Margaret Thatcher was warned that her financial sector reforms would lead to a new culture of unscrupulous practices in the City, according to newly-released government papers.
Her most senior official, Cabinet secretary Sir Robert Armstrong, set out his increasing disquiet about the things that people think are going on in the City.
He said that a bubble was being created that would be pricked and said that corners were being cut and money made in ways that are at least bordering on the unscrupulous.

With mobile technology, its easy to work in any room of a house. And yet, according to designers and home builders, the home office is becoming one of a homes must-have features.
Dedicated office space might not always be a full room. In fact, it might be a nook with desk space on the landing of a staircase or a corner of a bedroom or family room. But as people do more work away from the office and kids do more work outside of the library, the home office is growing in importance.
That office or desk space is becoming as essential as the family room, said Mollie Carmichael, who leads the consumer research team at John Burns Real Estate Consulting, based in Irvine, Calif. And thats true no matter how large of a home it is, from a small apartment to a large single-family home, she added.
In fact, 77% of people surveyed by John Burns said that any additional rooms not dedicated as bedrooms would be used as an office in their next home the most popular response. (Fifty-six percent said theyd use the extra space as a guest room, 25% said multipurpose room.)
Theres also some evidence that home offices can make a home more attractive to buyers. According to Remodeling Magazines 2014 Cost versus Value report, you can recover an average 48.9% of the cost of a home office remodel at resale, up from 43.6% in 2013 and 42.9% in 2012. A midrange office remodel, as defined by the report, is a $28,000 investment that involves installing custom cabinets that include 20 feet of laminate desktop, a computer workstation and wall cabinet storage, along with rewiring of the room for computer, fax machine, cable and telephone lines.
There are a couple of reasons that people are demanding a dedicated office space.
For one, it gives them a place to collect all the paperwork and miscellaneous stuff they need to run the household, as well as for the work they may be doing from home for their job, said Elissa Morgante, co-principal of Morgante-Wilson Architects, based in Evanston, Ill., in an email. And secondly, it is helpful to have a space that is dedicated to work and not filled with other distractionsplus they have all the things they need within arms reach. I think it helps focus and provides a sense of intention.
If youre one of the growing number of people who regularly work from home, youre more apt to want an office space away from the center of the house, Morgante said. The number of people who work from home on a regular basis (and are not self-employed) grew by 89.8% from 2005 to 2013, to 3.5 million employees, according to data from Global Workplace Analytics, a consulting and research firm that studies work-at-home trends. The most recent statistics show that 2.5% of the workforce works from home at least half of the time, said Kate Lister, president of the organization.
Those who dont regularly work from home may want the office space on the first floor, close to the center of the home, Morgante said. Workspace near the kitchen or great room can make it easier for parents to keep their eyes on kidswhether its the adults or the children who are working at the desk space. With an open office area, kids are also prevented from sequestering themselves in their rooms with laptops, she said.

Hyundai Motor Co. (005380) will build two more plants in China with local partner BAIC Motor Corp. (1958), expanding local output about 57 percent to meet demand in the South Korean carmakers biggest market.
The factories in Cangzhou, Hebei province and Chongqing city will begin production in the second half of 2016, according to BAICs statement to Hong Kong stock exchange today. Annual output will be 300,000 vehicles each, BAIC said, without giving an investment amount.
Hyundai joins competitors including Volkswagen AG and General Motors Co. (GM) in making and selling more vehicles in China as urbanization and economic growth increase demand. The South Korean carmaker already has three plants in the country, where it faces rising competition and ranks fourth in sales among foreign brands.
Although the Chinese auto markets growth has slowed recently, it still is a key market with high demand for vehicles, and Hyundai will be able to take advantage of that with the increased capacity, said Shin Chung Kwan, an analyst at KB Investment & Securities Co.
Hyundai shares fell 1.5 percent to 169,000 won at the close in Seoul trading. BAIC Motor fell 1.7 percent to HK$8.95 in Hong Kong.
Hyundais affiliate Kia Motors Corp. (000270) will also increase capacity at its third plant in Jiangsu province to 450,000 units by 2016 from the current 300,000, according to an e-mailed statement from Hyundai Motor today.
The additions at Hyundai and Kia will boost the two carmakers output in China to 2.7 million units by 2018, compared with 1.95 million vehicles this year, the company said. Hyundai alone has production capacity of 1.05 million units in China and plans to raise that to 1.65 million units by 2018, the carmaker said.
Volkswagen said last month it would raise its Chinese plant capacity to more than the previously targeted 4 million autos a year by 2018. That compares with capacity there of more than 3.1 million vehicles in 2013.
GM plans to spend $14 billion from 2014 through 2018 to open five new vehicle assembly plants and support annual sales of about 5 million cars and trucks in the country, the company said in October.
Hyundai has sold more than 1 million vehicles in the first 11 months of this year, up 7.7 percent from a year earlier, according to data compiled by Bloomberg.

