Its an unusual view to behold from a municipal library. The midday sun hangs just above the horizon, casting a heavenly glow across the water, beneath a sky streaked with pink, orange and blue. A foreground of fishing huts and boats armed with whaling harpoons completes the picture, which could come straight from a Visit Norway tourist brochure.
But this is an unlikely project: a new 110m library and concert hall in the Arctic town of Bod (population 50,000), designed by a small London practice whose most substantial built work prior to winning the contract was an office extension in Sheffield.
It was quite a leap in scale, for us and the town, says David Howarth, director of DRDH architects, which won the project in a competition in 2009. It was a stark contrast to be working on this in the UK, just as libraries were being closed by the dozen and procurement processes make it impossible for small practices to win work of this size.
Described by the towns mayor as the largest municipal project ever, and the symbol of Bod entering a new era, the scheme is part of a wider attempt to lure people north and rebalance Norways bottom-heavy cultural offering. When the civil aviation authority was recently moved to Bod as part of the national decentralisation programme, 40% of its employees quit.
We wanted to give people a reason to stay, rather than just passing through on the way to the popular Lofoten Islands, says former mayor Odd-Tore Fygle, who began planning the Kulturhus project back in 1999.
But not all the towns residents were so keen. DRDHs stark white concrete design was variously lambasted as looking like a margarine factory, a fish oil plant and something lifted from the eastern bloc. The Germans did a lot of damage to our city in the war, wrote one furious local. And now youve come to finish the job.
But in the event, 20% of the towns entire population turned up to the opening of the complex, aptly christened Stormen (Norwegian for storm). And now theyve had a chance to look inside, most people couldnt be happier with the finished building.

DAS Architects to Redesign Georgia Resort November 21, 2014
Philadelphia-based DAS Architects has been selected to create the new comprehensive branding and design for the Ocean Suites at Jekyll Island, as well as the resorts adjacent caf, on Jekyll Island, Georgia.
The firm will be responsible for the branding and design of the new boutique Ocean Suites oceanfront rooms and suitesincluding full kitchens and living rooms; the resorts social spaces; lobby and registration areas; swimming pool; porch; and several other public areas.
The new suites will have a contemporary, Victorian-inspired interior with a casual, relaxed feel throughout, complete with touches of Jekyll Island Club nostalgia and location-inspired colors and finishes.
The original Jekyll Island Club was established in the late 1800s and was a favorite among Americas wealthiest families. Today, the property is considered a landmark that boasts nearly 160 rooms and suites. This new project will add more than 60 suites.
DAS Architects was also responsible for the Jekyll Island Club, where they designed the lobby bar, dining room, and adjoining public spaces.

DAS Architects to Redesign Georgia Resort
A public hearing regarding the mixed use redevelopment proposal for 1700 S. Pacific Coast Highway, scheduled for today,Thursday, Nov. 20, has been indefinitely postponed. According to Legado spokesperson Heather Lee, the meeting was postponed since there wasnt a quorum of planning commissioners slated to attend. The meeting will be rescheduled with proper 10-day notice.
The 4.275 acre Legato project site is currently developed with a 110-room hotel (Palos Verdes Inn) and 28,354 square feet (SF) of retail space, including a 21,130 SF former Bristol Farms grocery store and 7,224 SF of other retail space. The project calls for the demolition of all on-site retail space, the construction of a mixed use (residential/commercial) development and renovation of the existing hotel. The mixed-use development consists of 180 residential apartment units including affordable nine units for very low-income qualified residents. The applicant (Legado Redondo, LLC) has requested a density bonus, which includes a waiver of development standards (height and stories) and parking standards.
Lee said in October only one of the buildings in the proposal would be four stories and it will be placed farthest from the street frontage. Two other buildings will be three stories.
These buildings are all residential and will be equipped with flat solar panels on the roofs to make the units energy efficient, she said.
As currently planned, the commercial component will consist of approximately 37,600 SF of neighborhood-serving commercial development. A total of 614 parking spaces, all of which will be underground, will be provided, with 552 spaces in a parking structure, and the remaining 62 spaces in a surface parking lot.
There will be no above ground or additional parking structures. The residences have been designed for three and four stories to accommodate the public open space. This will be one of the greenest mixed use projects of its kind, Lee said.
The project includes 30,599 square feet of public open space and 49,506 square feet of private open space for residents of the community.
We will create the highest and best uses of this 4.275-acre project site by efficiently integrating high-quality residences, a beautiful, inviting public space and desirable retail services using a design and scale that will blend well with the surrounding neighborhood and will preserve the charm of the Redondo Beach community, she said.

