.

    Architects Mr. Bohlin and the late Richard Powell founded the firm in 1965 with a single office on North Franklin Street in downtown Wilkes-Barre. The firm merged with Bernard Cywinskis Philadelphia-based architectural practice in 1979. Mr. Bohlin and Mr. Cywinski had drawn together through a shared interest in sketching.

    This year, the firm, now known as Bohlin Cywinski Jackson, celebrates a half-century of projects. It took that name in 1991; Jon Jackson is among the principal architects in the firm.

    Mr. Bohlin, who lives in Waverly, called their firms journey an unusual one.

    One, we started here. That is unusual for a major firm, Mr. Bohlin said of its Northeast Pennsylvania roots. Two, weve never given up doing little buildings. Most major firms in the U.S. dont do little buildings.

    Over the last 50 years, Mr. Bohlin has worked with famous icons like self-made billionaire Bill Gates and the late Apple CEO, co-founder and inventor Steve Jobs in designing dozens of Apple stores. He is now working with Jack Dorsey, co-founder of Twitter and founder and CEO of Square, a mobile payments company.

    Do you believe a new police headquarters facility is needed, and if so, are you open to considering a property tax or sales tax increase to fund the facility?

    Yes, I believe that Lawrence needs improved police facilities. However, any proposed solution should be the result of thorough and thoughtful study, based on community needs and proven principles free of special-interest influence. Lawrence does not need a military-base-style police headquarters. Police facilities should promote nationally proven methods of community policing and should discourage Ferguson-style police militarization. Ever-increasing sales taxes assessed on essential goods, including food, place an unfair burden on low- and moderate-income residents. As such, these taxes impact local businesses and encourage shopping outside of Lawrence. Property taxes are a more equitable way to fund essential services.

    The city in 2014 approved a new registration and licensing program for apartments and other rental units in the city. It is set to begin inspections in July. Do you support the program as approved?

    Yes, I believe the program represents a good start toward ensuring safe and decent housing for all Lawrence residents who rent, while maintaining affordability in housing. It should be thoroughly reviewed and strengthened, based on successful programs in other cities and particularly in other cities with large universities.

    As part of the Rock Chalk Park sports complex, the city entered into a public-private partnership with Kansas University Endowment and a private development group. As part of that agreement, the city is paying for about $12 million worth of infrastructure that was exempted from the citys standard bidding process. Do you support public-private partnerships that involve the city paying for work that was not bid?

    No. I oppose special-interest no-bid contracts. These are clearly not in the best interest of local taxpayers, and sweetheart deals like this undermine competition. As a city commissioner, I will be an independent voice, free of influence by special interests, and will fight every day against the sort of backroom deals that have tainted city government in recent years.

    In 2014 the city approved tax rebates for projects in East Lawrence, downtown and near the KU campus that were either wholly or largely for apartment development. Do you support providing tax incentives for apartment development?

    Emir of Mubi urges IDPs return

    The Emir of Mubi, Abubakar Isa Ahmadu, has called on citizens of the Adamawa town who were displaced by the activities of insurgents to return home.

    This, according to the Emir, was as a result of the restoration of security in his domain by military operatives.

    Ahmadu disclosed this in his palace while playing host to a Federal Government delegation led by the Minister of Youths Development, Mr. Boni Haruna.

    The Emir, in a statement from the National Emergency Management Agency, advised his people to be vigilant, law abiding and assist the Federal Government in maintaining security in the area.

    He urged returning residents to give all the necessary cooperation to NEMAs team as they go round to assess the town.

    Ahmadu, the statement said, thanked President Goodluck Jonathan for his concern about the condition of the displaced people and his assurances of support to assist them return to their respective normal lives.

    In his remarks, Haruna, stated that his visit with the NEMA team was to assess the return of peace in the area and to convey the assurances of the government to support the returnees through the emergency management agency to settle back in their homes.

    The minister said the commander of the Army Battalion based in Mubi had said that the soldiers had cleared the town and made it safe for law abiding citizens to return home.

    Leader of NEMAs assessment team, Musa Zakari, said the Director-General of the agency, Sani Sidi, directed the team to carry out the assessment for immediate deployment of necessary support for the returnees to start rebuilding their lives.

    The assessment team met with a returnee, Mr. Bitrus Yohana and his family of ten, who came back after several months of staying away as displaced persons.

    War Cabinet – Wikipedia, the free encyclopedia

    A War Cabinet is a committee formed by a government in a time of war. It is usually a subset of the full executive cabinet of ministers. It is also quite common for a War Cabinet to have senior military officers and opposition politicians as members.

    During the First World War, lengthy Cabinet discussions came to be seen as a source of vacillation in Britain's war effort. In December 1916 it was proposed that the Prime Minister H. H. Asquith should delegate decision-making to a small, three-man committee chaired by the Secretary of State for War David Lloyd George. Asquith initially agreed (provided he retained the right to chair the committee if he chose) before changing his mind after being infuriated by an article in The Times which portrayed the proposed change as a defeat for him. The political crisis grew from this point until Asquith was forced to resign as Prime Minister; he was succeeded by David Lloyd George who thereupon formed a small War Cabinet. The original members of the War Cabinet were:

    Lloyd George, Curzon and Bonar Law served throughout the life of the war cabinet. Later members include:

    Unlike a normal peacetime Cabinet, few of these men had departmental responsibilities - Bonar Law, and then Chamberlain, served as Chancellors of the Exchequer, but the rest had no specific portfolio. Among others, the Foreign Secretary, Arthur Balfour, was never a member of the War Cabinet, nor were the service ministers Lord Derby and Sir Edward Carson.

    From the northern spring of 1917, the Imperial War Cabinet was formed. It had representation from the Dominions. Its members were:

    Germany invaded Poland early on 1 September 1939, and after to-ing and fro-ing with French Foreign Minister Georges Bonnet, an ultimatum was presented to the Germans and on its expiry war was declared at 11am on 3 September 1939.

    On 3 September 1939, Neville Chamberlain announced his War Cabinet.

    Dominated largely by Conservative ministers who served under Chamberlain's National Government between 1937 and 1939, the additions of Lord Hankey (a former Cabinet Secretary from the First World War) and Winston Churchill (strong anti-appeaser) seemed to give the Cabinet more balance. Unlike Lloyd George's War Cabinet, the members of this one were also heads of Government Departments.

    In January 1940, after disagreements with the Chiefs of Staff, Hore-Belisha resigned from the National Government, refusing a move to the post of President of the Board of Trade. He was succeeded by Oliver Stanley.

    It was originally the practice for the Chiefs of Staff to attend all military discussions of the Chamberlain War Cabinet. Churchill became uneasy with this, as he felt that when they attended they did not confine their comments to purely military issues. To overcome this, a Military Coordination Committee was set up, consisting of the three Service ministers normally chaired by Lord Chatfield. This together with the Service chiefs would co-ordinate the strategic ideas of 'top hats' and 'brass' and agree strategic proposals to put forward to the War Cabinet. Unfortunately, except when chaired by the Prime Minister, the Military Co-ordinating Committee lacked sufficient authority to override a Minister "fighting his corner". When Churchill took over from Chatfield, whilst continuing to represent the Admiralty, this introduced additional problems, and did little to improve the pre-existing ones. Chamberlain announced a further change in arrangements in the Norway debate, but this (and the Military Co-ordination Committee) was overtaken by events, the Churchill War Cabinet being run on rather different principles.[1]
