    Demolition barrels ahead

    Crews continued the demolition of the old Extra Foods Building on Tuesday afternoon. On Wednesday the salvaged glulam beams will be removed.

    Demolition is nearly complete at the old Extra Foods building on Vernon and Hendryx, as crews move towards a summer 2016 completion for the Nelson Commons project.

    Demolition is moving along nicely. The weather is helping of course, said Nelson Commons project manager Russell Precious, noting the beautiful sunny weather on Tuesday.

    We expect to finish demolition this week, then excavation will be four to six weeks, and as soon as thats done we go into forming for the foundation work.

    Precious said the busy construction site, piled with assorted detritus, is a welcome sight.

    We had some people concerned for a while this would never get off the ground, so its good to see it actually happening.

    Precious encouraged interested buyers to swing through the display kitchen and bathroom the the corner of Hall and Vernon streets, as that helps those struggling with the decision to see their potential new home in three dimensions.

    You have an actual kitchen and a bathroom, you can see the level of finish. The kitchens are all stone counter tops, stainless steel, and the cabinets are made locally here in BC. We put a lot of thought into this.

    Builder breaks ground on $7.4 million home without a buyer

    Developer Rick Bell recently broke ground on The Azuria, a $7.4 million Southwest Ranches home being built on "spec," without a buyer in place.

    The 12,500-square-foot property is planned for more than two acres in Landmark Ranch Estates the only gated community in the town south of Weston. Bell, head of Landmark Custom Homes, is working with Affiniti Architects and Shuster Design Associates. They expect to complete construction in late 2016.

    The contemporary two-story home will have floor-to-ceiling walls of glass, six bedrooms, six bathrooms, two half-baths, a six-car garage and fountains out front. It also will have a one-bedroom guest house.

    Bell sold a $5.5 million spec home in Southwest Ranches last year.

    "That home sold when the drywall was complete halfway through construction," Bell said Monday. "There was almost no marketing. That gave us the confidence that our decision-making was correct."

    Speculative, or "spec," building disappeared during South Florida's housing downturn, but it's slowly returning now that the market has recovered. It will be more prevalent this year because of a severe shortage of land for production homebuilding, particularly in Broward County, said Scott Worley, president of the Gold Coast Builders Association, an industry trade group serving Broward and Palm Beach counties.

    "It's always less risky when you build a home after you have it sold," Worley said. "But [spec building] is a model that a lot of small, regional builders are using. As long as the housing market is strong, you'll see it."

    Bell says he has built dozens of spec homes in South Florida over the past 25 years. In 2013, with the market bouncing back from the six-year bust, Bell announced plans to build a 24,000-square-foot spec home in Southwest Ranches.

    He named the property Palazzo Paradiso and started work on designs that included eight bedrooms, a meditation garden, koi pond and a full-sized sports court for tennis and basketball. Bell ultimately decided to postpone construction because he felt the $10 million price tag may have been too ambitious, though he said he still plans to build it eventually.

    Most spec building occurs near the coast on waterfront lots, but Bell insists it's ideal for southwest Broward because of the lack of competition there. He expects the buyer pool to include entrepreneurs, professional athletes and chief executives.

    Voter approval needed for plan to finish hospital

    Bond money for the Tehachapi Hospital construction in Capital Hills may run out in November, seven months before it's slated for completion, according to a project manager report.

    And that's not the only thing facing the hospital.

    Stacey Pray, the project manager retained by Tehachapi Valley Healthcare District, noted at the Feb. 12 district building and committee meeting that unless the hospital secures some additional funding, the hospital construction may not be finished.

    Pray said at the Feb. 12 committee meeting that she plans to stop construction at $5 million for wind down and contractor retention purposes.

    The project faces a $14.7 million projected shortfall, including construction and equipment. The district's board of directors decided in October to phase out the construction of the hospital. The exterior would be completed, along with emergency care, surgery center, radiology and the kitchen. Obstetrics, intensive care, the public dining and cafeteria and administration will remain shells.

    That $14.7 million includes a fully equipped surgery center, which needs to be included in the scope per California Department of Public Health since TVHD had listed it as one of the services it could offer. Pray said the district could only partially equip the surgery suite, driving down costs.

    The district has spent $37.9 million to date from approximately $66.7 million in bond revenue funding the construction.

    The hospital has a $83 million price tag, including construction and equipment. Pray told committee members that had the district built out the entire hospital lock, stock and barrel, it would cost close to $92 million.

    Eugene Suksi, the district's chief executive officer, said that while the district might run out of bond money, the district affiliation process may offer a reprieve.
