    Federal Document Sheds Light on Proposed Drone Rules

    Federal regulators plan to propose rules that would limit commercial drone flights to below 500 feet, daytime hours and within sight of the operator, while also requiring operators to pass written exams, according to a federal document posted online Friday.

    The Federal Aviation Administration's proposed rules would herald a significant expansion of commercial drone flights in the U.S. by allowing such flights as long as they comply with a set of standards, including the height limitations and operator requirements, according to a 79-page economic analysis of the proposed rules, which haven't yet been published. The FAA has virtually banned commercial drone flights, approving just 26 operators on a case-by-case basis in recent months.

    A drone user spotted the economic analysis on a federal website Friday night and saved it before it was taken down, according to Forbes.

    A government official couldn't confirm the veracity of the entire document but said the main details on flight limitations and pilot certification were accurate.

    The FAA said that it plans to release its proposed rules, which have undergone review from other government agencies, on Sunday--nearly four years behind schedule. The proposed rules will undergo a public review once published and likely won't be made final until late 2016.

    The FAA said in a statement that the rules are part of a "government effort to safely integrate [drone] technology into our airspace in a way that promotes economic competitiveness while safeguarding the rights of our citizens."

    The FAA plans to propose the same rules for all unmanned aircraft that weigh 55 pounds and below, according to the document.

    The document says the FAA plans to propose requirements for drone users to have "an unmanned aircraft operator certificate" from the FAA that they can obtain by passing a written exam in person. The certificates would last two years.

    Nearly 10 years after Denmarks Jyllands-Posten newspaper published inflammatory cartoons depicting the Prophet Muhammad, including one with a bomb in his turban, the country is reeling from twin terror attacks, at a caf and a synagogue, that killed two civilians and injured five police officers. The Saturday attacks, purportedly carried out by a man inspired by militant Islamist propaganda, shed light on the Scandinavian country that has sent the second-highest number of foreign fighters to join the Islamic State group in parts of Syria and Iraq.

    The Muhammad cartoons [published in the daily Jyllands-Posten in 2005] have played into the increasing polarization of the Danish society, and there has also been discrimination against immigrants, Magnus Ranstorp, a leading terrorism expert at Swedens Defense College, told Newsweek in an October interview. In addition, there are radical imams, and the Islamist group Hizb-ut-Tahrir is pretty big. Young people join it or more radical offshoots and its suspected that these offshoots may be playing a role in facilitating trips for them to Syria.

    Due to the estimated 100 Danes in combat in Syria and Iraq, the Danish government established a rehabilitation program in September for former fighters. Rather than punitive measures, a national hotline, mentors and an exit center were created to reform former and potential jihadis.

    We cannot afford not to include them back in our society and make sure that their path of radicalization is changed, so they can be an active part of our society, Jacob Bundsgard, the Social Democrat mayor of Aarhus, told the New York Times in September after the programs launch. The countrys second-largest city has seen at least 30 Muslim residents travel to Syria since 2012.

    What motivates these young people is not that far from the motivation the rest of us have: a decent life, Preben Bertelsen, a professor of psychology at the University or Aarhus, told Newsweek. For them, joining ISIS is fighting for utopia, fighting for a place where theyre wanted. In that sense theyre not that different from other young people.

    Domestic threats

    While some Danes are choosing to fight abroad, the country has faced numerous domestic threats, not including the deadly shootings carried out Saturday. In September 2005, the countrys Jyllands-Posten newspaper printed 12 cartoons of the Prophet Muhammad. Protests were held in major cities worldwide, Danish embassies in Damascus, Beirut and Teheran were set on fire.

    Kurt Westergaard, 79, the cartoonist who created one of the cartoons that depicted Muhammad with a bomb in his turban, has lived under police protection for the past decade. In 2010 he survived an assassination attempt after a man wielding an ax forced his way into Westergaard's home. He escaped to a panic room and notified police.

    That same year, Danish police thwarted a terror plot against the Jyllands-Posten. Four suspects described as militant Islamists were arrested in several raids that also uncovered an armory of automatic weapons, ammunition and wrist ties.

    EFC approves loans for Madison, Jefferson County clean-water projects

    Communities in Jefferson and Madison Counties will use interest-free loans for projects that seek to improve drinking water and wastewater systems.

    The board of directors of the New York Environmental Facilities Corp. (EFC) on Thursday approved a total of five interest-free loans worth about $28 million.

    The EFC announced the loan approvals in a news release distributed on Thursday.

    The Town of Sullivan in Madison County will use a $7.7 million loan that refinances a 2012,EFC-issued short-term loan for construction of a wastewater-collection system for the Bridgeport sewer district.

    The project extends service to the hamlet of Bridgeport and replaces faulty septic systems along Oneida Lake, EFC said.

    The communitys projected savings will total $4.3 million with the EFC loan, according to the corporations news release.

    In addition, the Town of Hounsfield in Jefferson County will use a nearly $2.4 million, long-term loan to refinance a previous EFC loan of $2.8 million.

    The loan, along with a $2 million state grant, financed the construction of a new water-distribution system to serve the Town of Hounsfields Water District #5.

    The new system provides public water for residents who previously used private wells. It also means improved service for residents in Hounsfields Water Districts #1 and #2, the EFC said.

    With the EFC loan, Hounsfields projected savings will total $1.3 million, the corporation added.

    Kaw Valley expands St. Marys Junior-Senior High School

    For 13-year-old Layne Cole, who likes science, and above all math, a recent expansion to St. Marys Junior-Senior High School means a chance to do experiments in class and collaborate better with fellow students.

    In January, Kaw Valley Unified School District 321 finished construction at this school, a project that cost together with an addition to St Marys Grade School completed in August about $2.4 million.

    On a recent evening, Cole and her classmates offered guided tours for the public to view the changes to their school, which took about four years from the initial planning phases to completion.

    We got these new desks that will improve our groups, the eighth-grader explained as she showed the room where she takes Algebra I, taught by Shannon Kent.

    The desks in this room and others are wedge-shaped, rather than square, allowing the teachers to cluster them as needed into half circles that allow the students to face each other and the front of the classroom at the same time.

    According to superintendent Kerry Lacock, the district completed the grade school and junior-senior high expansions with a bank loan the district is repaying over a three-year period with local tax dollars reserved for capital construction and maintenance costs.

    USD 321, a district of about 1,200 students, has one of the highest per-pupil property valuations in the state, related largely to a coal plant located within its boundaries. That means it doesnt qualify for state aid for construction expenditures.

    The district added about 6,400 square feet to the grade school four first and second-grade classrooms, a teacher workroom and extra bathrooms. To the junior-senior high, it added about 12,400 square feet, including new special education facilities for the seventh through 12th grades, a science lab, three junior high classrooms, a junior high commons area, bathrooms, and a canopy-covered drive-up entrance.

    The special education facilities include small rooms for breakout sessions, a sensory room to help students, including those with diagnoses on the autism spectrum, calm down a living area, a classroom, and a kitchen, laundry room and bathroom, all designed to be accessible for people with disabilities.

    Cori Hare, a special education teacher, said the suite of special education rooms has improved the daily experiences of her students, and, she believes, is helping reduce absences and behavioral issues.
