    Arcade Building's rehab going full speed

    Once declared the worlds tallest reinforced concrete building, the century-old Arcade is under rehab as downtown St. Louis largest apartment development in decades.

    When reopened late next year, the Arcade Building will have 282 apartments, plus classrooms, offices, a street-level art gallery and an auditorium for Webster University, which is expanding its downtown campus.

    The $118 million project represents a turnaround for the historic building, which had been vacant for years and targeted for demolition by some previous owners whose redevelopment plans fizzled. At a groundbreaking event Tuesday, Mayor Francis Slay and other officials said they hope the Arcades revival will lead to more downtown redevelopment.

    Dominium Development, of Minneapolis, bought the building in August from the citys Land Clearance for Redevelopment Authority for about $9.5 million. Almost immediately, heavy work began to renovate and restore the 500,000-square-foot building at Eighth and Olive streets.

    The Arcade is really two buildings the 18-story Wright completed in 1906 and the Arcade, built around the Wright more than a decade later then joined to the older structure. Combined as the Arcade, the complex is on the National Register of Historic Places.

    Architect Paul Hohmann, whose ebersoldt + associates architecture has a piece of the rehab project, noted that the Arcade was designed during World War I, when much of the nations steel production was diverted to military use.

    As a result, engineers and architect Tom P. Barnett turned to reinforced concrete. Contemporary press accounts said the 16-story Arcade was the worlds tallest for such structures.

    After years of neglect, the Arcades interior is a mess, but the reinforced concrete frame remains solid, Hohmann said.

    Structurally, its very sound, he added.

    Dominiums plan calls for 202 affordable artist lofts and 80 market-rate apartments. Marble hallways and other original flourishes will be refurbished. Surviving shop windows on the eight floors of former retail space will be retained.

    Body parts boiled in Teneriffe horror

    Police reportedly discovered a woman's dismembered body parts boiling in chemicals when they were called to a Teneriffe apartment on Saturday night.

    A murder-suicide is believed to be behind the woman's grisly death, as well as that of a man whose body was found in a wheelie bin in nearby Dath Street.

    Detectives are yet to confirm details revealed in a Channel Nine news report on Sunday night that alleged the woman's severed body parts were found in garbage bags and boiling in chemicals at the recently-constructed Commercial Road apartment complex.

    Police made the grim discovery when they responded to requests for a welfare check about 9pm on Saturday.

    A man who lived in the apartment with the woman fled the scene when they arrived.

    Officers gave chase but discovered his bloodied body in a wheelie bin in a laneway beside the apartment complex a short time later.

    Police say he took his own life.

    Detective Senior Sergeant Tom Armitt, officer-in-charge of the Fortitude Valley Criminal Investigation Bureau, told reporters on Sunday he could not say how long the woman had been dead.

    IT is clear that corruption exists in every system of government and in every country. Kautilya, when producing the Arthashastra, identified 40 methods of misusing money committed by public officials for personal gain.

    Kautilya noted: Just as it is impossible not to taste honey or the poison that finds itself at the tip of the tongue, so it is impossible for a government servant not to eat up, at least, a bit of the kings revenue. Just as a fish underwater cannot possibly be found out either as drinking or not drinking the water, so government work cannot be found out (while) taking money (for themselves).

    Transparency International, in its mission statement, states: (corruption) undermines good governance, fundamentally distorts public policy, leads to the misallocation of resources, and particularly, hurts the poor. Controlling it is only possible with the cooperation of a wide range of stakeholders in the integrity system, including, most importantly, the state, civil society and the private sector.

    Corruption is often the key issue in the downfall of a leader to be replaced by another. Every leader who has been given the trust to lead pledges to fight corruption. New laws are drafted, existing laws are amended, various agencies are formed, promises are made and hope is given. But if the laws status is only as a written document and not enforced, it is unlikely to be an effective weapon for victory on the battlefield against corruption. The various agencies established will not form a war brigade, which could fly the flag of victory, if the fight against corruption is done selectively.

    Among Asian countries, the Philippines has the most anti-corruption instruments, with seven laws and 19 enforcement agencies. President Ferdinand Marcos introduced five new Anti-Corruption Agencies (ACAs) during his 21-year reign (1965-1986), but they were only decorative cosmetics for protecting an ugly face.

    The Filipino land and sky were overcast by a shroud of corruption. Corrupt practices peaked during Marcos era, breeding rampant cronyism, where relatives and close friends were appointed to head the various agencies, with each accumulating more personal wealth.

    Speaking at the opening of the International Association of Anti-Corruption Enforcement Agencies Conference on Oct 4, 2012, the Prime Minister stressed the will and the effort of the government of Malaysia to eradicate corruption.

    For weeks, people would see us together and say something like, "Hey, Amy, I loved your column last month." Or, "Wow, Amy, it looks like you have a second career in writing after you retire from teaching."

