The Woodside Town Council tonight is to consider allowing the owner of a $117 million mansion to resume a remodeling job that planning commissioners essentially stopped.
John Hanna, an attorney representing the mansion's anonymous owner, has appealed the planning commission's 3-3 vote on July 31 that put the project on hold.
The owner contends that a planning commissioner who couldn't attend the July 31 meeting had indicated in advance she would have voted to let the remodeling proceed.
The three-story house on an 8.74-acre lot at 360 Mountain Home Road has four bedrooms, five bathrooms, a four-car garage, a swimming pool and a pool house.
The town last year permitted the owner to build one-story additions on each side of the main residence, expand the front entry, enlarge the basement and construct an addition to the pool house.
But when staff planners inspected the site on May 19, they found that "the entire first floor had been demolished, and partial demolition for the second and third floors had also been completed," according to a staff memo.
On July 2, the town ordered construction work to cease until a revised plan could be approved by the town.
Representatives of the owner told planning commissioners the demolition was done for safety reasons, as recommended by a structural engineer. They also noted that there otherwise could have been waterproofing problems between the old and new walls and that the owner wanted to seismically upgrade the home.
But some commissioners said they felt the project had moved far past the simple remodel called for in the application.
However, those who favored issuing a demolition permit noted that it would enable the mansion to look the same from the outside.

The Greenberg Traurig law firm has renewed its office lease for 10 years at the Phillips Point office building in downtown West Palm Beach.
The firm also announced plans for a $1.5 million renovation expected to modernize the 30,254-square-foot space inside the trophy building, 777 S. Flagler Drive. Greenberg Traurig has leased the space since 1991.
Factoring in the remaining term on the old lease, Greenberg Traurig says it will stay at Phillips Point until at least November 2027.
The firm has seven offices in Florida, including West Palm, Boca Raton and Fort Lauderdale.
Addiction center planned for Palm Springs
Retreat at Palm Beach County will break ground Sept. 17 on a $12 million addiction treatment center in Palm Springs.
The project at 4020 Lake Worth Road will consist of two buildings totaling nearly 54,000 square feet. The main building will feature 107 beds; the second will have medical offices and administrative services.
The builder is Fort Lauderdale-based D. Stephenson Construction, which expects to complete the project in the fall of 2015.
West Palm Family Dollar site fetches $1.49 million

When cross-examined by the media, Premier Tom Marshall defended his decision to name the courthouse in Corner Brook after former premier Danny Williams.
Marshall made the announcement that the justice hall that opened its doors in May 2010 will from here on in be known as the Danny Williams Building during a press conference in the courthouse lobby Monday morning.
Speculation before the announcement on social media thought consideration should have maybe went to a former judge from the western region or someone else who made a significant impact on the administration of justice.
Marshall said he is a strong proponent of naming public buildings after those who have given of themselves to public service. He called Williams the greatest premier Newfoundland and Labrador has ever had and noted that new courthouse would not have been built in Corner Brook if it wasnt for the vision and support the project got from Williams.
I cannot think of any name more appropriate to adorn this building which houses the court facilities here in Corner Brook than his, said Marshall.
The premier noted how the Arts and Culture Centre in Grand Falls-Windsor, for instance, is named after former premier Joey Smallwood and not an artist or patron of the arts.
No disrespect to the others (who could have been considered), but I just felt that, given what he did for this province and this area, the appropriate thing to do is to name it after premier Williams, said Marshall.
Williams is a lawyer by profession and was the Tory legislature member for the Corner Brook district of Humber West while he served as the provinces ninth premier.
He said he was ecstatic when Marshall called him recently to ask him if he would accept the honour.
After I stopped doing cartwheels on the other side of the phone, I responded very quickly, said Williams of the moment he was informed of the honour.

The top five largest single occupational groupings include 1.1 million sales and retail assistants, 600,000 cleaners and domestics and 450,000 kitchen and catering assistants, said the Jobs Economist consultancy.
The three occupations which have expanded most over the past three years are taxation experts (up 88 per cent to 34,000), advertising accounts managers and creative directors (up 75 per cent to 33,000) and window cleaners (up 73 per cent, to 47,000).