HAMMOND | A four-story office building is the latest addition to Hammond's Oxbow Landing, a major redevelopment project at Interstate 80/94 and Kennedy Avenue.
Holladay Properties plans to build Hammond River Park, a 60,000-square-foot Class A office building that will be visible from the heavily trafficked interstate and bring more white-collar jobs to Hammond. The South Bend-based developer is also responsible for the business parks AmeriPlex at the Port, in Portage, and AmeriPlex at the Crossroads, in Merrillville.
The project will be high-end. Office space is graded from Class A to Class C, and Class A office space is considered high-quality with state-of-the-art amenities and premier tenants.
Traditionally, much of the new Class A office space in Northwest Indiana has gone up on or near U.S. 30. But Holladay has found success building Class A office space along the Borman in the AmeriPlex at the Port business park, where retailers, restaurants and light manufacturers also are located.
Holladay's new office building adds to Oxbow Landing, which the city of Hammond has been redeveloping since demolishing the crime-plagued River Park Apartments in 2006.
New construction has started to go up. Buffalo Wild Wings recently opened a 7,000-square-foot sit-down restaurant, the first in Northwest Indiana with a new sports stadium design. Byway Brewing Co. also plans to open a microbrewery on the site after Flossmoor Station's plans for a second brewpub there fell through.
Plans for a four-story, 100-room Hampton Inn have also been announced for the 23-acre site on the Little Calumet River.
Holladay Properties is marketing the new Hammond River Park office building, just three miles from the Illinois border, as an alternative to the South Suburbs of Chicago office market and touts the many restaurants nearby.
The multi-tenant building offers spaces between 1,500 square feet and 60,000 square feet at a rate of $16.75 per square foot.

The million dollar reconstruction of a 60-year-old armory at Ascarate Park continues as the building is being transformed into a new County Tax Assessor-Collector's office.
The tax assessor-collector is expected to move from its current office at 500 E. Overland Avenue in Downtown to the former U.S. Army Reserve Center building at Ascarate Park, 6900 Delta Drive, by the end of March, said Monique Aguilar, the county's facilities manager.
Early in the year, county officials said they were expecting to complete the renovations by September. That didn't happen. On Monday, Aguilar said the building, which was donated by the federal government to the county, had to undergo major reconstruction because of its age. She said construction crews are replacing the electrical wiring, plumbing and making the building in compliance with the Americans with Disabilities Act.
Aguilar said the project, which is being done in-house, will cost about $1.3 million. The money is part of the 2012 bond.
The move is part of the county's Master Space Plan which involves the relocation of several county offices, Aguilar said.
County officials have said the renovated facility will also house the county's AgriLife Extension Service office.
Aguilar said once the tax assessor-collector moves, the county's human resources office will move into the building on Overland.
Most recently, the elections department moved from the lower level of the County Courthouse to the third floor, where construction crews also are making room for a new administration and budget office.
Neither County Tax Assessor-Collector Victor Flores nor his chief deputy Frank Ortiz responded to a request for an interview on Monday.
