SPRING VALLEY Demolition activity is about to take place in Spring Valleys downtown area.

On Monday, the city council approved a bid price of $132,500 to tear down the city-owned buildings at 124, 200 and 202 E. St. Paul St.

American Demolition of Elgin will be doing the work. The cost of demolition will come out of the citys TIF fund.

City engineer Larry Good explained how the job would include cleaning out the basements of the buildings; the walls of the buildings would then be torn down, and contractors would back-fill in the area with gravel and bring it up to existing grade to match the surroundings. Whats expected to be left behind is three gravel vacant lots.

Looking at the bid price, Alderman Dave Pelligrini questioned what sort of future work would need to be made to the empty lots.

At a point were looking at $132,500 and you know beyond that what are we looking at? Pelligrini asked.

That prompted the question of what would be the future use of the three vacant lots.

Are we going to market them? I dont want to leave them in a bad way because we wont sell them, Pelligrini said. Someone has to dump a lot of expense in there, or else theyre just going to sit there.

Alderman Dan McFadden, who abstained from the bid vote due to living within the TIF district, talked about improvements that would need to be made to the lots to make them attractive to a future buyer. He also expressed concerns with rainwater running down into the empty lots and washing gravel onto the sidewalks and streets.

Good assured he didnt anticipate any problems with gravel washing away from the area, but aldermen agreed they wouldnt know what to expect until it happens.

ENGLISH Heritage has objected to proposals to knock down a derelict listed cemetery chapel in Bradford - the only remaining Victorian one of its scale in the city.

Plans submitted by Bradford Council for the partial demolition of the crime-ridden Grade II listed chapel at Bowling Cemetery, Rooley Lane, Bradford, would make way for the creation of a memorial garden. The move is designed to cut crime at a problem hotspot where a "staggering" number of offences have taken place.

The chapel, built more than a century ago, has been vacant since 1987 and has become a magnet for serious and persistent crime, while also consuming public resources, according to the planning application report.

It reveals that Bowling Cemetery has been hit by the vandalism of numerous grave stones, muggings and assaults in recent months, with what the report described as a staggering 15 offences being recorded at the site between February 1 and July 31 this year.

Earlier this year the Council contacted groups, such as Friends of Bowling Park, to see if they could take on the chapel, but no-one took up the offer.

The design access and heritage statement, said: It is with regret that this application for demolition is made.

The proposal will cause substantial harm to its special interest.

For 27 years, the chapel has consumed public resources. It is clearly in the public interest to now find a long-term and sustainable solution for this building.

The chapel is a threat to the on-going use and maintenance of the cemetery that must be addressed.

Kerry Babington, inspector of historic buildings and areas at English Heritage, states in a letter: "Whilst we understand the pressures on local authority resources, listed buildings are irreplaceable assets of national importance, and they contribute greatly to people's enjoyment of places, their sense of identity and connection with the past.

The plan to demolish a portion of the Mall at Fairfield Commons to pave the way for four to five potential restaurant locations will move ahead despite this weeks announcement that the malls parent company is being sold, a spokeswoman for Columbus-based Glimcher Realty Trust said this morning.

Glimcher officials announced in July that the portion of the mall recently vacated by Elder-Beerman when the department store consolidated two stores into one in the mall would be torn down to pave the way for restaurants or other entertainment concepts. Mall officials say there already has been considerable interest in the spaces.

But they also said demolition will likely begin late this year or early next year precisely the time frame when Glimcher officials will be finalizing the sale of their real estate trust to a similar firm, Washington Prime Group. That stock-and-cash deal, announced Tuesday, is expected to close in the first half of 2015, subject to the approval of Glimcher shareholders, Washington Prime Group officials said this week.

Glimcher had been shopping both its Fairfield Commons mall and the Dayton Mall to potential buyers prior to the buyout/merger announcement, but those two malls are no longer being marketed for sale, Glimcher spokeswoman Karen Bailey told the Dayton Daily News. The decision to move ahead with demolition plans at the Beavercreek mall represents further evidence that its business as usual at the regions two Glimcher-owned malls.

We do not anticipate any disruption to normal operations during the buyout-merger process, Bailey said.

The company will retain its Columbus headquarters and will be known as WP Glimcher. Michael Glimcher, current CEO of Glimcher, will be CEO of the new company. He will serve as vice-chairman of its nine-member board of directors, while Mark Ordan, CEO of Washington Prime Group, will serve as executive chairman.
