Demolition began Friday morning after a historic three-story building collapsed Wednesday afternoon in the heart of the French Quarter.
Bricks and debris clutter Royal Street, which remains blocked between Dumaine and St. Ann.
The collapse happened in the 800 block of Royal Street. The building partially collapsed around 4:30 p.m. Tuesday. Firefighters and building inspectors spent hours monitoring the situation before the building collapsed around 1 p.m. Wednesday afternoon.
The building was more than 200 years old. It was an apartment building rented by one family.
Neighbors say that the building appeared neglected.
I've been in the building many times. Just imagine stepping into a time capsule, explains Craig Tracy, a French Quarter business owner. This looked like something that hadn't been touched since the 40's. The plumbing was at least that old. Everything was just neglected.
Eight families that live in adjacent buildings are temporarily forced to find another place to stay.
The Vieux Carre Commission does have an inspector who is only responsible for looking at the exterior of buildings in the French Quarter. In 2011, the building's owner was cited for what is called minor demolition by neglect, which means some repairs are needed.
Due to the old age of the building, demolition companies worry about the presence of asbestos. This required a special permit from the Department of Environmental Quality.

Demolition cranes began tearing down what's left of a collapsed building in the French Quarter, but some residents are complaining after being forced out of their homes for three days.
Bricks and mortar crumbled like powder as demolition crews began removing what is left of a collapsed building at 808 Royal St.
"Our mission talks about life and property. We're fortunate we haven't lost anybody," said New Orleans Fire Department Superintendent Tim McConnell.
It's a delicate operation, which has forced several business owners, and residents on either side of the property to be evacuated, and have to stay in hotels, for three days.
"Coming out of my own pocket, and not being able to work, that's been frustrating," said St Ann Street resident Sherry Dooley
The building, which is owned by Elaine Petrie, began crumbling Tuesday, with a near total collapse on Wednesday.
" I've been here seven years, the only thing that's been done is the front was painted," said neighbor Lawrence Tullier.
While work crews took away what's left of the collapsed building some of the residents displaced were confused about some of the rules being applied to this block.
"You would think you would be afraid of a gas explosion, our gas is still on," said Tullier.

KINGSTON It was demolition day for an 83-year-old building at a car dealership in Luzerne County.
It only took hours to bring down what was the home to Bonner Chevrolet in Kingston.
Its part of a big expansion for the dealership that will mean a whole new look along busy Wyoming avenue.
Part of the building housed the office where Pat Gilberson worked for more than a decade. She took a break from work to watch it go.
Other workers and customers did too, stopping to see the place that served generations of car customers become no more.
Rich Crossin was watching family history come down. Crossin and his brothers run Bonner Chevrolet now. The dealership moved into part of its new home earlier this week but theres more to come.
Family members came to document the demolition.
As this building comes down, work continues in the service garage feet away. The dealership is staying open through all this.
Crews were careful to only bring down whats not needed.
It only took them hours to wipe away 8 decades of service from this building.

NEW ORLEANS (WGNO) - Emergency demolition crews were back in the French Quarter trying to safely tear down the remains of a fallen building. The historic structure began to crumble without warning Tuesday.
WGNO News Reporter Darian Trotter has the latest on the clean-up.
Its really sad that it fell a 200-year-old building just collapsed, neighbor Brant Bargfeldt said.
Since the collapse that began Tuesday emergency demolition crews have been trying to figure out how best to remove whats left of the historic residential building located in the 800 block of Royal Street in the French Quarter.
Its going to take a lot just to bring that down and not damage anything else.
Police barricades were put in place Thursday to keep on lookers at a safe distance. Landon Gates was one of them.
I think that its kind of a shame that they left the building get to that condition but if its a dangerous, youve got to take it down, Gates said.
This is cell phone video taken during Wednesdays collapse that forced 8 area businesses to close temporarily; and residents of at least 5 homes have been displaced.
Im just shocked how I can collapse right in the middle of the two, tourist Francesca Ramsey said.
At least one of the adjacent buildings shares a wall with the crumbling structure.

