    Condo developer asks CH to grant permit

    THE developer of an upscale condominium complex in Barangay Guadalupe told the Cebu City Council yesterday that they are constructing a retaining wall and have secured some of the permits for their project.

    This, after the Council suspended the issuance of the building permit to Apple One Properties Inc. because of its reported failure to secure a development permit from the City Government.

    In a resolution sponsored by Councilor Nida Cabrera, the council observed that the housing developer already started its site development operation without securing the required development permit from the city.

    As observed, Apple One Properties applied for building permits in a piecemeal process, the resolution read.

    A representative of Apple One Properties earlier told the council that they intend to build a high-end community housing composed of 19 buildings in Sitio Banawa in Guadalupe.

    As reported by the Office of the Building Official (OBO), only two constructed buildings out of the 19 structures have permits from the city.

    The council suspended the issuance of the building permit after a concerned resident wrote Vice Mayor Edgardo Labella to inform the City of the potential hazard and flooding that the development may cause.

    Mira Ting, a resident of Forest Hills in Banawa, said that the back-filling at the project site hampers the flow of rainwater in the area.

    She said in her letter that the developer promised them that they will put up a retaining wall to secure her property, but the wall still hasnt been constructed that time.

    It is our humble plea that the City Council will look into this matter before the approval of the said application, Ting added.

    Sewer system costs worry residents

    Residents seemed to hold mixed views on a county project to bring sewer lines to the Lono Kona subdivision. But even those in support of the plan at a public hearing Tuesday night in Kailua-Kona worried about how the system would impact their wallets.

    Tuesday was the last day to postmark testimony from the property owners who will ultimately be paying for the work. It is likely but yet not known for certain if there is enough support for the plan.

    Caroline Smith, a 46-year resident of the subdivision, said her cesspool has been working fine and questioned the necessity of the project.

    I am retired. How am I going to pay for this? she asked.

    The owners of only 16.5 units protested the plan at a March hearing, nowhere close to the half of affected owners needed to put the project off for another six months. Many of the condominiums, duplexes and apartments in the subdivision are hooked up to large-capacity cesspools. Some property owners requested that the district be formed because they didnt have room to install a septic system.

    The $6.5 million project is funded by a $4 million grant and $2.4 million in loaned money from the U.S. Department of Agriculture. The county will bill $9,090 for each single family equivalent unit, payable in $498 increments each year.

    The project area contains 145 assessment units in the subdivision mauka of Kuakini Highway and Kailua Bay. The design and bid process is expected to take at least a year.

    Residents questioned whether the cost will be the same when the digging is done.

    This is a good thing. If we had to put septic systems in there, it would never happen, said Robert Hamilton. But he concluded his comments by asking: Is this what were going to pay? Is this a firm estimate?

    The district brings sewer lines to the propertys edge, but owners must also foot the bill for the lines needed on their own property to hook up to the system, plus the cost of closing the cesspools.

    MyHome Completes Bathroom Renovation Project in Manhattan

    MyHome, the Manhattan-based renovation company, has completed a bathroom renovation at 15 West 81st Street in Manhattan. The project was designed by MyHome Remodeling Consultant Kristiann Colasacco. Colasacco and her team were tasked with emphasizing brightness in a space that had no natural light. To address this, bright white subway tile was coupled with white walls and accents. A dark rustic floor works to add contrast while the staggered white subway tiles give texture and create the illusion of clean fine lines in the shower area.

    A floating white vanity from Porcelanosa works to create storage while adding to the whiteness of the space, and a slim selected Toto toilet accommodates the rooms small space between the shower and the vanity. The shower features a Hansgrohe rain shower system with a separate handle. A niche was created in the side wall of the shower using Caesar stone to accommodate storage of shower toiletries.

    Home construction slows nationwide on heels of apartment-building surge

    Construction of new homes fell slightly in October after a big surge in the previous month, but the weakness was largely driven by the volatile apartment sector.

    Builders started construction at a seasonally adjusted annual rate of 1.009 million last month, the Commerce Department reportedWednesday. That was a drop of 2.8 percent from September when construction had jumped 7.8 percent to 1.038 million.

    The weakness stemmed from a 15.4 percent plunge in apartment construction, a category that tends to have big swings from month to month. Construction of single-family homes was up 4.2 percent, the third gain in the past four months.

    Applications for building permits, a good sign of future activity, rose 4.8 percent in October to 1.08 million.

    While overall construction was down in October, analysts said the weakness was confined to apartment building, which had seen a huge increase in September. They noted upward revisions to overall activity in September and August and forecast further gains in the months ahead.

    "The improving trend should continue, supported by generally low rates ... and strong job growth," said Jennifer Lee, senior economist at BMO Capital Markets.

    Showing strength in October was the South, which posted a 10.1 percent jump on construction starts. All other regions of the country recorded declines. Construction fell 18.5 percent in the Midwest, 16.4 percent in the Northeast and 10.9 percent in the West.

    Solid employment gains,lower mortgage rates and somewhat easier lending standards are likely to boost housing in coming months. At the same time, economists are concerned about price gains, which so far have been outpacing wage increases.

    Price increases have cut into affordability for would-be buyers, limiting sales growth for new homes and cutting into sales for existing homes.

    But in an encouraging sign, U.S. homebuilders' confidence rebounded in November as both sales expectations and buyer traffic improved. The National Association of Home Builders/Wells Fargo index rose to 58 this month, up from 54 in October.

    Economic Report: Housing starts slip in October as apartment construction slows

    WASHINGTON (MarketWatch) A decline in construction started on apartments led to a slower pace of home building last month, according to government data released Wednesday.

    Housing starts fell 2.8% in October to an annualized pace of 1.01 million from 1.04 million in September, the U.S. Commerce Department reported. The October starts rate in buildings with at least five units dropped 15.5%. Meanwhile, construction starts for single-family homes rose 4.2%, reaching the highest pace since November 2013.

    Economists polled by MarketWatch had expected the overall starts rate to tick up to 1.03 million from an originally reported rate of 1.02 million in September.

    Economists advised investors not to read too much into a single monthly home-construction report. A confidence interval of plus or minus 10% for Octobers overall starts drop of 2.8% shows that the government isnt sure whether the pace of construction rose or fell last month.

    Longer-term trends signaled that the home-construction market continued to rebound: The pace of Octobers overall construction was up 7.8% from the year-earlier period.

    All told, the report looks far more upbeat given positive revisions and favorable building permit issuance figures, said Michael Dolega, senior economist at TD Economics.

    While we dont expect housing to improve at breakneck speed, we continue to feel positive about the prospects for housing market with a continued gradual recovery the most likely outcome. The pace of homebuilding remains well shy of demographic fundamentals. With mortgage rates likely to remain favorable, this gap should close over the medium term as the labor market heals, he added.

    The annual pace of permits for new construction, a sign of future demand, rose 4.8% in October to 1.08 million the highest rate since June 2008 from 1.03 million in September. The permits rate rose 1.4% for single-family homes, and 8% for apartments.

    Home building and sales have faced setbacks this year in the form of bad weather, rapid changes in interest rates and prices, and lending standards that some analysts say remain overly restrictive.

    Wednesday afternoon, the Federal Reserve will release the minutes of its late October meeting, and officials there have been keeping a close watch on housing, trying to avoid disrupting the markets rebound. The central banks most recent policy statement said the housing sectors recovery remains slow.
