The construction of a cell tower at Sligo Baptist Church is on hold after AT&T withdrew its application Wednesday from the Montgomery County Board of Appeals.

AT&T filed an incomplete application to the board in August for a special exception to construct a 101-foot monopole at Sligo Baptist Church at 1610 Dennis Ave. The application did not include a forest conservation plan or a waiver that is required under Montgomery Countys zoning ordinance.

In a letter to the board dated Oct. 15, Gregory Rapisarda, AT&Ts attorney, explained the reasons for the withdrawal. He wrote that the countys code and special exception application procedure will change at the end of October, before AT&T will be able to finalize the environmental requirements. That would necessitate substantial modifications of the package, he wrote.

AT&T withdrew the application. The company expects to finalize the requirements or deliverables in the next month or so, according to the letter.

Several residents who live near the church have expressed concern over the construction of a cell tower in a residential neighborhood. The Forest Estates Community, made up of seven communities, has continued to gather support from environmental groups and petitioned local leaders.

The community association believes AT&T should consider another location because a tower could harm the forest, wildlife, [and] storm water ponds, and pose potential health risks. Residents voiced their concerns on Oct. 7 at a community meeting with Rapisarda.

John Placanica, a resident and member of the Forest Estates Community Association, said opponents are guardedly optimistic about the withdrawal.

Dan Langan of AT&T public affairs wrote in a statement that consumers in the area want and need enhanced mobile phone and mobile broadband coverage. AT&T is always interested in working with the local community on proposed sites, he said.

After the last community meeting, we wanted to take some additional time to enhance the application to address some of the feedback we received, Langan wrote in a statement. We intend to re-apply in the near future, and we look forward to working with local leaders on this proposal.

Work begins on HighlineII

Greenstone Corp. has started work on the Highline II building in Kendall Yards west of downtownSpokane.

At 1104 W. Summit Parkway, it will be similar to and directly east of the Highline Lofts, Greenstones first Kendall Yards retail-apartmentbuilding.

Like its predecessor building, Highline II will have 24 apartments on two upper floors that take up about 18,000 squarefeet.

The main level for retail or commercial use measures 9,000 squarefeet.

Well, I guess this is what I get for going on vacation for a week. Theres all kinds of new stuff happening:

THE ARC

The Arc Jacksonville is building a 97-unit apartment complex on 32 acres off Hodges Boulevard, just south of Beach Boulevard. Theyll be homes for adults with intellectual and developmental disabilities, said Judy Lanier, director of development. But its a new program, she said. The residents will live there, but then head elsewhere for jobs, programs, etc.

The community is designed to make them as independent as possible, she said.

The one- and two-bedroom units will be set up as duplexes and triplexes in 38 villas. Total cost is $21.7 million. Completion is expected fall 2015. Summit Contracting is building it.

LAKEVIEW

Lakeview Health, a private alcohol and drug rehab center, is undergoing a major expansion of its campus at 1900 Corporate Square Blvd., off Southside and Beach boulevards. Permits were issued for three new buildings: administration building, $5.5 million, 7,250 square feet; fitness center, $2,770,000, 10,300 square feet; conference center, $870,000, 3,250 square feet.

Haskell has the contract; completion is expected next year.

TRANSPORTATION

The building permit has been issued for the Northeast Florida Regional Transportation Management Center at 980 N. Jefferson St., just north of State Street. The 20,535-square-foot building will house both the Florida Department of Transportation and the North Florida Transportation Planning Organization. Charles Perry Partners has the $9.07 million project.

MONTREALThe attack Wednesday on Parliament Hill cast a tragic pall over the country but also overshadowed what appears to be a much clearer case of homegrown radical terrorism that played out just 48 hours earlier south of Montreal.

The actions of the Ottawa gunman, longtime drug addict and petty criminal Michael Zehaf-Bibeau, have garnered the lions share of worldwide jihadi celebration this week for having breached the heart of Canadian democracy and killing Cpl. Nathan Cirillo.

But it was the progression of Martin Ahmad Couture-Rouleau from struggling entrepreneur to aspiring Islamic State fighter over the last 18 months that followed the more classical path of radicalization.

After his power washing business foundered, 25-year-old Couture-Rouleau filled the void with a new-found religion that appears to have been nurtured and ultimately perverted by Internet propaganda about Islamic State fighters in Iraq and Syria, according to his Facebook and Twitter accounts, which he registered under the names Ahmed Rouleau and Abu Ibrahim AlCanadi.

That fact fuels one of the tougher battles that Canadian Muslim leaders are facing in their bid to defend their religion against violent stereotypes and prejudice that risk growing in the wake of a deadly week.

At the end of the day, individuals that are bad are bad, said Samer Mazjoub, president of the Canadian Muslim Forum in Montreal. Why cant Muslims have insane individuals? When these actions are done by others, they say he is insane . . . Why, as a Muslim Canadian, do we always say right away it was a terrorist act?

Couture-Rouleaus friends in his hometown of St-Jean-sur-Richelieu, Que., say he discovered Islam after a dark period in his life, but they have denied that he was mentally ill. They described him this week to the Star and other media as having the converts religious fervour, but an undeniable persuasion.

Radio-Canada has reported that a half-dozen of Couture-Rouleaus friends were also convinced to convert to Islam and that he also offered to pay their airfare to travel with him to Afghanistan in recent months, which they declined.

A young man in Pakistan who said he was friends with Couture-Rouleau told the Star Friday that the Quebecer had attempted to travel to Pakistan last February but was prevented from boarding the airplane. Later he became determined to travel to Iraq. Why?

To fight for ISIS, the Pakistani man, who requested anonymity, said in a Facebook exchange. Its simple.