The occupations which have contracted most over the past three years are debt, rent and other cash collectors (down 52 per cent to 20,000), TV, video and audio engineers (down 46 per cent to 6,000) and insurance underwriters (down 45 per cent to 20,000).
Dr John Philpott, director of the Jobs Economist, said: "It's clear that so-called 'knowledge work' is firmly on the rise, requiring a high level of professional and technical skill and offering decent pay prospects.
"Yet equally apparent is a substantial bedrock of low-skill, low-wage service work which accounts for the UK's relatively high incidence of low pay, with around one in five employees earning less than the commonly used low pay threshold for developed economies.
"While with considerable justification we like to portray ourselves as a nation of increasingly better educated and skilled professionals, we could also reasonably be described as a nation of shop assistants, cleaners and restaurant or cafe washer-uppers."

How to Install Submersible Fountain Pumps Submersible fountain pumps are versatile and can be used to create a fountain in your yard or even a waterfall to decorate your pool landscape. A submersible fountain pump operates by sitting under water at the lowest spot available and drawing the water through the bottom of the pump, pushing it through plastic tubing until it reaches the point where it is needed. Installing your fountain pump is not difficult to do and it gives you the ability to move water wherever you need to enhance your landscaping. With the proper products and tools, you can install a fountain pump in an afternoon.

Items Needed: Fountain pump Fountain head (optional) Cinder blocks or bricks Hacksaw with blades Plastic tubing Hose clamps (optional) Screwdriver
CAUTION Do not connect pump to power until directed to do so.
Step One Situate pump Place a cinder block at the lowest point of your water feature and set the fountain pump on top of the block. If you have a shallow pond, use a block fence cap or bricks as a base for the pump. The purpose is to limit sediment that settles to the bottom of the pond from getting sucked into and fouling the pump.
Step Two Attach outlet water tubing Place a hose clamp over the tubing about four inches from the end and then attach the tubing to the water discharge stem of the fountain pump. Move the clamp so that it is about 1/2 inch from the end of the hose, and firmly secure it. If the hose-to-stem fit is very tight, the use of hose clamps is optional.
Step Three Route tubing Lay out the tubing so that it directs the water to where you want it delivered. Leave the hose long until you have positioned it correctly. Secure the discharge end of the tubing with landscaping rocks, or attach the end to the inlet of a fountain head or urn or statue or other feature.
Step Four Connect to power Plug the electrical cord from the fountain pump into the nearest GFCI electrical outlet. Inspect the electric cord to verify that it is not laying in water or any hazardous or dangerous places. If possible, run the electrical cord up a post or exterior wall to protect it from foot traffic.
Step Five Add water and verify operation Turn the fountain pump on and verify that it is moving the water through the tubing properly. Check for any leaks at the tubing connections and correct any problems. Conceal the pump from view but take care to not crush it or dislodge it from the solid surface.

Here is a list of road projects around the Heartland scheduled for Monday, Sept. 8.
Butler County, MO
Route CC in Butler County will be reduced to one lane as Missouri Department of Transportation crews perform pavement repairs. This section of roadway is located from Route 51 to Route FF. Weather permitting, work will performed Tuesday, Sept. 9 through Wednesday, Sept. 10 from 8 a.m. to 3:30 p.m. daily.
East and westbound traffic will be restricted. Existing lanes of Route 67 from CR 323 to Route 160/158 will be signed as Route C. The north end of Route C (existing Route 67) will remain closed for about two months as work is completed at the intersection of Route 67, Route C, and CR 323.
Bollinger County, MO
Route JJ in Bollinger County will be reduced as Missouri Department of Transportation crews perform pavement repairs. This section of roadway is located between Route 51 and County Road 350. Weather permitting, work will take place Monday, Sept. 8 from 6:30 a.m. to 4:30 p.m. daily.
