Glueboard traps prohibited from 2015
The Ministry for Primary Industries (MPI) is asking members of the public to be on the lookout for any glueboard rodent traps being used or sold next year.
From 1 January 2015, the sale and use of glueboard traps which are sticky boards used to monitor and capture rodents is prohibited under the Animal Welfare (Glueboard Traps) Order 2009.
MPIs Director Animal and Animal Products, Matthew Stone, says that while MPI supports the need for access to effective pest control tools, this prohibition sends a clear message that glueboard traps are no longer acceptable from an animal welfare perspective.
There are welfare concerns with glueboard traps over the pain and distress they cause captured rodents including the length of time the rodents may be left on the traps and the potential for inhumane disposal, he says.
Attitudes about animal welfare continually evolve, and its important that we keep pace with changes in our society, as well as scientific knowledge, good practice and available technology.
Ministerial approval can be granted for glueboard traps to be used in some cases where there is strong public interest in effective rodent management and no viable alternative, such as in food processing premises and pest-free islands.
Effective pest management is essential for New Zealands food safety, conservation, primary production and biosecurity, however animal welfare has to be taken into account, says Mr Stone.
Pest control operators must make every reasonable effort to find humane alternatives.
Mr Stone says the Ministry is focused on ensuring pest control operators are aware of the new regulations, however the public need to be vigilant and report any retailers breaching the rules. The public have not been able to use glueboard traps for the last five years.

Sydney: The home where eight children were found murdered in northern Australia will be demolished and a memorial built on the site, news reports said Monday.
Flowers continued to be laid by grieving relatives on the front lawn of the home in a Cairns suburb where four boys and four girls aged between two and 14 years old were found murdered on Friday.
The mother of seven of the children and aunt to one girl found dead, Mersane Warria, 37, was charged with their murder and was ordered Monday by a Cairns court to remain in custody until January 30, when the case will be heard again.
After extensive consultation we will remove the house behind me, local member of parliament Gavin King told reporters.
King said the removal of the house and installation of a memorial would comply with the familys wishes and cultural beliefs relating to spirits on the site, broadcaster ABC reported.
Acting Assistant Police Commissioner Paul Taylor was also quoted as saying the home would be torn down.
Warria whose full name is Raina Mersane Ina Thaiday is in hospital with 17 stab wounds to the chest and was not required to appear before the court Monday.
The magistrate declined a request from the defence lawyer to have the case heard by the Mental Health Court.
Under Queensland law a doctor can certify a person for an involuntary treatment order if they are satisfied they have a mental illness.
Meanwhile, Warria will have her case heard in January, a court said Monday, as she struggles to come to terms with what happened.

SYDNEY--U.S. President Barack Obama has signed into law legislation clearing a land-swap deal that will underpin the proposed US$6 billion development of one of the world's largest untapped copper deposits, Rio Tinto PLC (RIO) said Monday.
The Resolution copper project in Arizona, which is 55% owned by Rio and 45% by partner BHP Billiton Ltd. (BHP.AU), is expected to be one of the next major investments for London-based Rio Tinto. In recent years, Rio Tinto has relied on another commodity--iron ore--for the bulk of its earnings.
The controversial land-swap deal--first proposed nearly a decade ago, and which Rio said it needed for the project to be commercially viable--allows for the exchange of 2,400 acres of land around the deposit owned by the U.S. government for 5,400 acres of privately owned land held by Rio Tinto subsidiary Resolution Copper.
"Passage of the land exchange at Resolution will help us establish the full potential of the resource and provides a clear road map to commercial development," Rio Tinto copper chief executive Jean-Sebastien Jacques said in an emailed statement.
Mr. Jacques said the copper market outlook is strong and that Rio aims to ensure it is able to capitalize on future demand for the metal, used widely in construction and manufacturing. "Resolution is a central component of our copper strategy and we are willing to invest in development over many years to bring high-quality, long-life copper assets into production," he said.
Rio Tinto says the deposit is the third-largest known undeveloped copper resource in the world. The project will now be subject to a comprehensive environmental and regulatory review process, it said.
Native American representatives groups, including the National Congress of American Indians, have argued the federal land in the Tonto National Forest is a place of worship for the Apache and Yavapai people, and is home to ancient settlements and burial sites.
According to the project website, Rio Tinto expects to be producing copper from the deposit--which is nearly 7,000 feet deep, or five Empire State Buildings below the Earth's surface--in the mid-2020s.
The site could produce around 500,000 metric tons of copper a year, according to the website. Output at that level is enough to meet one-quarter of annual U.S. copper demand, said Rio, which estimates the resource could last for more than four decades.
