The demolition of El Hogar, one of Manilas vanishing heritage structures, is imminent, according to heritage advocates, citing the apparent coyness of the Manila City Hall on whether it has issued a demolition permit to the new owner of the century-old building.
Leon Cruz Araneta of the Heritage Conservation Society said El Hogar appeared to be set for demolition since its new owner had set up concrete barriers and GI sheets around the building.
GI sheets have also been installed inside the structure of El Hogar, covering the windows from the inside, effectively covering any work that may happen inside, said Araneta.
He added that City Hall authorities had refused to disclose the new owner.
The biggest problem is that the City of Manila is not revealing the identity of the developer who bought El Hogar, he said.
They are also not giving us info if there is a demolition permit or not. They are not sharing information that should be [made] public, he added.
City Hall warned
The National Historical Commission of the Philippines (NHCP) Historic Preservation Division chief Wilkie Delumen said the agency had written Engineer Rogelio Legaspi of the Manila Building Office (MBO), instructing him not to issue any permits on El Hogar.
Delumen added that the MBO had been informed that the new owner of El Hogar must submit a development plan to the NHCP.

The Hindu The demolition of the century old office of the Superintendent of Police began on Sunday.
The demolition of the 112-year-old colonial structure to give way for a multi-facility District Police Office is under way in the city. Tender to demolish the building was floated a few months ago, as the colonial structure was very weak.
Before the demolition of the building, which was constructed in 1902, began the office of the Superintendent of Police and other departments functioning there were relocated to a rented building at Ram Nagar in October.
The team that demolished the old building in the District Collectorate is involved in demolishing this building too. According to the tender norms, the building should be demolished in a month.However, these works are expected to be completed in less than two weeks, after which construction of the new building would begin. The new three-storied structure on an area of 33,700 sq.ft. would be constructed at an estimate of Rs. 6.36 crore.

NORTH KHARTOUM, Sudan (Morning Star News) As churchwomen wailed and young men shouted that they were prepared to die to prevent further demolition, hundreds of Christians in North Khartoum blocked authorities attempts to destroy buildings on their compound this week.
After a bulldozer accompanied by security personnel and police knocked down a wall of the Sudan Presbyterian Evangelical Churchs (SPEC) Khartoum Bahri Evangelical Church and some houses on Monday and Tuesday (Nov. 17-18), the Christians formed a human barrier to face down further demolition attempts on Wednesday and Thursday (Nov. 19-20), sources said.
One of the homes destroyed in the compound belonged to Nile Theological College; a Christian doctor had rented it, and he lost all his belongings, sources said.
The bulldozer, accompanied by National Intelligence and Security Services (NISS) personnel and police, carried out the demolitions based on a court order demanding that church leaders surrender the premises to Muslim businessman Khalid Mustafa. A church committee of members that the Sudanese government interposed made a secret agreement with Mustafa to sell him church property as part of Sudans campaign to do away with Christianity in the country, church leaders said.
The government recently installed some committee to the running of the church, and these are the same people who want to sell the church for business purposes, pastor Daud Fadul told Morning Star News.
Church members strongly condemned the government puppet committee supporting the government agenda to do away with Christianity.
This is a case of serious persecution of the church in Sudan, elder Daud Bashir Gadalah told Morning Star News. We appeal to the international community of the Christian body to stand with us and to advocate for our case. The forces of evil cannot prevail against the church of Christ.
After Mondays demolitions, church leaders on Tuesday (Nov. 18) filed a court complaint. They were told they would have to wait until Dec. 4 to have their grievances heard.
The next day authorities destroyed the home of pastor Hafiz Fasaha at the SPEC church compound after ordering personnel inside to leave the premises, church leaders said. Authorities told the Christians a Muslim businessman owned the land and that they had a court order calling for the use of force to take over the property.
The Christians stood helpless as they watched the building destroyed before their eyes.

Three apartments blocks have no roofs and are relying entirely on the ceiling of their homes during heavy rain.
KLANG: Taman Permai Indah Apartment residents in Pandamaran have appealed to the Selangor Sultan to intervene and resolve delays in repairing the roofs of their apartment that was damaged by a freak storm on Oct 21.
Residents Association chairman Muhammad Adam Prakash said the residents had filed a complaint on the matter to the state government but there were no follow-up action to repair the roofs at Block A, Block B and Block C.
So far, repairs to the water tank has not been done thus causing installation of new roofs to be postponed since the storm hit nearly a month ago.
Sadly, residents of the three blocks have no roofs above them and are relying entirely on the ceiling of their homes which is hazardous during heavy rain, he told reporters before submitting a memorandum to Istana Alam Shah here, today.
Muhammad Adam Prakash alleged there could be some elements of fraud and misuse of power in the provision of RM1.5 million by the state government for the repairs at the apartment since nothing has been done.
He claimed an additional allocation of RM40,000 was also provided by the government to build a parking lot in the apartment, but to date nothing had been constructed.
On Oct 21, a tornado-like storm hit Pandamaran and subsequently a 30-minute downpour resulted in severe damage to dozens of houses and business premises in the area, trees were uprooted and poles crashed.

A partnership between Christchurch City Council and Community Energy Action Trust (CEA) is helping to provide healthier, more energy-efficient homes for a number of the citys social housing tenants.
More than 220 housing units have had free insulation or thermal curtains installed through the Council-CEA partnership, with that number expected to increase to 500 units before end of June next year.
Communities, Housing and Economic Development Committee Chair Andrew Turner says the Council is committed to working alongside its partners to provide better social housing in Christchurch.
"Earlier this year, the Council signed a Memorandum of Understanding with Lifemark, signalling its commitment to building adaptable, accessible and healthy new social housing units in Christchurch.
"At the same time, through a close partnership with CEA, the Council is improving a number of its existing units by making them warmer and more energy-efficient - homes that are healthier for tenants to live in.
"By working with CEA to a targeted and prioritised programme, were making excellent progress on the number of housing units scheduled to be upgraded by mid-2015."
CEA upgrades insulation and provides thermal curtains for tenants who have a current Community Services Card and are either 65 or over, have a health condition or a child under 17 living in the unit.
About 720 of the Councils social housing tenants are currently eligible for the upgrades.
For each tenant, CEA completes a comprehensive check for ceiling insulation, under-floor insulation and energy use in the home. Where insulation is required and able to be installed, CEA meets the costs of both materials and installation.
Georgina House recently received new insulation at her Council unit in Halswell and says she is looking forward to lower power bills next winter.
