More than 40 years after Fort Lee cleared 16 acres downtown for redevelopment, the first building on the site a 47-story luxury rental is opening to tenants this month.

The glass-clad monolith, called the Modern, is the tallest building in Bergen County and a familiar sight to anyone who crosses the George Washington Bridge. It's also emblematic of a resurgence in apartment construction in New Jersey, especially along the Hudson River waterfront, stretching from Fort Lee south to Jersey City.

Tucker Development of Chicago has begun construction on a mixed-use development called Hudson Lights.

In a recent tour of the building, Allen F. Goldman, president of Parsippany-based developer SJP Residential, showed off the Modern's high-end finishes, the sweeping views through floor-to-ceiling windows and amenities that include a pool, basketball court, three gyms, a sauna and 10 barbecue grills.

Construction on the building started two years ago, but the development's drawn-out history stretches to the 1970s. The first redevelopment proposal on the site fell apart when the developer was jailed after trying to bribe Fort Lee's then-mayor. The land languished for years under the ownership of New York developer Harry Helmsley, then was bought by Town & Country Developers of Westwood in 2003 for $45 million. But that developer's plans for an ambitious, mixed-use project collapsed after the financial crisis of 2008.

TORONTO-

Ontario will ban smoking on bar and restaurant patios, playgrounds and public sports fields as of Jan. 1, Associate Health Minister Dipika Damerla announced Friday.

The sale of tobacco on college and university campuses will also be outlawed, she said.

The Ontario government is committed to having the lowest smoking rates in the country, Damerla said.

Today is another step in that direction, she said, adding she didnt expect that banning smoking on bars and patios would have a negative impact on the businesses.

The changes will be in effect when the Toronto region plays host to tourists from around the world for the 2015 Pan Am Games.

The amendments to the Smokefree Ontario Act will supersede existing municipal bylaws if more permissive and will cover all publicly owned sports surfaces and will extend to spectators as well.

For example, this includes areas for basketball or soccer, ice rinks, tennis courts, splash pads and swimming pools that are owned by a municipality, the province or a post-secondary institution, Damerla said. The prohibition extends to spectator areas around sports fields and a 20-metre radius around sports fields and their spectator areas. It also includes childrens playgrounds at motels, hotels and inns.

Michael Perley, director of the Ontario Campaign for Action on Tobacco, said the provincial rules create a level playing field for all businesses.

Under the current provincial legislation, smoking is permitted on uncovered bar and restaurant patios.

ETSU Dining Services caters to thousands of students daily. This makes it necessary for there to be diverse and nutritious restaurant choices on campus.

We survey students each semester and use their feedback across our operations, said Micah Wren, the marketing manager for Aramark Campus Dining services.

Dining Services sets a budget each year with the goal of enhancing the dining program with new concepts, brands and events, Wren said.

As well as cover operational costs, such as food, labor, utilities, building operations, equipment and renovations, Wren said.

The three latest restaurant additions include: Starbucks located in the Cave, Taco Bell on the second floor of the D.P. Culp University Center and Subway, adjacent to the parking garage in the Provisions on Demand Market.

These restaurants were brought to campus due to student-driven feedback and Aramarks partnership with the university, Wren said.

Along with promoting new restaurants, campus dining services strive to provide options for all students, faculty members and visitors.

Dining hall menus are designed to provide a diverse assortment of food options that easily allow students to select a healthy and well-balanced diet, Wren said.

A team of professional and certified chefs help to create menu items based on feedback from students, Wren said.
