Gina Ronga says she was talked into doing more. A county housing official saw missing cabinets and an antiquated kitchen and suggested further remodeling. A change order shows another $4,625 to replace all the duct work, tear out a wall near the exterior doors, install new electrical outlets and add cabinets for two pantries.
Anthony Cruz was the second contractor hired to complete the job. They ran off the first one, said Chris Benson, the countys administrative project manager.
The woman and the daughter, they looked at everything through a work write-up, said Anthony Cruz of JMC Builders. We gave that price to the county. The woman okayed it. Then the daughter got involved. Move the refrigerator, move the sink. Thats not how it works. They said they got approved for $20,000. I explained to them, Im not charging you $20,000.
Since the county is paying the bill, the county is the client, Cruz said. If the Rongas wanted other projects done, they had to ask the county.
They wanted granite top; we used Formica. The mother would give us the OK; the daughter would come in and show us photos. We cant do that kind of work. She was constantly kicking us out, Cruz said.
Finally, on June 22, 2012, after the county noted more than a half-dozen delays in the job, Cruz left.
Tony called Jeannie (DuBenion), county notes said. DuBenion was a temporary supervisor for the housing department. They had a meeting, Tony, Gina and Mrs. Ronga. They could not come to an agreement and he was going to walk away from the job. Gina and Mrs. Ronga were very upset and screaming and yelling at him.

PLAINVILLE - The new building replacing the landmark Falk's Market is speeding toward completion and could be open in the spring, owner Jeff Kinney said.
Kinney, author of the Wimpy Kid children's books series, said he expects the retail-office building at East Bacon and South streets to be closed up in a month so interior work can begin.

Noe Martinez called out to his 43-year-old brother, asleep on a mattress on the floor, as smoke filled the attic apartment of a Logan Square two-flat that had been illegally converted into nine rental units.
Four months earlier, a Cook County judge had ordered the building's owner, Adolfo Lopez, to stop renting the attic and basement units after months of failing to address a host of building code violations.
Jaime Martinez, a Mexican national who worked construction jobs, died in the early morning fire in October 2012. Authorities determined later that an electric space heater had been placed too close to bedding.
Last week county prosecutors charged Lopez with criminal contempt, a rare charge in connection with building code violations but one that has been brought in recent years against other allegedly negligent building owners after a death.
The two owners of the E2 nightclub, the scene of a stampede that saw 21 patrons killed in 2003, were cleared of involuntary manslaughter charges but convicted of criminal contempt for violating a housing court order to close a second floor because of building code violations in the months before the tragedy. Calvin Hollins Jr. and Dwain Kyles were sentenced to two years in prison, but that sentence was overturned on appeal. The two are awaiting resentencing.
In addition, the owner of an abandoned South Side building that collapsed during a 2010 fire, killing two firefighters, pleaded guilty in May to criminal contempt for failing to fix numerous building code violations, including securing the vacant building and repairing its roof. Chuck Dai was sentenced to six months in jail.
According to the criminal complaint against Lopez, the city first took him to court almost five years before the fatal fire, suing him over 17 separate building code violations, including illegally converting the basement and attic into apartments without adequate exits or working smoke detectors.
Lopez agreed to bring the basement and attic into compliance in August 2009 but failed to follow through, according to the complaint.
The case slowly wound its way through court. In June 2012 a judge ordered Lopez not to rent, use or lease the basement or attic of the building at 1645 N. Central Park Ave.
Lopez last appeared in court 11 days before the fatal fire. Lopez had obtained a permit to return the attic and basement areas back into storage spaces, but a building inspector told the judge that Lopez had failed to schedule an inspection as ordered, according to the complaint.

One'shome is also a big investment and it, too, needs to be protected with periodic maintenance. Here is a checklist of chores that, if followed, will help you keep your home in top shape and make it cozier for the winter ahead.
Gutters and downspouts:Water is one of a home's biggest enemies, especially rainwater that is shed off the roof of an average home.
When allowed to collect at the perimeter of a foundation, excessive water can result in a damp and musty basement or cause foundation movement that produces cracks.
If your home doesn't have gutters and downspouts, install them. If it does, be sure they are clean of leaves and debris. Consider installing a gutter protection system.
Drainage: In addition to havingclean gutters and downspouts, make sure the downspouts discharge into a subsurface drainage system or, failing that, at least 3 to 5 feet from your foundation.
Allowing downspouts to discharge at the base of the foundation is worse than not having gutters at all because of the high concentration of water.
Also, make sure all your soil is graded, or sloped,to drain away from the foundation.
Water heater and plumbing pipes: You can maximize your water heating dollar by removing sediment at the base of your water heater's tank. The sediment that collects over time greatly reduces burner efficiency and can even cause damage to the interior lining of the tank when allowed to superheat.
Adjust burners for the most fuel-efficient and safest combustion. For flames, blue is good, yellow isn't.
