    ORN adopts roofing ordinance

    The Oak Ridge North City Council adopted a roofing ordinance after much debate over the requirements for color, material and wind resistance at its Sept. 22 meeting.

    The Council heard the recommendations of the Planning and Zoning Committee from Chairman Cleo Tarver.

    Tarver explained that the city had not had any roofing ordinance in place since the previous one was repealed in 2007.

    In order to protect the property values of homeowners and to maintain a standard for structures in the city, the committee recommended that the Council adopt an ordinance requiring that residential roofs meet certain fire and wind resistance requirements, have 30-year or greater warranties and be of earth tone colors, Tarver said.

    The committee had originally been opposed to allowing metal roofing, but after seeing samples of metal roof materials that resembled composition shingle, they decided it should be allowed, provided it has the appearance of composition shingle or tile roofing.

    Under the ordinance, current residences that do not comply will be grandfathered in until the roof needs to be replaced.

    We think we came up with an ordinance that meets the needs of the individual homeowners and maintains aesthetic consistency, Tarver said.

    Each of the council members expressed concern over different aspects of the ordinance.

    I think this is too restricting, said Councilman Tom Coale. What I like about our city is the variety.

    Mayor Jim Kuykendall also was opposed to the earth tone color requirement, saying his own house has blue roofing that would not be considered acceptable.

    Roofing company again cited by OSHA

    TUSCOLA An area roofing contractor has again been cited by the Occupational Safety and Health Administration for safety violations.

    Juan M. Garcia Martinez, for whom OSHA listed a Villa Grove address, was cited for four willful safety violations for exposing workers to fall hazards at two homes in Tuscola.

    The agency had previously cited the contractor for similar violations at a home in Bloomington in March of this year.

    For the most recent citations, OSHA has proposed penalties of $48,400. For the violations in Bloomington, the penalties amounted to $5,600, and the case file indicated a payment plan is in place for them.

    "Martinez has not cooperated with OSHA during previous inspections and continues to fail to fix real hazards at its job sites," said Thomas Bielema, the agency's area director in Peoria, in a release. "Fall remains the leading cause of fatalities in the construction industry, and the company's refusal to protect these workers really is a question of life or death."

    On June 9, an OSHA compliance officer saw four employees working without fall protection on a roof on Beecher Drive in Tuscola. Then on June 27, another six workers were seen working without fall protection on a roof on Carico Street in Tuscola.

    In both instances, the workers were at heights greater than 9 feet. OSHA standards require that fall protection be used when workers are doing construction more than 6 feet from the next lower level.

    Martinez was cited for two willful violations at each site one of failing to provide fall protection and one of failing to develop an accident prevention program. OSHA regulations require means of fall protection, such as guardrail systems, safety nets, warning-line systems or personal fall-arrest systems.

    OSHA describes "willful" violations as those committed with intentional, knowing or voluntary disregard for the law, or with plain indifference to employee safety and health.

    Agency spokesman Scott Allen said there was an attempt to deliver notice of the violations to Martinez at the Villa Grove address, but the notice was returned to the agency.

    Roofing company again cited by OSHA

    DCSS moves forward with plans to renovate Monroe High

    The Dougherty County school board is now moving forward with a $28 million renovation project.

    ALBANY, GA -- The Dougherty County school board is now moving forward with a $28 million renovation project.

    Monroe High School has only seen renovations once before in the past 50 years.

    School board members are seeing the second phase that will include renovations, modifications and additions at Monroe High.

    "The rest of the building which was not touched in phase one will be fully renovated or replaced," said Greg Smith, Executive Vice President of James W. Buckley & Associates Architects. "The two-story classroom building will be replaced, the ninth grade academy will be replaced, and the gymnasium as well as the old lunchroom and kitchen."

    Monroe Principal Vinson Davis gave FOX 31 a tour of the school and where the renovations will be made. The auditorium will see renovations. Other areas of the school will be completely torn down and rebuilt.

    "As long as it benefits the kids, I have no problem with where the money's going as long as their utilizing it the way it should be," Asheenita Davis, who has a student at the school, said.

    School board member Velvet Riggins has been closely monitoring renovations going on in her district at Dougherty High School. She's glad to see more renovations here.

    "I'm just glad that the community came out and supported the SPLOST because that's where these funds are coming from so if you'll see where your dollars are coming from, come out and vote because you see the changes that are made in our community."

    The design process is now about 25 percent complete. The drawings are expected to be finished by the summer of 2015.

    With the start of the NHL regular season just a few weeks away, the Rangers, Islanders and Devils are gearing up for what should be a tight battle within the Metropolitan Division. Heres how I think itll all play out:

    Theyve always been a good regular season team; theplayoffs is where theyve struggled. Gone are Matt Niskanen, Brooks Orpik and James Neal, as well as coach Dan Bylsma and general managerRay Shero. With the new management and coaching staff in place, the Penguins are hoping they can turn things around. Itll be interesting to see how additions Patric Hornqvist and Christian Ehrhoff fit in, but Pittsburgh is still very deep down the middle and has more forward depth than theyve had in a couple of years. Theyre not a lock to finish atop the division, but they are certainly equipped to do so.

    A Stanley Cup Final appearance was a surprising development, but it definitely raises the bar for this season. The Rangers will be expected to compete for the division title and be a dominant force. Whether or not theyre capable of meeting those raised expectations is a bit of a different story, but they do have pieces to work with. J.T. Miller and Chris Kreider will need to be productive, or the Blueshirts could be in trouble, especially now that they wont have Derek Stepan for part of the season due to a broken leg. They need the secondary scoring. As for the top line, goaltending and defense, you basically know what you have, and its pretty darn solid.

    While Pittsburgh and the Rangers are the favorites to finish firstand secondin the Metro (not necessarily in that order), the battle for the remaining spots is where things will get interesting. There are very few unrealistic scenarios here; its essentially a free-for-all. Im going with the Islanders to place third, however, and Im doing that for a bunch of reasons. First, their goaltending situation has vastly improved. Second, theyre deeper down the middle than everyone in the division except Pittsburgh. Third, theyve got something to prove that their playoff appearance two years ago wasnt a fluke and that theyre the real deal. If youre looking for a good sleeper pick, the Isles are it.

    Assuming that young star Ryan Johansen is under contract (which should be the case, despite the current situation), the Jackets are going to push for a playoff spot again. I love the addition of Scott Hartnell, and the young nucleus of Johansen, Boone Jenner and Ryan Murray will only get better. Of course, having Sergei Bobrovsky between the pipes is also helpful. This team has surprised a lot of people lately and I think theyll continue to improve.
