    Club Med Bali a little unique

    I just got here too, says Tonky. I only arrived at Club Med Bali a couple of hours ago and Tonky, a.k.a. Supriyanto Dermawan, beat me here by just a week. Originally from Jakarta, hes the new the new Club Med Business manager here, but has been with the company since 2008, previously working elsewhere in the Indonesian archipelago at the companys Bintan Island property.

    Club Med is a little bit unique, Tonky tells me as we set off on a tour around the resorts 14-hectare site, on the beachfront at Nusa Dua. Hes referring to the fact this is an all-inclusive resort: very nearly everything is included in the price, from meals and most drinks to the kids and teens clubs, sporting activities and airport transfers. (Extras like spa treatments, excursions and the Baby and Petit Club Med, for very small children, are not.)

    Im staying in a plush suite thats as big as a decent-sized one-bedroom apartment, but Tonky also shows me a few of the more affordable room options. Some have balconies or terraces, and some interconnect for families with younger children. The resort has about 300 guest rooms, and renovations are currently taking place that will include a refresh to all of these rooms. Other new facilities include the new Baby Club Med and new childrens facilities including a music academy and art studio.

    The main attraction here is really whats on offer outside the rooms, and the facilities are extensive.

    Club Med is known for its sporting facilities, and includes instruction in various sports in the package price. Guests can take part in water sports such as kayaking, windsurfing and snorkelling at the public beach, and swim in the big family pool or new adults-only Zen Pool. There are five tennis courts, a soccer pitch and squash courts, plus archery targets and a nine-hole golf course. In the undercover sporting area, we find a father and son playing an energetic game of badminton, although this space can also be used for basketball, volleyball and futsal. There are also yoga and other fitness classes, a weights room, and a flying trapeze academy.

    For something a little more sedate, the spa offers various treatments including its signature, the four-hands massage with two therapists. Tonky shows me the couples treatment rooms, which are housed in traditional-style thatched lumbungs and look out over the gardens. The spa also has a Quiet Pool with a jacuzzi and shower room, all of which guests can use for free when they come for treatments.

    There are also various cultural activities on offer. Tonky shows me the Balinese amphitheatre, used for folklore dance performances, and my visit coincides with the weekly Balinese evening, which means that various local cuisine is on offer in the Agung restaurant, along with a Bahasa Indonesia language class. Theres also a boutique on site, live entertainment every evening, and a nightclub, and staff can organise day trips and outings.

    With everything on offer, something about the resort reminds me just a little of a very spacious, very leafy cruise ship. Theres so much to do that you could quite happily spend your whole holiday within the resorts walls. And indeed many guests do just this Australians in particular, apparently.

    Home water use up despite drought

    A water sprinkler system on a parking strip spills out onto the sidewalk and into the street in Bankers Hill. The Conservation Garden at Cuyamaca College is a popular spot for people looking to transform water-guzzling plants and lawns into a more conservative landscape. One of the displays specifically demonstrates rainwater catchment systems. Another shows the comparison between the typical lawn, the water consumption by various grasses, and a backyard that has a rock, patio and limited grass design.

    Has San Diego County done a good job of conserving water in recent years? It depends on which statistics you look at.

    Overall municipal water use which includes residential, industrial and commercial consumption dropped by more than 20 percent between 2007 and 2014, according to the San Diego County Water Authority.

    But if you focus on homeowners only, the picture is clearly different.

    Per-capita residential water use in the region crept up during the past five years despite pleas from the governor, water managers, conservation groups and others to cut back amid Californias ongoing drought. Thats the central finding of a new report from the Equinox Center, an economic and environmental think tank in San Diego.

    The report, which will be released publicly Tuesday, showed that San Diego Countys residential water consumption climbed by 4 percent between fiscal years 2010 and 2014.

    Although water districts typically track urban water use as a broad category that includes residential, commercial and industrial accounts, the center decided to pinpoint residential use to see whether homeowners are responding to public conservation campaigns.

    The group found that the average San Diegan used 88 gallons per day in 2010 and 92 gallons in 2014.

    We want to get a snapshot of where we are out there and allow decision-makers to use it in their decision-making process, said Ray Ellis, chairman of the Equinox Centers board of directors. We think the numbers speak for themselves.

    The report noted that the increase in residential water use corresponded with higher than average temperatures and lower than average rainfall, with precipitation in 2014 at just five inches about half the regions historical average. The only year during the study period in which water use declined was 2011, which saw about 12 inches of rainfall.

    Feldas 650 acres takeover in Lahad Datu unconstitutional

    The Sabah Government was further in breach of fiduciary duty in failing to protect and safeguard the proprietary interest of the villagers in the land.

    KOTA KINABALU: Judicial Commissioner Douglas Primus has declared in the High Court of Borneo in Kota Kinabalu that the alienation of 650 acres at Tanjung Labian in Tungku, Lahad Datu to the Federal Land Development Authority (Felda) was unconstitutional and therefore null and void.

    Douglas ordered Felda to pay damages to the villagers who were the successful applicants for the 650 acres.

    He cited Articles 8 and 13 of the Federal Constitution in declaring that the Director of Lands and Surveys and the Sabah Government had also acted unconstitutionally. The 650 acres had been approved to the villagers in 1972.

    Douglas further declared that the Sabah Government was further in breach of fiduciary duty in failing to protect and safeguard the proprietary interest of the villagers in the land.

    He ruled that the applicants claim was not barred by the Limitation Ordinance or the Land Acquisition Ordinance and damages shall be assessed at the date of the judgment.

    Felda, the plaintiff, initiated the suit in 2011, applying to the High Court to evict the villagers from part of the land alienated to it, alleging trespassing by the villagers. The suit affected about 5,000 villagers from Tanjung Labian, Lok Buani, Tg Batu, Sungai Bilis and Tanagian.

    The villagers in their defence denied trespassing and claimed native customary rights to the land and that part of the land was alienated to some of the villagers by the Department of Lands and Surveys following the approval of the Sabah Government in 1972.

    The villagers, as defendants, also counter claimed against Felda, the Registrar of Titles, Assistant Collector of Land Revenues of Lahad Datu, the Director of Sabah Lands and Surveys and the Sabah Government seeking relief, including declarations and damages.

    According to the facts of the case, the Orang Asal led by the late K.K. Alian Bin Som, the father of Asrafal Alin, one of the four defendants and a representative of the affected villagers, had applied for three plots of land at Tanjung Labian sometime in 1970. In 1972, following the approval of the Sabah Government, the Director of Lands and Surveys Sabah alienated and surveyed 650 acres to the applicants.

    This continuing government thrust not only benefits the nation's three largest state-owned telecoms operators, which dominate both the wireless and fixed-line broadband service markets, but other private enterprises as well, specifically fiber optic makers.

    For instance, China Fiber Optic Network System Group (3777) is set to operate its first fiber-to-home broadband business in a few months instead of just being a pure fiber optic products vendor, thanks to the government's plan to introduce more private players into the market.

    "We are transforming from a fiber optic products maker into a professional internet operator," says executive director and chief financial officer Randy Hung King-kuen.

    The Hebei-based company has identified vast opportunities in fiber-to- home segment.

    "It is compulsory under the law since April last year for new homes to be equipped with fiber-to-the-home or FTTH network service, apart from utilities such as water, electricity and coal."

    China Fiber Optic Network, now the mainland's biggest fiber optic patch cords maker with a market share of about 20 percent, ventured into the network operating business by partnering with China Telecom (0728), the world's largest fixed broadband operator.