The planned restoration of the Palace of Westminster could cost taxpayers more than 3bn, it has been claimed.
An expert who led an examination of options for renovating the historic building told BBC2s Newsnight that it was not unreasonable to think the bill could top 2bn, but the programme claimed the working assumption of insiders was that it could cost 1bn more.
Dr Richard Ware was appointed in 2012 as director of a group studying the restoration and renewal of the palace, and later that year produced a report that put the capital cost of necessary repairs at around 1.5bn.
The report found that basic services within the building, such as electricity, water and sanitation, were functioning with increasing difficulty and growing risks, while asbestos was present throughout the palace and original roofs were no longer watertight, leading to extensive damp, leaks and floods.
The present building home to the House of Lords since 1847 and the Commons since 1852 has had no general renovation since repairs to wartime damage in 1945-50, the 2012 report said, adding: If the palace were not a listed building of the highest heritage value, its owners would probably be advised to demolish and rebuild.
The report considered the options of constructing a new home for parliament, moving one or both houses temporarily while Westminster is renovated, or attempting to restore the building with MPs and peers working inside something it warned could take 50 years. And it proposed the establishment of a quango, along the lines of the Olympic Delivery Authority, to oversee the work.
The House of Commons was told last week that 7m was being spent on a further report, with MPs due to choose their favoured option in spring 2016 and work not expected to begin in earnest until after 2020.
Ware told Newsnight that if nothing was done, politicians and staff would end up working in a ruin. Were moving backwards, the building is getting older, faster than we can deal with it. The building is on borrowed time, and if we dont act soon we wont have a choice.
Asked if the cost would be more than 2bn, Ware said it was not unreasonable to think it will be of that order. But Newsnight said it had been told that the working assumption was that the cost could reach 3bn over many years. It quoted an unnamed source familiar with the project as saying: Id be surprised if it stayed at that.

Bengaluru, Nov. 13: All eyes are on India's new Defence Minister Manohar Parrikar, who is set to chair his first Defence Acquisition Council (DAC) meeting in New Delhi on November 22.
Among the crucial decisions to be taken by Parrikar, the 13,000-crore private sector only' Avro replacement project initiated by the UPA-2 regime would be the most-awaited one.
Aimed at encouraging the private sector to take major lead in India's aerospace and defence programmes, the project envisages the delivery of 56 medium transport aircraft to the Indian Air Force (IAF), under the Buy and Make' category.
First-time experiment runs into rough weather
The decision to keep PSUs like aviation major Hindustan Aeronautics Ltd (HAL) at bay from the tendering process has already ran into trouble. The tender was issued during A K Antony's regime in May 2013 and was strongly opposed by some of his Cabinet colleagues as well.
The tender had sought foreign OEMs (Original Equipment Manufacturers) to identify an Indian partner other than HAL, to supply 16 aircraft from their original facilities and provide ToT (Transfer of Technology) for manufacturing the remaining 40 aircraft by the Indian partner.
As per the tender, foreign OEM would remain as the main contractor and the Indian partner would only remain as a vendor. The contract, when finalised, will be signed between the OEM and the IAF. The tender has so far been extended several times with the foreign OEMs failing to identify a capable Indian partner.
Finally, the Tata-Airbus consortium (Airbus Defence & Space and Tata Advanced Systems) now remain as the single vendor, offering the Airbus C295 as a replacement to the Avros.
