Chester Judd, of the Town of Niagara, died Jan. 31 in Buffalo General Medical Center after a short illness. He was 77.
Born in Quebec, Canada, he moved from Niagara Falls, Ont., to Youngstown, N.Y., with his family in 1954. He joined the U.S. military in January 1955 and served in the Navy aboard the USS Spiegel Grove. He was honorably discharged from the United States Naval Reserve on Jan. 29, 1963.
Following completion of his active duty, Mr. Judd became a U.S. citizen in November 1958. He was an ironworker for Iron Workers Union Local 9 in Niagara Falls for 34 years. He retired in 1994.
He was an avid boater and member of the Lower Niagara Moose Lodge and the LaSalle Sportsmans Club.
A skilled handyman able to do a wide range of construction and repair projects, he also enjoyed undertaking auto restoration and steel fabrication jobs.
Survivors include his wife, the former Patricia Kerins; a son, Mark; a daughter, Cheryl; two stepdaughters, Kelly Burling and Lisa Fortuna; a stepson, David Tompkins; two brothers, James and Alfred; nine grandchildren; and five great-grandchildren.
Services will be held at 3 p.m. Saturday in the M.J. Colucci & Son Niagara Funeral Chapel, 2730 Military Road, Town of Niagara, followed by military honors

CAUSES
Ice dams form when rooftops become warm enough to melt snow. The water from the melted snow flows under the snow cover to roofs edge, where the temperature is colder and the water refreezes. As more snow melts, more water flows down and becomes trapped, creating an ice dam.
Although the winter sun can heat a rooftop enough to contribute to the thaw-freeze cycle, the most common cause of ice dams is simply a poorly insulated or poorly ventilated attic, said John E. Vieczorek, owner of Vieczorek Builders in Tunkhannock.
What is causing it is the heat loss through the attic, said Mr. Vieczorek, who has installed roofs for 40 years. If there wasnt heat loss, you wouldnt have that melting and freezing.
Because people often see the resulting icicles forming under their gutters, one of the big misconceptions is that gutters cause ice dams, said Eric Judge, co-owner of Judge Brothers Gutters Inc. in North Abington Twp.
They dont create the problem. They are just there catching the water coming off the roof, he said. The icicles are hanging off the gutter just like they would be hanging off the eave if there was no gutter there.
POTENTIAL DAMAGE
As the ice dam grows, the water flowing down the roof can back up under the shingles and leak into the home. That can lead to a host of issues for the homeowner, according to the International Association of Certified Home Inspectors website:
Rotted roof decking, exterior and interior walls and framing.
Respiratory illnesses, such as allergies and asthma, caused by mold growth.

The Town of Round Hill and the Loudoun Board of Supervisors have formally combined two long-planned construction projectsthe Round Hill to Franklin Park trail and the towns downtown stormwater management and sidewalk improvements.
Town Manager Buster Nicholson said town and county staff members are developing a memorandum of understanding to govern the joint management of the projects. The goal is to promote more efficient traffic management and reduce disruption for residents.
Weve never done that before with the townwere breaking new ground, Mark Hoffman, the countys capital design program manager, said. He is the design manager for the project. There are still two separate projects, but under the agreement, the county will provide construction management services and obtain easements in the county, while the town staff will take care of land acquisition within the town.
There are 25 easements needed in town and 36 in the county, Nicholson said. If all goes well with the easement acquisition process, both Nicholson and Hoffman said they hoped to award a construction contract before the end of the year, with work to begin next spring.
For the town, the work includes sidewalk improvements with curb and gutter, and the installation of a 36-inch stormwater pipe at the intersection of the towns two main streetsLoudoun and Main, Nicholson said. The town budgets $20,000 annually to maintain and repair sidewalks, but the $1.2 million Main Street enhancement project will significantly improve the area. The Virginia Department of Transportation will pay the bulk of the project through a federal enhancement grant, with the town providing its 20 percent match through paying some engineering costs and acquiring easements.
The county trail project starts at Main Street, with the stretch between Main and Evening Star Drive having sidewalks on both sides of the street. The actual trail begins just east of the Lake Point subdivision. From that point the asphalt trail will tie into the existing trail at Franklin Park, ending at the pool.
Hoffman said construction would take nine months to a year.

The cities of Port Moody, Port Coquitlam and Coquitlam are assessing damage caused by chafer beetles and the birds and animals that eat them.

Lawns and grass fields torn up by crows and raccoons in search of chafer beetles could cost thousands of dollars to repair, according to Port Coquitlam and Coquitlam, with Port Moody and School District 43 still assessing the damage.
"There is a lot of damage all over the place. We are doing a full audit. It is very extensive," commented Raul Allueva, general manager of parks and recreation for the city of Coquitlam.
Healthy lawns and sports fields appear to be untouched, with most of the damage confined to areas where grass is in poor shape.
School District 43 reports little to no damage and Port Moody is still in the midst of an audit, although staff say the problem has worsened since last year and Port Coquitlam has put a price to repairing chafer beetle-infected fields in its jurisdiction.
Repairs to the PoCo cemetery, where Terry Fox is buried, will cost $104,200, including the re-establishment of a vigorous lawn, and repairs to other areas will cost about $15,000.
In addition to the cemetery, there are 11 sites in that city with low level chafer beetle damage, six sites with medium level damage and two sites with high level damage where the site is completely disturbed and bare soil is exposed.
"Given the nature of these areas and the size of the areas impacted, we will be managing them through a combination of top-dressing, over-seeding and nematode applications," Todd Gross, PoCo's parks and services manager stated in an email.
Many homeowners are also seeing damage to their property, according to Art Knapp owner Wim Vander Zalm who has been dispensing advice on how to deal with the pest.

Bob Harrison and his wife, Mandy, have lived in their Rochester Avenue home for 30 years, having fallen in love with the view that stretches all the way to the Fraser River, the flat, expansive back yard and the creek flowing beside the house.
Never in those 30 years did they expect to be dealing with a pest the likes of the chafer beetle.
In the past few months the Harrisons have watched their carefully tended lawn turn into an apocalyptic battle scene the crows pecking away at great chunks of grass, turning it into bubbled balls of turf, and the raccoons laying waste to entire swaths, nosing the sod up and rolling it back with nary a root in sight.
"We had a beautiful lawn here for years and years," Harrison said, shaking his head as he surveyed the damage in his back yard.
And after months of trying to battle the chafer beast, Harrison is throwing up his hands in defeat.
"What do we do with this? It's totally ruined," he said of the more than 6,000 sq. ft. yard.
The couple's grandson did a bit of online research for them and came up with coyote urine as a possible antidote, so Harrison picked up a small bottle from an outdoors store in Bellingham. He sprinkled some on a test patch of grass and tied a urine-soaked rag to a stake that he set out in another area.
"That night the raccoons came back, sniffed around it didn't bother them at all," Harrison said. "The next night the crows came back as well."
