    Bridges to be replaced

    Two bridges over Little Muncy Creek and another over White Deer Hole Creek will be replaced this year under the state's new Rapid Bridge Replacement Project.

    Another seven bridges in Lycoming County are up for replacement in 2016 and 2017.

    Last year, a law was signed to fund road projects, repairs and public transit in the state, which has resulted in the creation of the $899 million statewide project, set to begin this summer.

    According to the state, 558 bridges across the state will be replaced in the next three years.

    "Pennsylvania has the most structurally deficient bridges in the country. That's why it's so important we take advantage of the additional resources we're getting from Act 89," Richard Kirkpatrick, PennDOT spokesman, said.

    There are 25,000 state-maintained bridges in the state, and about 4,000 are considered structurally deficient, according to Kirkpatrick. He also said that of the 558 bridges being replaced, 553 are structurally deficient and 133 are posted with weight limits to help extend their life.

    Plenary Walsh Keystone Partners and its team of 11 Pennsylvania-based subcontractors, one of which is Williamsport's Larson Design Group, will lead the project, according to Kirkpatrick.

    The other subcontractors are A.D. Marble and Co., of Conshohocken, Montgomery County; M.A. Beech Corp., of Carnegie, Allegheny County; Carmen Paliotta Contracting, of South Park Township, Allegheny County; Clearwater Construction Inc., of Mercer, Mercer County; Francis J. Palo Inc., of Clarion, Clarion County; Glenn O. Hawbaker Inc., of State College, Centre County; J.D. Eckman Inc. of Atglen, Chester County; J.F. Shea Construction Inc. of Mount Pleasant, Westmoreland County; Swank Construction Co., of New Kensington, Westmoreland County; and TRC Engineers Inc., of Export, Westmoreland County.

    "It may be the case that more subcontractors can be hired as the process moves forward," Kirkpatrick said when asked about opportunities for other local companies to participate in the project.

    Foundation for Blind Children has been helping people of all ages learn to adapt to life without sight. That includes those who've lost their sight as an adult and have to relearn the basics of life in a new way.

    "Most of our adults who are now blind lost their vision as adults," said Mark Ashton, chief executive officer of Foundation for Blind Children.

    Clients like 50-year-old Patty Montijo, who lost most of her vision just a few years ago, considers every day a new learning experience, "little things that you took for granted when you had sight," she said.

    Some of the training she receives at Foundation for Blind Children includes learning to navigate a kitchen.

    She's "learning to cook out of a crock pot so you don't [cook] over a fire stove," she added.

    These are skills Montijo is learning in the training kitchen at Foundation for Blind Children.

    "How do you get around a hot stove when you can't see anymore?" Ashton said in describing the value of what they learn.

    "That kitchen is really the first step to getting back your life, to getting back your own independence," Ashton added.

    Jim Weisman, owner of Republic West Remodeling in Phoenix, toured the center recently, looking for a way to give back, when he came across the kitchen.

    When it pays to remodel your home and when it doesnt

    As home values increase and interest rates remain low, real estate in the U.S. could see a healthy rebound in 2015, with more people entering the market. And that means many potential sellers heading to the home improvement store as well as contractors phones beginning to ring.

    A rising housing market lifts up remodeling, says Craig Webb, editor in chief of Remodeling Magazine, an industry trade publication. Of course, its not a secret that kitchens and baths often attract the most attention, simply because its where we spend the most time, says Webb. But remodeling kitchens and baths doesnt always pay off with the highest cost-to-value ratios. For example, a $25,000 kitchen remodeling is only likely to recoup 68% of its cost when the house is sold, said Webb. A $100,000-plus kitchen remodeling nets even less just 59%.

    Remodeling Magazine recently compiled its 2015 predictions for remodeling values, project-by-project and market-by-market. Call it Moneyball for home improvement. The impressive sabermetrics-style compilation looked at 36 projects and how they fared in more than 100 markets, to determine which ones get you the best value when you sell. It also looked at markets where the recoupment cost is highest, and where you probably shouldnt even bother to do the work.

    The simpler and lower cost the project, the bigger its cost-value ratio, Webb says, noting that a steel door entry replacement that typically costs less than $5,000 and looks good from the all-important outside will likely net a 102% recoupment in 2015, meaning youll probably make a profit if you install one before you sell your home. Similarly, youll be able to recoup more than 80% of the cost of a $10,000 wood deck when you sell a house, but only 68% of a composite deck that costs $16,000.

    Typically, you dont get 100% back on your home remodeling investments, though they likely boost your homes resale value and overall appeal, and reduce the time that the home will stay on the market.

    In some rare cases, such as in the hottest housing markets, you can actually recoup 100% of your costs no matter the project, and even make a significant profit, according to Remodeling Magazines latest numbers. For example, adding a wood deck to a home in San Francisco, where it often can be enjoyed year-round, yields a whopping 147% return (at least in 2015), meaning a nearly 50% profit on a $10,000 deck investment.

