Butler County, MO
Route 72 in Bollinger County will be reduced to one lane as Missouri Department of Transportation crews perform shoulders repairs. This section of roadway is located from Old Route 72 to Route B.
Existing lanes of Route 67 from CR 323 to Route 160/158 will be signed as Route C. The north end of Route C (existing Route 67) will remain closed for about two months as work is completed at the intersection of Route 67, Route C, and CR 323.
Cape Girardeau County, MO
Northbound Interstate 55 in Cape Girardeau County will be reduced with a width restriction of 16 feet as contractor crews perform pavement repairs.This section of roadway is located from MM 91 to MM 93.Weather permitting, work will take place Tuesday, Nov. 18 through Thursday, Nov. 20 from 7 p.m. to 8 a.m. daily.
Property owners adjacent to the bridge will have access to their properties. A marked detour is proposed here:
From the north: Route 61 south to Route KK, west on KK to I-55, south on I-55 to Route E, then east on Route E to Route 61. From the south: Route 61 north to Route E, east on Route E to I-55, north on I-55 to Route KK, then east on KK to Route 61. Maps are available at MoDOT's Sikeston Office on N. Main St. Property owners can request a hearing in writing if affected.
Reynolds County, MO
As a both a safety measure and to prepare for the winter snow season, the Missouri Department of Transportation will begin tree trimming will begin Monday, Dec. 15 through Friday, Feb. 13, 2015 on Route 106 in Reynolds and Shannon Counties. Once work begins, tree trimming will take place during the hours of 7 a.m. to 3 p.m. Monday through Friday on Route 106 from Route 19 in Eminence to Route 21 in Ellington.

Two years ago, after UBS AG (UBSN) decided to shrink its investment bank, Andrea Orcel told employees they had an opportunity to create a firm based on a model that vanished in the late 1990s.
That was an era before investment banks such as Merrill Lynch & Co. and Goldman Sachs Group Inc. (GS) ramped up borrowing to inflate returns. Orcel, who was hired to co-lead the UBS securities unit in 2012 and became sole head four months later, said a business that made money purely by connecting buyers and sellers and providing advice could work again, according to a person who attended the meeting and asked not to be identified.
In trying to rewire UBSs securities unit into an old-school Wall Street firm, Orcel is making a virtue of necessity. Recent history left him and Chief Executive Officer Sergio Ermotti, 54, little choice but to work with lower leverage, fewer people and less capital. They have eliminated almost 5,000 jobs, cut assets by two-thirds, curtailed capital-hungry bond-trading businesses and imposed an approach that relies more on relationships than providing financing to win business.
What I would very much like to create is a real investment bank, the kind that there arent anymore, Orcel, a 51-year-old former Merrill Lynch dealmaker, said in an interview this month. Are we there yet? No, were not there.
There are successes: Return on equity rose to the highest among the worlds nine largest investment banks in the first half. Revenue at the underwriting and advisory unit in the first nine months was 2.5 billion Swiss francs ($2.6 billion), 21 percent higher than two years earlier, while the trading businesses boosted sales 13 percent to 3.9 billion francs.
Theres also more to do, such as stamping out the misconduct that forced Switzerlands largest bank to set aside $1.7 billion for legal matters in the third quarter. Last week it was ordered to pay almost $800 million for attempting to rig currency markets. UBS will have to replenish a talent pool depleted by years of turmoil, recapture market share in equities, boost revenue from mergers advice and underwriting and reinvent its fixed-income business, all while maintaining strict limits on capital and costs, current and former employees said.
UBS has been successful in shrinking the balance sheet and refocusing the business, said Guy de Blonay, who manages about $720 million, including UBS shares, at Jupiter Asset Management Ltd. in London. Now, the investment bank needs to resolve outstanding litigation, reduce costs, establish a track record of sustainable earnings across the cycle and avoid large losses, even in difficult times.
UBS, based in Zurich, lost 57 billion francs during the last financial crisis, forcing it into a state rescue and Swiss regulators to impose among the toughest banking requirements in the world. A $2.3 billion loss in 2011 from unauthorized trading fueled doubts about risk controls.
Sitting in a conference room at the investment banks Swiss headquarters in Opfikon, outside Zurich, Orcel said the business has faced hurricanes, not headwinds, over the past few years. Immaculately groomed, with silvering hair and dark lines under his eyes, he spoke about UBSs plans for more than an hour, scarcely pausing for breath.
Hell need all the energy he can muster to satisfy investors such as Knight Vinke Asset Management LLC, which urged UBSs board as recently as August to spin off the investment bank to reduce risk. David Trenchard, a vice chairman of New York-based Knight Vinke, declined to comment for this article.

