    Retirement community still mad over dirt wall

    (John Clark/The Gazette) A sign at the entrance of the Magnolia Place development in Lowell notifying the community about the potentially dangerous dirt hillside that needs to be replaced with a retaining wall.

    Residents of a Lowell retirement community want it known that the town has refused to put taxpayer dollars toward a dangerous wall of dirt bordering several homes. The developer of Magnolia Place in Lowell went out of business but not before leaving behind a steep hillside without any stabilization.

    Now homeowners in the community have posted signs reading, Public beware imminent dangerous hillside and City Council declared dangerous hillside at Magnolia Place.

    Engineers have told the community and the town that a retaining wall needs to be built.

    Since the developer went out of business, residents have been stuck and sought help from the town.

    In September, a code enforcement officer with the town declared the spot dangerous and a nuisance.

    But in October, City Council voted not to use taxpayer money to fix the problem. Town leaders say they plan to explore other avenues for getting developers to pay for a retaining wall.

    Residents insist the town is negligent by not fixing the wall.

    Chesco project will raise flood wall

    PHOENIXVILLE Phoenixville will get a check for $397,696 from Chester County on Wednesday for a project to prevent the Schuylkill from flooding the borough's water treatment plant, which would damage equipment and force the borough to rely on companies to get water to more than 20,000 people.

    The project will raise the flood retaining wall at the facility, which serves Phoenixville, East Pikeland and Schuylkill Townships in Chester County, and Upper Providence Township in Montgomery County.

    The plant has flooded only once, but there have been a few close calls, including in 2006 when the Schuylkill crested six inches below the top of the flood wall, according to the borough.

    The borough will reinforce the wall and build a new concrete wall in front of it.

    The money comes from the county's Community Revitalization Program, which has distributed annual grants since 2002.

    Section of Route 611 in Easton to be shut down two to four weeks

    A section of Route 611 below College Hill in Easton will be closed for two to four weeks to repair a retaining wall.

    Heavy rains in May damaged the wall at the cul de sac of Mattes Lane above Route 611,according to city public works director Dave Hopkins.

    The road has been closed intermittently all summer for the project, Hopkins said.

    "It's a fairly complicated project," Hopkins said.

    The road will shut down for two to four weeks so by-passers on Route 611 won't be in harm's way from the work above. Work is expected to begin some time after this weekend, Hopkins said.

    Traffic was at a crawl Monday morning due to work on the project, but that was in large part due to traffic rerouted from a crash on Route 611. The road was closed Tuesday morning but traffic wasn't nearly as bad, Hopkins said.

    Youngsville homeowners urge home repairs

    In Lafayette Parish, neighbors in a Youngsville subdivision with plumbing, sheetrock, and mold issues said it's time for a solution. The subdivision, that's less than 2-years-old, was built through the national building company, D.R. Horton, along with local developers, contractors and builders.

    Homeowners said they aren't looking to place the blame, just to have their homes fixed. Homeowner Tara Proffitt said her problems started just a week after her family moved into their brand new home back in February.

    "Came through the attic and through the light fixtures and through the air conditioning vents and it was pouring onto the floor in the laundry room," said Proffitt.

    Two weeks later, there was a second leak.

    "My daughter woke me up at 11 o'clock and said, 'It's raining in my bedroom'. That's when we discovered the second leak," said Proffitt.

    Proffitt said she's not the only one in the Sugar Ridge Subdivision having issues, many neighbors even replacing winders because of leaks and mold inside the walls.

    "There's multiple homes in this half-block radius that have experienced the same issues.

    Youngsville Mayor, Wilson Viator, said all the homes have met the city codes, but he said if the builders and homeowners can't work out a solution on their own, they should take legal steps to resolve it.

    "Some of them are building to a bare minimum of standards in national building codes, but it is to code. They need to seek legal action," said Viator.