    The top seven markets where the average payback for all projects in 2015 is expected to be the highest are: 1. San Francisco (103%), 2. Honolulu (94.6%), 3. San Jose, Calif. (87.1%), 4. Riverside, Calif. (84.1%), 5. Sarasota, Fla. (80.7%) 6. Austin, Texas (78.6%) and 7. New Orleans (77.6%)

    Webb recommends that sellers remember one thing before they put their home on the market: Curb appeal is key, he said. What you do on the outside does better than what you do on the inside. To that end, Webb noted that three modestly-priced exterior projects ($5,000 to $25,000), namely manufactured stone veneer additions (92%) and fiber-cement siding (84%) and vinyl siding replacement, (81%) are likely to be the best values in 2015.

    Also, sometimes its best to go with tried-and-true projects, rather than year-to-year fads. For example, Webb noted that the biggest drop in the value of a project in 2014 was the same project that had the biggest gain the year before: installing a backup power generator. Webb said the cost-value ratio for installing a backup generator is expected to sink 11.3% this year, after having jumped 28% in the 2014 report. Weather may have played a role in that decline; in the absence of a weather event like superstorm Sandy, Realtors had perhaps begun to see the generators value in a new light, he said.

    When it comes to saving money on the remodeling jobs, one tip is to plan to have the work done when contractors are waiting for the phone to ring. If its an outdoor project, you might do a little better if you find a contractor who doesnt have much work in the early spring, late fall and winter, and wants to brave the elements so he can keep his crews working a bit longer than they might normally, said Webb. Inside work, such as a kitchen remodeling project that can be done anytime, also might prove less expensive if you do it during the dead of winter. You might find someone willing to cut you a deal if you wait until January to get the work done, he said.

    Northwestern Mutual leases large office space at 411 East Wisconsin

    Northwestern Mutual Life Insurance Co., which is building a new 32-story 1.1 million-square-foot office building at its headquarters campus in downtown Milwaukee, has signed a lease for 56,320 square feet of office space at the 411 East Wisconsin building in downtown Milwaukee.

    Northwestern Mutual is leasing space on the seventh and eighth floors of the building, as well as the lower-level concourse area.

    Even though the company is building a large new office building that will be complete in 2017, the lease at the 411 East Wisconsin building is not necessarily going to be temporary, said Steve Palec, managing principal for the Milwaukee office of Cresa, who brokered the deal for Northwestern Mutual. Jim Cavanaugh and Matt Hunter of CBRE were the listing brokers for the deal.

    The root of (the deal) is they are growing, Palec said. It is not as Band-Aid-ish as you may think.

    (Northwestern Mutual has) had a significant amount of job growth, said Jeffrey Patterson, president and CEO of Riverview Realty Partners, which owns the building.

    The lease with Northwestern Mutual is significantly longer than the 2017 completion date for the companys new office building, Patterson said. He declined to disclose the length of the lease.

    We dont believe (the Northwestern Mutual lease) is temporary, Patterson said.

    Northwestern Mutual plans to have about 250 employees in the 411 East Wisconsin building by the end of this year, company spokesman John Gardner said. The employees will work in the technology area, on efforts to enhance the companys technological experience for its policy holders, he said.

    The technology employees added at the 411 East Wisconsin building are part of additional growth on top of the 1,900 employees that the company has said it plans to add at the new building that is under construction on its headquarters campus, Gardner said.

    Long term, we have not yet determined how (the 411 East Wisconsin) building will play a larger role beyond 2017 (when the new building is completed), Gardner said.

    Mivne Gazit to build Tel Aviv office high rise

    Mivne Gazit has acquired the share of Paz Oil Company Ltd. (TASE:PZOL) in an office building on Yigal Alon St. in Tel Aviv for NIS 34 million, sources inform "Globes." The two companies had a partnership for many years in the office building on a lot at 148 Yigal Alon St.

    The 3.5-dunam (0.875-acre) lot currently contains a four-storey office building built in 2001 and designed by Lerman Architects. All the office floors are occupied. The lot also contains a Paz filling station and convenience store, which Paz will retain. Sources also inform "Globes" that the company previously promoted an Urban Building Plan for adding 16 floors above the existing structure, and even took out a building permit for its construction, but the project was delayed by disagreement between the partners. Now, after acquiring Paz's rights in the building, Mivne Gazit plans to go ahead with construction of the additional storeys.

    Mivne Gazit VP marketing Roni Carmon told "Globes" today that the additional floors that the company was planning to build above the existing structure would contain only office space, which Mivne Gazit planned to sell, not lease. The price per sq.m. in the building is expected to vary from NIS 12,000 per sq.m. to NIS 14,000 per sq.m. in shell condition. Mivne Gazit also said that because it was only necessary to renew a building permit it had already obtained before, it believed that the process would be quicker than the usual process at the Tel Aviv municipality. The company plans to be both the developer and the performance contractor for the project. Beit Mivne Gazit is located in northwestern Tel Aviv. Various projects, including high-rises, are being built or planned for future construction nearby.
