But these IP addresses are usually shared between many different people using the internet in the same location, instead of being allocated to individual devices or customers.
This can make it impossible for police to find out who was using an IP address at a particular time, potentially hampering officers ability to identify terror suspects communicating with each other online, according to the Home Office.
At present companies providing internet services are not required to keep records of extra data that can show which individuals have used a particular IP address at a given time, even though this information exists.
Under Mrs Mays plan, this will change, forcing internet companies to keep more detailed records which are capable of showing which individuals used particular IP addresses to communicate online for 12 months.
Ministers believe this will make it possible for police and intelligence agencies to identify individuals who have put illegal material on the internet, including images of child pornography, as well as messages sent between members of a terrorist cell.
However, speaking ahead of the publication of the Bill, the Home Secretary warned that further steps would be needed to keep Britain safe from terrorists, and other criminals.
She promised to continue to campaign for the tighter measures contained in the Draft Communications Data Bill, which was vetoed by Nick Clegg, the deputy prime minister.
The Draft Communications Data Bill would have enabled security agencies to examine logs of websites that individuals have visited, a power that Conservatives believe is necessary for national security but is opposed on civil liberty grounds by Lib Dems.
Mrs May said: Loss of the capabilities on which we have always relied is the great danger we face. The Bill provides the opportunity to resolve the very real problems that exist around IP resolution and is a step in the right direction towards bridging the overall communications data capability gap.
But I believe that we need to make further changes to the law. It is a matter of national security and we must keep on making the case for the Communications Data Bill until we get the changes we need.

The old adage that you get what you pay for doesn't always apply to levies or fees for apartment buildings. Sometimes you pay too much for what you are getting.
Generally speaking, you should be paying your fair share of all your building's services, whether you want them or not. But are you getting value for money?
You can't do very much on your own but how can you and your neighbours make choices that lower your levies without reducing your services (assuming you don't want to reduce the value of your apartment).
1. Cut electricity costs in common areas.

There are many ways of doing this from having your lift lobby and car park lights on a timer, to installing low energy lighting, to having motion-activated lights. But don't be tempted to go belt and braces on this. Installing low energy lights and motion activated lighting may be less cost-effective than one or the other. There are plenty of websites on this, including a federal Department of Industry web page (yourenergysavings.gov.au) that compares the options.
2. Suck up the power of the sun
Don't be like the dough-brained executive committee that rejected solar panels on their roof because "it would cost more to pump the water up there". Photovoltaic systems convert sunlight directly to electricity which can be used for all the things that electricity is used for, like common area lighting, for instance.
Recent reports claim that with the improvement in efficiencies and reductions in costs, a photovoltaic system can pay for itself between six months and two years. Circumstances differ, of course, but all you have to do is get a quote and see if the sums add up for you. The Green Strata website (greenstrata.com.au) has a stack of information on this.
Meanwhile green roofs and walls are all the rage. Not only are they turning some of that nasty CO2 into oxygen, they keep the building cool in summer and warm in winter, which, at the very least, helps keep common property heating and cooling costs down. SIERRA VISTA, Ariz. - The U.S. government now patrols nearly half the Mexican border by drones alone in a largely unheralded shift to control desolate stretches where there are no agents, camera towers, ground sensors or fences, and it plans to expand the strategy to the Canadian border.
It represents a significant departure from a decades-old approach that emphasizes boots on the ground and fences. Since 2000, the number of Border Patrol agents on the 1,954-mile border more than doubled to surpass 18,000 and fencing multiplied nine times to 700 miles.
Under the new approach, Predator Bs sweep remote mountains, canyons and rivers with a high-resolution video camera and return within three days for another video in the same spot, two officials with direct knowledge of the effort said on condition of anonymity because details have not been made public.
The two videos are then overlaid for analysts who use sophisticated software to identify tiny changes perhaps the tracks of a farmer or cows, perhaps those of immigrants who entered the country illegally or a drug-laden Hummer, they said.
About 92 per cent of drone missions have shown no change in terrain, but the others raised enough questions to dispatch agents to determine if someone got away, sometimes by helicopter because the area is so remote. The agents look for any sign of human activity footprints, broken twigs, trash.
About 4 per cent of missions have been false alarms, like tracks of livestock or farmers, and about 2 per cent are inconclusive. The remaining 2 per cent offer evidence of illegal crossings from Mexico, which typically results in ground sensors being planted for closer monitoring.
The government has operated about 10,000 drone flights under the strategy, known internally as "change detection," since it began in March 2013. The flights currently cover about 900 miles, much of it in Texas, and are expected to expand to the Canadian border by the end of 2015.

Personnel expert makes staggering claim in front of construction workers
A personnel chief was condemned yesterday for telling a meeting of blacklisted workers that the scandal was a big fuss about very little.
So-called employee relations expert Mike Emmott, from human resources workers professional body the Chartered Institute of Personnel and Development (CIPD), made the comments following his keynote speech at the Manchester Industrial Relations Societys 50th anniversary conference on Friday.
He told the packed-out meeting of 200 leading industrial relations academics, HR professionals and union officials, including blacklisted workers and Shrewsbury Pickets, that he found union moral outrage over blacklisting rather distasteful.
Mr Emmott had been speaking of the need for HR managers to embed a culture of trust, fairness and respect but showed his true colours after being quizzed by general union GMB political officer Neil Smith over CIPDs lack of response to blacklisting.
His outburst was met with gasps, then loud applause after follow-up questions identified a number in CIPDs ranks who were personally involved in blacklisting union members.
A flustered Mr Emmott responded by claiming ignorance, even though the issue has been front-page news in even the CIPDs own journal.
Yes, it is a big fuss about nothing when you cannot feed and clothe your kids and dont know why, said Manchester electrician and MRI picket Tony Jones, who was blacklisted for many years after raising concerns about electrical safety.
To me thats a form of child abuse.
Blacklist Support Group chairman Steve Acheson, also a Manchester electrician, said the campaign group had submitted a complaint to the CIPD for breaches of the code of ethical conduct but that, two years later, nobody had faced any sanction.