    Amy gloated over the attention she received, while I felt a teeny-weenie bit slighted. OK, truth be known, I was miffed. After all, I wrote most of the column.

    While Amy was snickering, and my face was reddening, I challenged her: "You write my next column!"

    "OK, I will," she quickly responded. She called my bluff.

    "Um, um, um," I stammered. "What will you write about?"

    "I'm going to write about you!" Amy said, touching the tip of my nose with the tip of her index finger as if it were a fairy godmother's wand. "And all of your odd behavior," she added.

    I felt like I'd just been turned into a toad.

    "Well, that will be the shortest column in the history of newspaper columns," I said. "But, OK, you can write it under one condition I get to edit it and add my comments before sending it to the Tribune."

    "Deal!" she said, sticking out her hand.

    "Deal!" I said, spitting into my palm and quickly shaking on it.

    Every year I take on one major expense for the betterment of the HouseWorks Project House.

    Ten years ago, it was the workshop. The new-new house came with an old garage in the backyard, and I enlarged, re-sided and electrified it the very first summer. The biggest challenge of the job turned out to be that I didnt have a shop to work in where I could fabricate the parts I needed to build the shop.

    If you follow my drift.

    Another summer saw the arrival of the hot tub and the little deck I added because the tub suddenly occupied valuable patio territory and I needed space for my Adirondack chairs.

    That was followed a couple of years later by the front deck that gives me something like the porch I had at the 100-year-old new-old house. Im awfully fond of 50s ranches, but a house needs a porch, not a silly little concrete pad.

    Year before last, the gift of a pool table led to the remodeling of half the basement, a project that included my second venture into floating floor installation and the first time Id soloed.

    Last year, it was replacement windows. No actual labor on my part was involved, but it took a big gulp out of the family finances.

    Next year, I think it will have to be air conditioning.

    I dont know how old that unit huffing and puffing behind the house must be, but I fear the mighty galloping hamsters that kept it cooling in its early years have been replaced by sickly cockroaches.

    Its on its last legs, gang.

    Philips sets out goals, showcases innovations for healthcare, lighting

    Speaking at the "Philips Innovation Experience 2014" event, which nearly 200 journalists from around the globe attended in Eindhoven - the city where Gerard and Anton Philips turned on their first incandescent bulbs and created the Dutch company 123 years ago - van Houten said Philips considered organisational change as "a way to boost investment and grow faster".

    Philips declared on September 21 that it would spin off its lighting operations into a standalone company, possibly for an initial public offering in the future, and combine its healthcare and consumer-lifestyle divisions into a HealthTech company.

    The separation will end Philips's more than 100-year-old conglomerate structure.

    The CEO said the separation of the legal entities, which would take some 12-18 months to complete, may not be noticed by its customers or consumers at large.

    "Our customers and consumers might not see much difference. Many people don't know [our former] TV [division] is already a separate company," he added.

    The Dutch giant sold it television business in 2012, after spinning off its semiconductor division - now known as NXP Semiconductors - in 2006.

    Van Houten said Philips must keep reinventing itself to stay relevant in its markets, including moving away from categories that are no longer growing, or in which it has no chance to differentiate.

    "But the spilt we announced today is different to the TV-business separation that we did earlier. Both offer exciting opportunities, but the two areas have nothing much in common," he said.

    Affirming the "A" rating given to Philips, Fitch Ratings said in a report issued shortly after the company's announcement that it considered Philips's loss of synergy from the dual separation of its HealthTech and lighting businesses to be limited, given the unrelated technologies utilised by the two businesses.

    "HealthTech will not benefit from the same multi-sector diversification as the existing Philips group, which is exposed to the healthcare, consumer and lighting markets. However, the loss of diversification is, to a large extent, mitigated by HealthTech's scale of operations, leading positions and improved earnings profile," said the international rating agency.

    Institute of Architects to develop Asomdwoe Park area

    The Ghana Institute of Architects (GIA) on Friday rolled-out a three-year strategic development project aimed at developing the Marine Drive Public Open Space at Osu into a world class recreational facility.

    The space to be developed shares a boundary with the Asomdwoe Park in Accra, the burial grounds of the late President, John Evans Atta Mills.

    The development forms part of activities being instituted by GIA as part of this years celebration of the World Architecture Day that falls on Monday, October 6, on the theme: Healthy Cities, Happy Cities".

    A release signed by Mr Foster Osae-Akonnor, Secretary of GIA and copied to the GNA said the Institute plans to launch the project in November this year to develop the space for the benefit of the entire Citizenry.

    As part of the celebration, the GIA will focus on the well-being of communities under the theme: Public Open Spaces and the citizenry, the statement noted.

    Meanwhile, in an interview with the GNA, Mr Osae-Akonnor explained that the space would be properly landscaped with a water body, street furniture, and a garden, among others to serve as a recreational centre and tourists joint.

    The work would be starting in November this year to November 2017.