According to the consultation document (39-page / 826 KB PDF) the government proposes to allow councils to require that custom builders demonstrate a connection to the local area in order to register an interest in acquiring a serviced plot. This connection could be through residency in the area for a specified period of time to be decided by the council, or through the residency of close family members, the document said.
Under the proposals, prospective builders would need to demonstrate access to sufficient funds "to acquire a plot of land and commission or build a home on it", would need to be European Economic Area citizens and be more than 18 years old. Funding would only be available for plots to be used as an applicant's main residential home.
Once registers of prospective custom builders have been set up by local authorities, the government would expect them to be taken into account in the preparation of local plans and in authorities' five year housing land supply figures. Registered builders would be able to indicate their preferences for the location and price of a plot under the proposals, and councils would have to offer "a minimum of three plots" within two and a half years of registration in order to meet the requirements under the Right.
In areas with high demand or constrained supply, the document envisages that councils might work together across boundaries, although it proposes that "the Right remains with the authority where the prospective custom builder has a local connection".
The document said that the government intends to enact the first element of the Right to Build, the establishment of a register of prospective custom builders who are seeking a suitable service plot of land, through a private members bill brought by Richard Bacon. Further legislation would then be proposed for the next Parliament in order to fully introduce the scheme.
The eleven 'Right to Build vanguard' councils chosen to participate in a pilot of the scheme were announced on 30 September. The participating local authorities are Cherwell District Council (DC); Exmoor and Dartmoor National Park Authorities; Oldham City Council (CC); Pendle Borough Council; Sheffield CC; Shropshire Council; South Cambridgeshire DC; South Norfolk Council; Stoke on Trent CC; Teignbridge DC; and West Lindsey DC. The Greater London Authority will also test a register for the whole of London.
The consultation is open until 18 December.

Gulf Coast Resident Comes Out of Retirement to Help with the 2015 St. Jude Dream Home
80 year old Andy Vitali from Andys Iron works in Long Beach, Mississippi, retired as a true craftsman in the ironworks business. In hopes of helping raise one million dollars for the St. Jude Childrens Hospital, Andy came out of retirement to work on a special project for the 2015 Dream Home.
Upon leaving the military Andy built a thriving business in California as one of the largest importers and distributors for ornamental iron in the country. After selling the business, Andy decided to return to the Mississippi Gulf Coast where he had served at Keesler Air Force Base and here he rekindled his passion for ironworks. He opened Andys Ironworks in Long Beach, Mississippi and after thirty years in business Andy decided to retire and sold the business shortly after Hurricane Katrina.
Seeing the passion Elliott Homes has for developing a high level product and the impact of the St. Jude Dream Home campaign, after eight years Andy came out of retirement for a third time to help reach $1,000,000 for St. Jude on the 2015 Dream Home. Andy says he is, happy to get back at the grinding wheel and lend a hand. Here Andy is seen grinding a steel gate made for the pond in Malpass West, a subdivision created by Elliott Homes directed toward recovering St. Jude patients.
The pond area is located directly across from the 2015 St. Jude Dream Home. We chose this specific lot for the dream home so that it could overlook the pond and St. Jude gates Andy so graciously created, says Brandon Elliott.
Malpass West is located off of Brasher Road in Biloxi, Mississippi. To visit the Dream Home to see the beautiful gates that Andy has so unselfishly contributed his time to make, take exit 44 south and follow the signs directly to the Dream Home.
The official giveaway drawing for the home will be on Saturday, April 18th.

WESTFIELD, Ind.(Oct. 24, 2014) Neighborhood pushback couldnt stop construction on a new liquor store and gas station in Westfield.
The new 21st Amendment liquor store and soon-to-be Rickers gas station are located right across the street from a church and next to a subdivision.
The development is taking place at 146th Street and Carey Road. The liquor store is already open and the gas station has now hiring signs posted outside.
The Carmel Seventh Day Adventist Church has been a vocal opponent of the project. Church leaders want to see the city of Westfield take up zoning restrictions for liquor stores.
So all I could do at that time was express my disappointment that they had no ordinance restricting how close a liquor store could be to a church, a school, said Vialo Weis, with the Indiana Conference of the Seventh Day Adventist Church.
A brick dividing wall separates the Brentwood Village neighborhood from the liquor store parking lot. The neighborhood association attended many hearings about the project over a span of several years. The association was able to work with the city to restrict hours for the gas station.
We have to live with it, its there thats not going to change, said Rob Ginder, treasurer of the Brentwood Village Property Owners Association. Again wed all prefer not to have anything there other than residential with what theyre putting in there it could be a lot worse.

Typically, the halftime show at a sporting event is a spectacle designed to be passively received. Jesse Fleming's version, an absorbing video installation at 356 Mission, inverts the form while retaining some of the format.
The 13-minute piece is projected onto four large screens, facing in all directions, of a Jumbotron-style structure suspended from the ceiling. "The Halftime Show" is a meditation that invites private participation.
Opening frames show pale pink rosebushes from overhead in a slow-motion, sensuous sway. The image rhymes with one that appears shortly after, of another pale, round shape in motion, this time a whirling dervish, all in billowing white, spinning in a rhythmic trance on an urban basketball court.
Fleming's anti-spectacle proceeds at a viscous pace as a montage of scenes, each given a sustained stretch of airtime and accompanied by the aural equivalent, a soundtrack of deep, droning tones. No quick cuts here; no driving beat.
Fleming shows fans in the stands of what seems to be a Clippers game -- now the Jumbotron looks back at them. He shows tourists in Times Square, posing for selfies.

Spectatorship and self-spectatorship emerge as subtle themes, as do continuous rhythmic motion (wind, waves, dervishes) and roundness (basketballs, a mirrored disco ball, even the bald head of a Buddhist teacher in the final scene).
