Weeks after the White House was warned that a plan to vastly expand a maritime preserve and no-fishing zone in U.S.-controlled Pacific waters would harm the American fishing industry and geopolitically advantage China, the Obama administration has gone ahead anywaywith some concessions to make the environmental medicine, administered by presidential fiat, go down more smoothly.
The concessions did nothing, however, to assuage congressional Republicans led by Rep.Doc Hastings of Washington state, chairman of the House Natural Resources Committee, who accused the administration of taking secret, unilateral action to expand the preserve. He warned that the economic consequences of this decision will be grave, further eroding the U.S. seafood industry and harming the well-being of the U.S. territories.
The decree that President Obama signed on Thursday boosted the size of the Pacific Remote Islands Marine National Monument, a 77,000-square-mile preserve south and west of Hawaii, to some 490,000 square miles of protected area around a speckling of U.S.-controlled islandsan area that Secretary of State John Kerry, who hailed the move, declared to be twice the size of Texas.
(Actually, its slightly less: Texas is 268,820 square miles in area.)
The decree essentially bans all commercial fishing and deep-sea mining (which doesnt exist yet in any case) in the huge tract in perpetuity, though the announcement said there would be some exceptions for recreational and traditional fishing that is consistent with the conservation goals of the Monument.
That was significantly less than the roughly 780,000 square mile area initially proposed by the administration and its environment and energy czar, John Podesta, for the expanded preservea straightforward extension of a fishing ban to the full extent of the 200-mile, U.S. controlled exclusive economic zone (EEZ) around the islands.
The scaled back area to some extent mollified fishermen and fisheries experts who operate as part of the U.S. governments own management apparatus in that region, and who were deeply unhappy at the original proposal.
A delegation representing the Western Pacific Regional Fishery Management Council visited Podesta and other administration officials in Washington earlier in September to argue that the proposed expansion, urged on by environmental organizations including the Pew Foundation, was a bad idea.
It would, they said, hurt a $100 million a year fishing industry based in Hawaii and give China, which is rapidly expanding its deep-sea fishing fleet, new and unfair opportunities to poach where law-abiding American boats would no longer travel.
The administration evidently listenedin part, perhaps, because the local elected officials in the affected area including Hawaii skew decidedly Democratic and this is a mid-term election year. According to an insider familiar with the process, the wheeling and dealing between the administration, environmental interest groups and fishing and political interests went on into Wednesday, the same day the expansion was announced.

Linwood designer Sebastian Denize won first place in the Bizarre Bra section for Re-Decked a bra made from broken skateboards.
A rebuild-inspired creation by a North Canterbury designer received an honourable mention at the World of WearableArt (WOW) awards. Two Cantabrians scooped top prizes at the annual WOW awards in Wellington last night. Amberley-based designer Luiz Fernando Sereno Penna, originally from Brazil, entered two pieces in the children's colour section - Fenced Off claimed the top prize and the other gained an honourable mention.
The bright-orange garment was made from plastic safety fences and intended to depict the frustration of people affected by the Christchurch rebuild. His second garment, Life in the Shadowy Depths, created from cups, bottles, spoons and cord, was inspired by deep-sea creatures that evolve to survive where the sun's rays never shine.
Linwood designer Sebastian Denize wowed the judges with his design called Re-Decked - a garment made from recycled skateboards - which took out first place in the Bizarre Bra section. This was the second WOW win for Denize, who last year teamed up with Jo Drysdall and won second prize in the Man Unleashed category.
WOW founder Dame Suzie Moncrieff said this year had been one of the hardest competitions to judge because of the "high calibre of work in the show". "Even after 26 years, I continue to be surprised and inspired," she said. She was "truly amazed" by the creativity shown this year and said the wide range of materials used "never ceases to impress".
The Brancott Estate Supreme WOW Award went to Poly Nation by New Zealand designer Kate MacKenzie, and US designer Lynn Christiansen bagged the runner-up prize. The WOW awards attracted 166 entries from designers from China, Taiwan, Qatar, Denmark and Australia.

