BRATTLEBORO >> The town will have to spend between $391,500 and $774,000 to save the Green Street retaining wall above Harmony Lot, according to a report that was recently completed, and the Selectboard will now have to decide which method to pursue to save the failing structure.
Lower Green Street has been closed to traffic since early September when deep cracks were found in the pavement and engineers determined that the massive wall holding up the road was shifting down toward the Harmony Parking Lot.
The Public Works Department asked Stevens & Associates to evaluate the existing condition and make recommendations to address the issue, and the report laid out three different options the town could take to replace, restore or remove the stone wall. Department of Public Works Director Steve Barrett met with Town Manager Peter Elwell to talk about the options, and Barrett is expected to present the report to the Selectboard soon to make a decision about the town's next step.
"Whatever option we go with, it has to be done soon because the wall is in danger of collapsing," Barrett said. "The wall continues to move and it is a very serious situation."
Stevens & Associates engineers Brud Sanderson and Hamilton Hodgman found that the wall is currently overturning at the southeast leg, with out-of-plumb measurements exceeding one foot. The wall is failing deep within the soils holding up the road, according to the report, and the engineers are recommending a complete reconstruction or removal.
While Barrett said more work has to be done before committing to one of the three options, Barrett said he is probably going to recommend that the town rebuild the wall at a cost of about $550,000.
The town has a number of construction material options to consider, ranging in cost from $449,500 to $774,000, and Barrett said he would have more information for the Selectboard at the Feb. 17 meeting on the advantages and challenges of each material.
Along with reconstructing the wall, the report also provides information on a method using soil nails, which act to stabilize the structure instead of rebuilding it. This method would require some specialized machinery to access the site, and would cost an estimated $572,000.

A mother was rushed to the hospital after the car she was in rolled off a very high retaining wall and landed on its roof Thursday evening.
Chopper5 flew over the scene at East Truman Road and Hardesty Avenue about 5:35 p.m. It showed about eight or nine firefighters and half a dozen police officers surrounding a blue two-door Mustang convertible. They got a woman out of the car, onto a stretcher and to an awaiting ambulance.
The car was on its roof in the parking lot of the Wash Time laundromat and car wash, directly next to a 15-foot-tall stone retaining wall. The driver's car was on the road above, went through a fence and over the stone wall to the parking lot below, all while she was inside trying to stop it.
"I heard like something smashing," Tina Miller said.
Miller stepped outside of laundromat and then heard a woman's screams, which directed her to the awful sight. She did what she could for the woman trapped inside.
"I grabbed my phone, I called 911. She said her head was bleeding and her foot was stuck so I went and got her a wash rag," Miller said.
The woman's father told KCTV5 that 26-year-old Michelle Funk is, in his words, lucky to be alive. He said he felt helpless, standing 15-feet above her, wanting to make the jump himself to come to her aid. He said she was coming to pick up her kids from a visit with him and his wife and the car started rolling right before the kids got inside
"...she had gotten out and for unknown reasons her vehicle started rolling so she jumped back in to her vehicle to try to stop it from rolling and unfortunately was unable to," said Sgt. Deb Randol with the Kansas City Police Department.
Police since learned that the driver accidentally left her car in gear and it rolled forward.

SIOUX CITY | Police have identified a woman who died after she hit a retaining wall with her car Wednesday as Barbara Burke, 64, of Sioux City.
Burke was seen driving fast on Military Road before her 2014 Chevrolet Malibu hit a curb just before the intersection with George Street and crashed into the wall about 2:25 p.m.. Police said Wednesday that speed appeared to have been a factor in the accident.
Burke was extricated from the car, which was pinned between a utility pole and the wall, and taken by ambulance to a hospital. Police reported Wednesday evening that she had died.
No one else was involved in the single-vehicle crash.
The investigation was continuing Thursday, a release from the Sioux City Police Department said.
