Sabah Customs to have RM61m own building
Customs Department Director-General Dato Sri Khazali Ahmad said the construction of the eight-storey building will cost about RM61million.
The construction began on Dec 11 last year with land works which will take about eight months.
"Currently, the State Customs Department is renting a premises in Tanjung Aru Plaza and we also have our Customs Enforcement Division located in Wisma Kastam in Jesselton Point," he said this during the ground-breaking of the State Customs Department construction site in Jalan Sulaman here, Thursday.
He said operations will shift here once construction is completed by April 10, 2017 as per schedule," he said, adding that the Customs Enforcement Division will remain in the existing office in Jesselton Point.
Prior to that, Khazali also visited the construction site for the Customs Department housing quarters with a total of 120 units of various category at Sepanggar.
"The project began on July 8 last year at a contract cost of RM54million and is scheduled to be completed by July 4 next year.
"I was made to understand it is six days ahead of schedule and I hope this trend would continue until the project is completed," he said.
Also present were the State Customs Director Datuk Dr. Janathan Kandok and the newly-appointed Sabah Federal Secretary Datuk Borhan Dollah.
On another development, he said, there are 48 days left before the Goods and Services Tax (GST) is implemented on April 1.

Cognizant of historical conservation requirements and stringent building codes set forth by the Town of Estes Park, The Stanley Hotel is currently undertaking a major renovation on its property - the replacement of the wood shake shingles on three of its major buildings, including the main hotel.
"This is a 100-year replacement," said John Cullen, owner of The Stanley Hotel. "I don't think an undertaking of this magnitude has occurred since the hotel buildings were first constructed in 1909."
"During the past 30 or 40 years, the main roofs on the hotel property have taken quite a pounding from the weather," said Alan Aspinall, The Stanley Hotel's project coordinator. "We've had a lot of hail damage, a lot of wind damage. The roof on the main hotel building as well as the performance hall in particular are at the end of their usable life and it's time for a complete replacement."
Approval of the design and the materials were granted from the Colorado Historical Foundation, which stated in its letter that according to its guidelines for historic buildings, roof replacements are allowable under the historical conservation easement because the need was dictated by wear and tear.
"I would consider this project to be a direct result as natural wear and tear and in accord with the Standards," stated a letter received from the Foundation and written by its easements administrator, Cindy Nasky.
The material to be used for the wood-shingle replacement is not exactly like the original, Aspinall said, because of current code requirements.
"We have to use a slightly different material but still, it is a cottage red shingle that matches the look of what is on the buildings right now," he said.
"We began working on this in earnest with the Small Business Administration after the storm event of 2013, when a lot of additional damage was incurred," Aspinall explained. "We engaged the services of Skyline Roofing out of Denver, who worked with us to do the SBA estimates and who are our roofers. "
For a business that is open 24 hours, seven days a week, every day of the year, the roofing project presents major challenges.
Representative from Skyline Roofing said that with such a major project, planning is everything.

Community Action Human Resources Agency has funding to assist eligible low-income homeowners in Pinal County with weatherization, according to Mary Lou Rosales, executive director.
Under the weatherization program, improvements are made by CAHRA to help reduce energy consumption and energy costs, Rosales said. A thorough assessment of the eligible home is performed including diagnostic and blower door testing to determine where the house is losing energy and what can be done to stop the loss. The auditor will also assess health and safety issues that might exist in the home. A test to determine carbon monoxide leakage is also done.
Minor repairs are made to make the home safer, more sound and secure. Families are counseled as to changes in their energy use habits, which will complement the work done on the homes, and help promote the conservation of energy, she said. After making the efficiency upgrades, the home could save from 5 to 30 percent on the familys energy bill.
Based on the home assessment, weatherization repairs may include repair or replacement of old cooling and heating systems, repair or replacement of leaky ductwork, replacement of old or inefficient refrigerators and the addition of sunscreens to sun-struck windows. Staff may also be able to assist homeowners with the repair or replacement of inefficient or non-operable appliances and water heaters.
Homes needing larger repairs such as roofing, ceilings, floors, window or door replacement, plumbing, electrical or major rehabilitation may not be eligible for the program.
Funding is provided by the Department of Energy and Low-Income Home Energy Assistance Program through the Arizona Governors Office of Energy Policy. Utility companies, Arizona Public Service Co., Salt River Project and Southwest Gas Corporation, also provide funding for the program. Funding for minor home repairs and appliances is provided by Utility, Repair, Replacement and Deposit funds through Arizona Community Action Agency. CAHRA does not have funding for emergency home repairs or rehabilitation.
An application must be completed and verification of income, home ownership and other documents must be provided.

Unless there are some late changes to the agenda, it could be a short night for the Fayette County Board of Commissioners at its Feb. 12 meeting.
The only items up for approval are on the consent agenda, which typically is approved without public discussion.
Items on the consent agenda include:
Approval of the appointment of current county attorney Dennis Davenport as the boards attorney for the 2015 calendar year.
Approval of staffs request to award Bid #928B (Historic Courthouse Roofing Project) to Skyline Construction Services Inc., including a base bid in the amount of $189,715 and an alternate in the amount of $4,800, in an aggregate amount not to exceed $194,515.
The current roof was installed after a major fire in 1982, according to staff, and incidental maintenance repairs have been made since that time as needed.
County officials now believe it is time to comprehensively address the functional and cosmetic deterioration of the roof before a complete replacement is required. Work under this contract will address such items as the replacement of broken, damaged, missing or deteriorated roof slates; replacement of gutters, flashing and hip ridge caps; cleaning off mildew, and other related work.
The old courthouse had lost most of its county government and judicial tenants by the late 1980s, which are now housed either in the county administrative complex adjacent to the courthouse square in Fayetteville or at the county justice center about four blocks away. It currently is home to the Fayette County Development Authority.
Approval of staffs request to adopt Ordinance 2015-02, enacting provisions pertaining to the Multifamily Residential Sprinkler Code by designating Sections 12-139 through 12-149 of Article V of Chapter 12 as Reserved, and by creating a new Article VI, pertaining to Multifamily Residential Sprinkler Code, in Chapter 12.
When an ordinance enacting a new county code was adopted in April of last year, it codified 79 county ordinances in a process that took more than one year to complete. During that process a portion of the previous code pertaining to sprinkler systems in multifamily buildings was removed in error. Upon review by the public safety department in consultation with the county attorney, it was determined that the portion left out of the county code needed to be changed and updated.

The Energy Commission from February 25,2015 would ban electricians without wiring certificate from the Commission. It is part of measures to regulate the operations of electrical engineers to uphold professional standards and protect life and property.
"Very soon all electricians would have to be certified by the Energy Commission, go through an exam before you are certified, if you don't have a certificate you cannot parade yourself as such" Victor Owusu, Public Relations Officer(PRO) for Energy Commission said.
All new buildings across the country without wiring certificates will have their power-supply cut off from the national grid.
The commission has in this light instituted a certification scheme for electricians across the country. The PRO, Victor Owusu says electricians who fail to comply with the directive would be prosecuted.
According to Victor Owusu, the initiative is in conjunction with the Fire Service. " We also realise that most of the fire recently was a result of faulty wiring and inferior cables".
Electrical wiring has a lot to do with the safety of persons and property because faulty wiring consequently causes a lot of fire outbreaks among others.
The Electrical Wiring Regulation 2011 (LI 2008) passed by Parliament in 2012 has three key objectives: Who qualifies to engage in any electrical wiring of properties in Ghana, how wiring is done and the kind of materials used to wire properties in the country he said.