Whatever may be Prime Minister Narendra Modis actual opinion about Indian Muslims, political and diplomatic calculations have compelled him to project a change in his approach toward them. In his first exclusive interview given to an international channel after assuming charge as the premier, Modi laid emphasis on Indian Muslims patriotism, who according to him, will live and die for India. Prospects of their positive response to an earlier call by Al-Qaeda leader for joining this terrorist group, according to Modi, are delusional. It may be recalled while campaigning for the parliamentary elections; Modi did go overboard in propagating his secular image. Yet, Modi did not make any special effort to project his approach regarding the patriotism of Indian Muslims similar to that displayed recently. Modi has been known for keeping a distance from media. Not surprisingly, he did not react immediately or even within a few days after an Al-Qaeda leader expressed his intentions of opening a branch of his group in India. Modis first interview to the CNN, therefore, is not simply symbolic of an apparent shift in his approach toward Indian Muslims. Through this interview, Modi has probably used the media to promote his positive image. Some hard bargaining reportedly preceded this exclusive interview. According to sources, Modi agreed to give this interview only after reaching an agreement on questions that should be hurled at him. Of the roughly 16 questions asked, around two referred to Al-Qaeda and Indian Muslims. The crux of the interview was on Indias economy, foreign policy and whether it can emerge as an important rival to China. Nevertheless soon after the interview, maximum importance and coverage was accorded to Modis comments on Indian Muslims and his stand on Al-Qaeda leaders approach toward them. Undeniably, a media-wing played its role in taking Modis interview ahead of his trip to the US. Modi had earlier been denied visa to the US because of 2002 Gujarat carnage, targeting Muslims in this state when he was the chief minister. During the interview, CNN interviewer Fareed Zakaria highlighted this point. The full transcript of the interview was officially released in Hindi later in the week on Sept. 21. The English version released was brief with no reference to the CNNs anchor commenting on Modi having been earlier denied visa to US because of the Gujarat pogrom. From this angle, irrespective of whatever his actual stand was regarding Indian Muslims, Modi used this platform to try convincing the world about his having no doubt about their patriotism. Failure of some BJP extremists communal campaign in by-polls held recently made it probably all the more politically important for Modi to convince India and rest of the world about the apparent distance he is keeping from communal terrorists linked with the saffron brigade. Stating a few lines on patriotism of Indian Muslims was apparently viewed politically and diplomatically as the most convincing move in this direction. Securing attention in the media and trying to reach out to several political and diplomatic circles have been Modis key motives behind his decision to give an exclusive interview to an international channel. It is too early to predict as to whether Modi has succeeded in having the political and diplomatic impact that he desires. He has certainly succeeded in propagating what he wants India and rest of the world to believe that he has no doubts about Indian Muslims patriotism. Allegheny General Hospital on Monday will be opening a new epilepsy monitoring unit that offers a new design that aims to provide quicker and more efficient care.
We [used to] use regular rooms on the floor, but we had to have a sitter with the patient so somebody was right there with them in case they had a seizure, and the nurses were scattered around the floor and they might not get there for 30 seconds or longer, said Jack Wilberger, co-director of the epilepsy program. So its a much safer situation.
The layout of the four-bed unit allows nurses and technical assistants to keep constant watch over epilepsy patients and immediately assist them in case of seizures or other problems patients may encounter.
Doctors are hoping the new space will decrease wait times for epilepsy patients to receive treatment.
Epilepsy is a brain disorder that causes people to have recurring seizures that happen when clusters of nerve cells, or neurons, in the brain send out the wrong signals. People may have strange sensations or behave strangely, and they may have violent muscle spasms or lose consciousness.
Each patient room is equipped with video EEG (electroencephalography) technology allowing physicians to simultaneously record the patients behavior and electrical activity along the scalp. The rooms are also fitted with infrared cameras that can follow patients if they get out of bed and move around the room.
I can actually get a live feed at home on my computer and I can actually move the camera from home, said James Valeriano, chairman of the epilepsy program.
Allegheny General Hospital earned Level 4 distinction from the National Association of Epilepsy Center, the highest level the center gives.

NRL star Sione Faumuina has left behind his days on the football field to start up his own business by officially opening the Springfield Serviced Laundromat.
The former Canberra Raiders and New Zealand Warriors player said the business idea came to him after his own washing machine called it quits.
"When my washing machine broke, I couldn't believe the nearest Laundromat was in Redbank," he said.
"It was at least a 20 minute drive, and it was always busy.
"But as fate would have it, when I was driving back from the Redbank Laundromat one day, I saw some empty shops in Springfield and started researching what it would take to open one up here."
After months of research and finding the perfect location, Mr Faumuina said he was proud and excited to see his new store open to the public.
His Laundromat features six nine kilo front loader washing machines, one 18 kilo washing machine and three 13 kilo double stack driers.
"Being Springfield's first laundromat, I wanted it to stand out," Mr Faumuina said.
Working as an electrician in Gladstone, Mr Faumuina said his partner would operate the business while he was away, but he would take the reins when he came back to Ipswich.
"Ipswich is a great area and I am very proud to call it home," he said.
