    Fear over high-rise tower fire risk in Melbourne

    High-rise towers in inner Melbourne may be at risk of damage by fire and the residents could face other safety concerns,an audit of Victoria's building permit system found.

    The audit revealed a pattern of poor compliance with regulations.

    As fire authorities continue investigating the cause of a blaze at a 21-storey Docklands apartment building last month, The Sunday Age can reveal documents for hundreds of building permits checked by the state's construction watchdog were substandard, with many lacking key fire safety details.

    Paperwork for 64 per cent of the commercial building permits audited lacked enough detail and drawings to tell if they met fire-resistance standards, leading the Victorian Building Authority to conclude the "buildings may be a risk to occupants in a fire situation".

    It could also potentially lead to "safety issues, particularly the safety of occupants in case of fire and the spread of fire within a building and between buildings".

    The statewide audit examined 1000 permits from 20 different local government authorities and found 450 were missing information ranging from minor details to potentially alarming health and safety breaches.

    The authority quizzed surveyors about the 450 substandard permits and found 95 per cent "posed no risk to health and safety," the authority's technical and regulation director Jarrod Edwards said.About 1 per cent with serious breaches needed enforcement action, he said.

    But with 100,000 building permits issued in Victoria each year, thelack of compliance revealed by the audit sample suggests paperwork for as many as 2250 permits may harbour serious breaches, calling into question the effectiveness of fire safety and other building regulations.

    Clayton: Christmas Home Tour slated Dec. 14

    CLAYTON -- Holiday festivities continue in Clayton with the fifth annual Christmas Home Tour, featuring five area houses appointed with treasure troves of snow globes, nutcrackers, handcrafted decorations, trees with a particular theme, and fragrant garland-wrapped banisters.

    There's a blend of sumptuous dcor to a country feel; from old-fashioned to transitional styles.

    In the past few days, Shawnda Waite-Lopez has been doing more than her usual multi-tasking as an interior designer and her work in the telecommunications trade; recently spending time -- with glue gun in hand -- affixing bulbs on wreaths to decorate Clayton's downtown, and prepping her home, with its winter wonderland master bathroom, for tour visitors.

    "It's the ultimate," says the resident of Crystyl Ranch in Concord. "To have people (visiting) my house is a dream come true."

    Her "deck out every year" dcor reflects "the spirit and meaning of Christmas," she says.

    Santa's village that sits atop the grand piano in a 10-year-old home tailored to an Old English crowd, and under a chandelier is a burgundy-colored velvet and crme-colored tasseled runner on the dining table.

    "It kind of takes you away. It has that feeling," says Waite-Lopez.

    Meanwhile, Julie Mancini, also an interior decorator who is a longtime designer at Pottery Barn, has historically been considered for offering family and friends that element of surprise at her Clayton residence, as they gather for the annual ornament exchange or a holiday meal, with its style she describes as transitional.

    "It has a look and feel that is warm and comfortable," she says.

    "My inspiration is making our house a place to celebrate the holidays," says Mancini, who is also having a raffle to raise more funds for the landscaping project in front of the Clayton Historical Society Museum.

    British Architects Backtrack on Israel Boycott

    Design Group Admits Move Was 'Not Constructive'

    The leading association for British architects has rescinded a previous policy to suspend its Israeli counterparts from an international architects group.

    On Thursday, the Royal Institute of British Architects (RIBA) concluded that a motion to suspend the Israeli Association of United Architects (IAUA) from the International Union of Architects (UIA) was not in furtherance of the charitable objects of the RIBA and should not have been placed before RIBA Council.

    In March, RIBA approved a motion calling on the UIA to suspend the Israeli Association of United Architects from membership until they refused to accept projects in the West Bank.

    In a news statement RIBA President Stephen Hodder said that seeking this suspension was wrong and that it is a widely held view that the resolution passed in March did not make a constructive contribution to the current situation.

    HEARTS maintained their 100 per cent home league record this season to stay top of the table following a 4-1 win against Queen of the South.

    Striker James Keatings gave Hearts a half-time lead and although Iain Russell's early second-half penalty drew Queen of the South level, skipper Danny Wilson, Prince Buaben and Adam Eckersley all struck after the break to clinch an eighth straight home win.

    Keatings was first to react to a loose ball in the penalty area and lashed a rising shot high into the net for his fifth goal of the season in the 19th minute.

    Hearts spurned the chance to double their lead in the 24th minute after Callum Paterson had been fouled in the area when Buaben struck his subsequent spot-kick against a post.

    The visitors equalised in the 56th minute from the penalty spot after Jamie Walker's foul on Ian McShane, with Russell firing his effort into the bottom corner.

    But Hearts regained their lead 11 minutes later when Wilson climbed highest to head Keatings' corner into the top corner.

    Buaben produced a moment of magic before firing a low shot into the bottom corner in the 74th minute and Eckersley sealed victory when he slammed home Billy King's cross five minutes later.
