    Halfacre construction: Breaking out of its mold

    Nobody was building office headquarters anymore, retail contracts had pretty much dried up and once-promising corporate expansions statewide had been put on hold.

    But the commercial construction manager found a way to offset the painful slide in private-sector spending.

    The firm began bidding on more government work -- including road projects for the first time -- to help it withstand the prolonged slump that forced many of its competitors to close down.

    That diversification has Halfacre poised to reap the benefits of an ongoing real estate recovery that could soon lift the lagging commercial sector.

    "Businesses don't just buy a second building because they want to; it's very strongly tied to the economic environment," said Andrew Stultz, a Halfacre vice president. "Today, we are much more optimistic about our opportunities."

    40 years of change

    A family-owned business for more than 40 years, the company was founded in 1970 by Bill Halfacre.

    The company moved three times, settling on its current location on Professional Parkway, in Lakewood Ranch, in 1999. Today, the firm has 25 employees.

    In the 1980s, the company did a lot of its own building and site work. But now, Halfacre focuses solely on construction management, which allows it to operate with more consistent staffing and keep costs low through subcontracting.

    Blast protection proposed for fed building

    The underpass on Front Street is to be reinforced to make it blast-proof under a plan in President Obama's fiscal 2016 budget.

    Blast protection would be added to the downtown federal government complex at 880 Front St. as part of a $60.8 million request in President Obama's fiscal 2016 budget.

    Tom Hardy, who oversees regional real estate holdings of the General Services Administration, said the improvements will include reinforcing columns and beams that make up the part of the building that covers Front Street between E and F streets. The current clearance space of 14 feet 8 inches will not be substantially changed, he said.

    "It's a very unique situation," he said Friday, as he led a tour of the building by GSA Administrator Dan Tangherlini.

    The exact details and cost are yet to determined, he said, but if Congress approves, the work is projected to be completed over the next five years.

    Other security improvements would include bollards along Front Street to prevent vehicles from driving onto the plaza.

    The 895,247-square-foot, two-building complex, completed in 1976, also would see 94,000 square feet of reconfigured space, now that various courtrooms and offices have moved into the new $368 million courthouse annex that opened across Union Street in 2012.

    Courtrooms would continue to operate in the original five-story U.S. Courthouse fronting on Broadway.

    Meanwhile, under a previously approved construction project, U.S. attorneys in the civil division are moving into the fourth floor of the six-story federal office building on E Street this summer, where judges previously worked. The government expects to save $2.7 million annually in rent at a commercial office building at 101 W. Broadway.

    Dunmore looking at addition on cramped firehouse

    DUNMORE To solve a space crunch at the boroughs firehouse, officials are mulling a two-story addition to the back of the building.

    The proposal would expand the firehouse into part of the employee parking lot shared with the Police Department and Borough Building, and the addition would overtake the former Department of Public Works garage, Dunmore officials said during a recent tour for The Sunday Times.

    Firefighters see the proposed new design, paired with the nearly $1 million firetruck the borough will get within a year, as a more efficient setup that could slightly improve response times.

    Hemmler & Camayd Architects developed some other renovation scenarios, but Councilman Salvatore Verrastro saw the addition as the option the borough could most likely afford with a $345,000 gaming grant awarded to Dunmore in January 2013.

    Were waiting for pricing on it, Mr. Verrastro said. Its a big guess right now, but I think were going to be close.

    If Dunmore can afford it, the addition would allow the Fire Department to reorganize its existing cramped headquarters shared by five firefighters and two medics during a typical shift, Assistant Chief Robert Dee said.

    The Blakely Street building now features two garages, sleeping quarters where five beds are each spaced inches apart, a cramped day room where firefighters knees sometimes knock together when a group sits on two opposing couches, a single bathroom, a kitchen and a small office.

    During middle-of-the-night emergencies, two firefighters typically exit the bedroom through a back door outside, race down stairs and a short path which both need to be repeatedly cleared throughout the night during poor winter weather to the garage.

    Another pair of firefighters normally leave the bedroom from the indoor side toward the other garage to get supplementary emergency vehicles.

    Dunmores new firetruck will be a combined pumper/vehicle rescue/ladder truck, and the plan for the addition calls for sleeping quarters that connect directly to the remodeled garage housing the three-in-one truck potentially cutting response times.
