BMC's decision on the removal of fences around public maidans has sparked a debate regarding its feasibility
BMC's recent announcement to remove the fencing around open gardens, traffic islands and open spaces has received mixed reactions. The civic body claims that by doing this, it would ease public access to gardens and maidans and also make it easier to keep a tab on their maintenance. The decision is seen as a rather bold move, one which has made locals of these areas, quite nervous.
The decision is perceived as a bold one because giving unobstructed access to open spaces and parks may have some repercussions; encroachment is one of the major possible setbacks. Space-crunched Mumbai is plagued with this problem for a very long time and BMC's failure to curb it is no more a secret.
Nayna Kathpalia, Trustee, Nagar NGO, shares, "If the civic body is planning to remove the fences around open spaces and gardens, then it is a bad decision. Do they have plans and means to keep encroachments and anti-social elements at bay?"
Take a look at footpaths, mangrove areas, forest protected areas, railways lines or even the streetsshanties are mushrooming everywhere. These hutments pop up in such areas primarily because of two reasons: open spaces and lack of boundaries or fences around such areas. Removing the fences will make all open spaces and gardens 'defenceless' and encroachment may begin to crawl in.
Another worrying reason that locals express is that of safety as anti-social elements are known to set up smoking dens wherever there is free space. During night-time, the chances of drug addicts walking directly into unguarded spaces is quite high. How many maidans and gardens can the cops guard with the existing level of crime in Mumbai?
Kathpalia questions, "Before we placed the fences at Oval Maidan, there was such a mess there with problems like prostitution, drug peddling and all sorts of anti-social activities. If the fences are done away with, will the police be able to handle all this?"
SVR Srinivas, Additional Municipal Commissioner, BMC, clarifies, "The plan is to remove the fences around the traffic islands, open spaces and gardens that are smaller in size. We are doing this as it will provide a better walking experience for people. Also, this will help in keeping a tab on maintenance and we will ensure that these places are not encroached upon."

An array of delays has forced the Chicago Cubs to make contingency plans in the event that construction on the Wrigley Field outfield bleachers isn't completed by the April 5 season opener against the National League Central champion St. Louis Cardinals.
The Cubs, already under a tight schedule, have been hindered by an aging pipe system under Sheffield Avenue that has prevented construction crews from starting deep foundation work in the bleachers. The work was scheduled to be completed in early October, as City of Chicago water crews continue to work on installing a new water main.
Meanwhile, construction crews continue to perform work on the bleachers, but the speed of the work is dependent on the progress of the installation of the new water main.
Construction also was hindered by unseasonably colder weather last week and high winds Monday that forced work to stop, according to Julian Green, the Cubs' vice president of communications and community affairs.
Because the Cubs traditionally don't draw well for home games in April, bleacher season-ticket holders could be relocated to the grandstand if the bleachers aren't ready.
The Cubs also are considering options for those bleacher season-ticket holders who don't want to sit in the grandstand if the bleacher work insn't completed.
A decision on whether the bleachers will be ready by opening night is expected to occur before March 6, when single-game tickets go on sale.

Chris G. Zervos, a retired northwest Ohio custom home builder, land developer, and World War II veteran, died of apparent congestive heart failure Wednesday at Ebeid Hospice Residence, Sylvania. He was 93.
Mr. Zervos co-owned and operated the former Chris Zervos Builders Inc. on West Laskey Road, a home-building company specializing in upscale homes, from 1972 when he and his son, Chris Zervos, established the company until he retired in 1996.
My father taught me business, his son said. He believed in high-quality product and in charging a fair price for it.
He was a man of honor. He was very proud of his family, of his heritage, and of his fate.
Before launching that business, the elder Mr. Zervos owned and operated the former general contracting company Mid-City Builders in West Toledo from 1957 until 1972, when it closed.
Later in the 1970s, Mr. Zervos and his son expanded into land development for single-family residential communities.
They developed Christopher Woods off of Alexis Road in Toledo in the late 1970s and early 1980s, Hunters Green off of Whiteford Road in Sylvania Township in 1993, and Timber Ridge Estates in Springfield Township, also in 1993.
He also co-owned and operated the former Delite Night Club at Central and Detroit avenues from 1946 when he and George Stratos, his brother-in-law, bought it until 1955, when they sold the club. At different times in the mid to late-1950s, he also was a salesman and a project manager at the former Stone & Swartzbaugh, a home improvement and remodeling company on Sylvania Avenue.

Nathan Chapman director of Ecobuild Qld won the Master Builders regional awards for Excellence in Sustainable Living and Display home over $625,000 along with the Master Builders state award for display home over $626,000 and the Regional HIA custom built home $650,001 to $800,000 category.
Mr Chapman received the awards for his own home, which has a nine star energy rating and is the highest energy rated two storey home in a suburban area of north Queensland.
"It's nice to be recognised for our hard work," Mr Chapman said.
"Hopefully it encourages other people to build green."
Mr Chapman said he had always been passionate about sustainable building.
He said the cost savings in the long-term were enormous.
"Our house doesn't cost anything to live in," Mr Chapman said.
