WINNIPEG Mayor Brian Bowman is saddened to hear how Jets owner Mark Chipman feels about the citys handling of a downtown property, but hes not going to back down, he said as he stepped off a plane Friday.

We obviously have some fences to mend, Bowman said at the Winnipeg airport as he returned from the big city mayors conference in Toronto. Im obviously saddened to hear how he feels about the situation.

Chipman on Wednesday held a news conference where he said he felt his True North Sports and Entertainment has been tarnished by discussions around proposals for city-agency-owned land at 220 Carlton St. Chipman said a lack of trust prompted him to step back from a plan for a $400-million development on that land and another parcel across the street at 225 Carlton.

Bowman said hes reached out to Chipman and hopes to sit down with him in the coming days. However, the mayor said hes not willing to back down on his stand that the land at 220 Carlton St. should be subject to a public request for proposals.

Bowman admitted he doesnt have the power to quash a development deal between True North and city development agency CentreVenture. However, he threatened to withhold $3.75 million that had been part of the 220 Carlton development plan if a request for proposals isnt made.

This deal can proceed. City council doesnt have the ability to stop CentreVenture from completing this deal, Bowman said. All were saying is if $3.75-million of taxpayers money, your money, is to flow to CentreVenture, then wed like to see public expressions of interest so that its a level playing field.

They can decide if they want to take the money or not.

While CentreVenture board chair Curt Vossen said they have no plan to back out of the deal with True North, they cant move ahead without the $3.75 million.

Qatars government is distancing itself publicly from Islamist groups such as the Muslim Brotherhood and Hamas as the tiny Persian Gulf state seeks to mend relations with its Arab neighbors.

We do not support Hamas. We do not support the Muslim Brotherhood. We support the people of Palestine and Egypt, Qatari Foreign Minister Khalid bin Mohammad al-Attiyah told a forum hosted by Atlantic Media this week in Washington.

Qatar has served as a base for the political leadership of Hamas, the militant Palestinian group, since the Arab Spring political uprising engulfed Syria in 2011.Many senior leaders of the Egyptian Muslim Brotherhood have also made Doha their base in recent years. In addition, the Taliban has a diplomatic office in the Qatari capital.

Saudi Arabia, the United Arab Emirates, Bahrain and Egypt have publicly fumed that Qatars hosting of these Islamist groups further threatens regional stability and could stir up political opposition inside their own countries. Riyadh, Abu Dhabi, and Manama all pulled their ambassadors from Doha last March in protest.

In recent weeks, however, Qatar and these countries have moved to end their feud, according to senior Arab officials.

In November, the late Saudi King Abdullah held a summit of Persian Gulf monarchs in Jeddah, Saudi Arabia, where Doha committed to distancing itself from these groups, according to participants in the talks. In return, the Gulf states envoys have returned to Doha.

Qatari officials have said in private that a number of senior members of the Egyptian Muslim Brotherhood have left Doha for Turkey in recent months. They also said that Qatars al Jazeera television network has closed a channel that was solely focused on covering Egyptian politics following the 2013 overthrow of former President Mohammed Morsi, a senior Muslim Brotherhood politician.

The differences between us are over, Mr. Attiyah said about Qatars relationship with its Persian Gulf neighbors. There are no differences.

Qatar continues to be the political headquarters for Hamas and its leader, Khaled Meshaal. Mr. Attiyah said his country views Hamas differently than do the U.S. and Europe, which have designated it a terrorist organization.

They are a movement of liberation, Qatars top diplomat said of Hamas. The Palestinians living in the Gaza Strip are in an open jail, he said.

Valseur Lido aims to cement his reputation as one of the best of his generation in Sunday's Flogas Novice Chase at Leopardstown.

The Willie Mullins-trained six-year-old has not been seen since he was a most impressive winner of the Drinmore Novice Chase in November, beating what looked a strong field without being unduly pressed.

Mullins also saddles Jarry D'Honneur and Adriana Des Mottes in a race that used to be run as the Dr PJ Moriarty Chase and has a rich heritage for finding Cheltenham winners.

"I think Valseur Lido has to run. I was very taken with his run in Fairyhouse and I think the further he goes in trip the better he will be. I'm sure his form will improve when he goes up in trip," said Mullins on At The Races.

"Jarry D'Honneur could be anything, I think he's going to improve hugely from his beginners' chase, he was a bit gross that day.

"I think he'll get better as the spring goes on, but my only worry is that as the spring goes on the ground will get quicker and I think he might prefer it soft."

Bryan Cooper rides Valseur Lido as he is owned by Gigginstown House Stud, and he has also been very impressed.

"He was the most impressive novice this year, if you take out Un De Sceuax, over that trip anyway," he said.

"He annihilated his rivals over that trip in the Drinmore in Fairyhouse and I suppose the fact he hasn't run since then means he has gone under the radar a bit, which is good in one sense as there can be a lot of pressure coming to the races.

What is the purpose of a residential electrical inspection? The inspection is designed to verify that your installation meets minimum requirements for electrical safety, according to current codes. In other words, its purpose is to protect you, the homeowner, as well as anyone else who will be occupying the premises from fire or electrocution.

When is a building permit required for work on your home's electrical system? When you plan to alter your existing electrical system or retrofit an entirely new installation in an older home, you will need a building permit. This is also the case when you are having the electrical system installed in a newly constructed home.

You are required by law to apply for, pay for, and receive the proper local permit before any electrical work begins. Only the homeowner or electrical contractor who will be performing the installation is authorized to apply for the permit.

What is the difference between a rough and a final inspection? There are at least two stages at which you will need to undergo an electrical inspection and approval, usually by the same body that issued your permit. The rough inspection is first, when installation of the electric box and all the wiring has been done but before the wiring has been covered by your wall material. Second is the final inspection, when all your home construction has been completed. Please note that your electrical system must pass a final inspection before occupancy is permitted.

Which areas does the inspection cover? Guidelines specifying the electrical inspection criteria for your location may be obtained at the time you apply for your permit. The basic areas are: equipment listing and labeling, electrical services, general circuitry, AFCI (arc-fault) protection, GFCI (ground fault) protection, grounding and bonding, underground wiring,and wiring methods.

Be aware that if the inspector is called in to inspect a specific upgrade, he may notice -- and write up -- a violation in other, existing work.

How should you proceed if your electrical system fails the inspection? The details vary, depending on your locale. However, the basic procedure is the same. If the inspection reveals any problems, you or your electrician will need to correct the issue and have it re-inspected. There might or might not be a fee for the re-inspection. In some regions, this re-inspection is performed by a third party. Generally you are not required to obtain a new permit prior to making corrections, as they are considered part of the original work. If you disagree with the reason for the failure (and the correction involved is time-consuming and expensive), you may be able to appeal.

What will happen if you don't bother to get a building permit or an inspection? Failure to complete the permit, inspection, and approval process can seriously jeopardize your ability to finance, sell, insure, or collect on insurance claims related to your home. That is, of course, not to mention the fact that it is a safety hazard. You may face steep fines for failing to comply or to rectify any safety code violations discovered during the inspection.