AT&T has entered the legal fracas over whether court warrants are required for the government to obtain their customers' cell-site location history.
The telecom, while not siding one way or the other, said Monday the courts should adopt a uniform policy nationwide. As it now stands, there's conflicting appellate rulings on the matter. The Supreme Court has yet to decide the issue.
The Dallas, Texas-based company told[PDF] the following to the 11th US Circuit Court of Appeals, which is considering the issue:
The government orders at issueand tens of thousands like them annuallyseek detailed records that can reveal the location and movements of the user of a particular mobile device, often over a relatively lengthy period. In many cases, the government can use that information to track the ongoing movements of particular targeted individuals, building a detailed understanding of the targets patterns of behavior and social and professional contacts and activities. Network, application, and other technological developments are making that location information ever more detailed and precise. Considerable legal uncertainty surrounds the standards the government must satisfy to compel the production of location information, and achieving legal clarity is essential to protecting consumer privacy, defining the scope of legitimate law enforcement interests, and ensuring the efficient operation of companies operating in various sectors of the digital economy.
The case before the appeals court involves a Florida man, Quartavious Davis. He was sentenced to life for a string of robberies. His 2012 conviction rested largely on mobile phone records pegging his location near six of seven heists. The Atlanta-based appeals court, ruling in Davis' case in June, concluded that warrants were required.

On the merits, it is not persuasive to hold that cell site data is always within the subscriber's reasonable expectation of privacyno matter whether the information in question pertains to a single phone call spanning a few seconds or thousands of phone calls spanning a few years, no matter whether the subscriber makes a call in plain view in a public place or from the privacy of his own home, and no matter how explicit the warning incorporated into the customers service contract.
The government also noted that the court's decision conflicted with other appellate decisions. The appeals court decided to rehear the case at a yet-to-be-determined time.
Davis successfully arguedthat the public maintains a reasonable expectation of privacy that their public movements won't be catalogued for the government unless a probable cause warrant is issued by a judge. The authorities did not get a warrant in Davis' prosecution.
"Thus, the exposure of the cell site location information can convert what would otherwise be a private event into a public one. When ones whereabouts are not public, then one may have a reasonable expectation of privacy in those whereabouts," the court ruled. On November 12, the Burlington Jct. City Council began speaking to the towns streets future improvements.
The discussion was prompted when City Secretary Angie Lightner gave an Municipal Election timeline for aldermen position filings and a renewal of the street levy.
The present street levy of 30 per $100 assessed valuation amounts to $10,085 annually, if all taxes are paid, which is used for chip and seal and other maintenance issues. The council by consensus decided to put that issue on the ballot. More discussion will come at the December meeting about street improvements, which would require additional funding.
Other issues addressed:
Brad Mather, Midwest Trophy owner, spoke again with the council about his buildings weatherization needs due to the citys demolition of an adjoining building several years ago. He will get estimates of a metal siding and installation and bring back to the council. The council members spoke about what the citys responsibility is and tabled any decisions.
Lightner reported on the towns finances with the bond payment made this month, also completed the audit, should have tax dollars coming in December and January and McLiney & Co. will be at the December meeting.
Council adjusted one time a water bill for Mike Hogan crediting the account $85.22.
Christmas festivities were reviewed, Santas arrival at the Legion Community Building 10 am, Saturday, December 20 and the council voted to increase the children coupons from $2 to $3. Also for the children, there will be seasonal coloring papers which can be picked up at the local business that will be displayed after the art piece is finished.
Council decided to give employees a Christmas bonus.
Tabled any review of animal, weed and nuisances ordinances with the subjects to be revisited prior to Spring 2015.
