Milner, whose Chadds Ford firm has among its focuses classic American building design and preservation, has been retained for the second phase of the residential and office-space community, which encompasses several blocks in Dalian, a coastal city rapidly becoming a major IT and software center.
Groundbreaking is contingent on property acquisition; Milner said recently that he was unsure when that would happen.
After the initial phone call from the developer in 2009, Milner said, he scrambled. His client wanted to visit first, so Milner organized two weeks' worth of bus trips to 18th-century sites around Philadelphia, such as Fairmount Park, the 1767 country manor Cliveden, and Mount Pleasant, the 1760s Georgian mansion.
Tang, a U.S.-based civil engineer with an MBA from Indiana University's Kelley School of Business in Bloomington, was the key link, acting as translator and liaison for developer and architect.
"They expressed an interest in architectural styles, in East Coast late-18th-century, mainly Georgian and Federal styles," Milner said.
"Southern Hill 1910 was the name of the neighborhood," which was established around that year, Tang said.
The developer was intrigued by the urban-design aspect of U.S. houses laid out on a city grid, as well as by Philadelphia's late-18th-century architecture.
Challenges in China? Milner and his firm have had a few. One was design by committee.
"Sometimes, there were 30 people in the room in a typical meeting," Milner said, including local engineers, construction managers, marketing personnel, and the developer's personal designer. "It was exhausting because meetings lasted all day. But ultimately, they developed confidence in us."
Master bedrooms had to face south, or potential buyers would not be interested, according to the Chinese marketers.

Tour Pearl S. Buck's home in Bucks County, Pa., and you'll feel as if you've discovered a treasure as prized as an oyster's pearl.
Layer after layer of Buck's story will peel away and inspire you as you go room to room, walk the grounds and visit her grave.
A best-selling author, Buck was the first American woman to win both the Nobel and Pulitzer prizes for literature.
But her work went far beyond the printed page.
Buck counseled presidents, mothered a brood of children (one birth child, seven adopted children and at least 10 foster children), changed the lives of thousands more children and fought for racial harmony through cultural understanding.
The daughter of missionaries, she used her vast knowledge of China, where she lived for 40 years, to bridge major gaps in understanding between the East and the West.
Beloved and admired, she also accepted keys to more than 30 cities, collected 13 honorary degrees and was featured on a postage stamp.
She deserves as much admiration as other Bucks County luminaries, including Henry Chapman Mercer, James A. Michener and David Burpee.
"We worry young people will not know who she is because 'The Good Earth' is gone from most school reading lists," said Janet Mintzer, chief executive officer of Pearl S. Buck International, referring to Buck's famous novel about the lives of a Chinese peasant family.
Buck, who died in 1973, was born in West Virginia 122 years ago, grew up in China and lived for nearly 40 years at Green Hills Farm in Hilltown Township near Perkasie.

At first glance, these abstract structures may look like futuristic furniture pieces, which they are in a sense - but not for humans.
They're custom-built shelters for outdoor, stray and feral cats, submitted by 14 U.S. architecture firms as part of a fundraiser forArchitects for Animals, a nonprofit which raises awareness for animals by building better shelters to house them.
The fun and inventive structures - which offer cats refuge, protection from the harsh outside world, and playtime - were all designed pro-bono, and then donated to FixNation, a free Los Angeles-based spray-and-neuter group.
Nifty: Because cats are able to squeeze into any shape that is the same width as their skulls, this structure gives them sneaky cover from less agile predators, according to Formation + EdgarArceneaux Architecture
Formation Association + Edgar Arceneaux architecture firm designed their shelter with a 'continuous rib system' which forms 'sanctuary spaces and safe passages for feral cats.'
