    Senior center reopens with better parking lot, kitchen

    Meadowlark Senior Center has a new kitchen, a new parking lot and a new look.

    The center reopened Tuesday after being closed for remodeling since June. Senior Services Manager Deborah Brogdon said the renovations have been a priority since 2007.

    Weve been like little bulldogs, she said of the persistence it took to get money for the projects.

    Construction workers are finishing up landscaping, but city Parks, Recreation and Community Services Department leaders wanted to reopen the center as soon as possible. Department Director Jay Hart said contractors have until the end of the month to finish.

    Outside, the deteriorating parking lot was repaved, with extra handicap parking spaces, Brogdon said. The overall number of spaces stayed the same, although a few are blocked off until construction finishes.

    The parking lot also has a new drop-off area, which Hart said had already received multiple compliments. It has new underground drainage, so water doesnt run over the pavement, where it might freeze and cause falls, Brogdon said.

    Architects designed the improvements to encourage better traffic flow, and Brogdon said the lot exceeds Americans with Disabilities Act standards.

    I like it, said senior center member and volunteer Gerald Lewis.

    Economic recovery driving up construction costs

    Residential and commercial construction has kicked into high gear in the last year, driving up the price of everything from lumber to labor, as the economy has begun to recover from a recession that started in 2008. For taxpayers throughout the Lowcountry, that's meant schools and a new county jail will cost millions of dollars more than was anticipated when they were initially planned. Grace Beahm/staff

    Lowcountry residents will be paying millions more for a new jail and getting fewer frills in the next generation of schools because of rising construction costs rolling across the country as the economy emerges from years of recession.

    Dorchester District 2, which is building three new elementary schools and a middle school with $179 million in bonds approved by voters two years ago, was surprised when bids on the first two elementaries came in around $20 million apiece. That was about a third more than originally predicted, forcing the district to cut out upgraded heating and air-conditioning systems, LED lighting, landscaping and some classroom sinks.

    "We were quite shocked on bid day because the bids came in higher than expected," said Bob Folkman, Dorchester District 2's capital improvements facilitator.

    Construction costs have been on the rise nationally since the housing recovery went into high gear in 2013. The improved housing market has been among the driving forces that have helped the economy emerge from the recession that began in 2008, creating more jobs for electricians, plumbers, carpenters and related manufacturers.

    But the higher demand for skilled workers and building materials has driven up the price tags for some public works projects whose costs had been figured when the economy was still struggling.

    Dorchester County took a hit recently when bids for its new jail came in about $5 million higher than expected. When planning started in 2012, the building was estimated to cost about $14 million, but the low bid came in at $18.8 million. County Council voted in July to increase the budget rather than try to cut corners.

    "Right now everybody's coming out of the gates wanting to build, and that's driving prices up to pre-2009 levels," Folkman said. "That's a big hit on budgets that were developed in 2012."

    When Folkman worked for the Pickens County School District during the recession, the opposite was true, even through last year.

    "In Pickens, people were taking work just to stay in business," he said. "When I came down here, I was amazed to see how much was being built, and it's been reflected in the prices."

    Homebuilders focus on catering to family pets

    A growing number of newly built homes are set apart by their amenities for dogs.

    California-based Standard Pacific Homes is building and selling homes in 27 of its 190 developments nationwide that are believed to be the first to offer a pet suite as an option in every one.

    The most lavish suite is a 170-square-foot pet paradise with a step-in wash station, handheld sprayer and leash lead; tile walls and floors; a designated drying area with a commercial-size pet dryer; a water station; automated feeders; a large bunk-style bed; cabinets for toys, treats and food; a stackable washer and dryer; a French door that opens to a puppy run; and a flat-screen TV.

    Standard Pacific began offering pet suites after conducting livability studies with homeowners. Pets were a constant theme, says Jeffrey Lake, vice president and national director of architecture for Standard Pacific.

    Devotion to pets is second-to-none, he says. They are family.

    The American Pet Products Association reports that 68 percent of Americans own pets and contribute to an industry worth more than $55 billion annually.

    Real-estate officials say building homes designed to cater to pets is a new concept, but that remodels for pet owners have been available for some time.

    Adam Cowherd Construction in Ozark, Mo., installs pet-friendly additions to homes. Cowherd said he recently finished a job where there was an open shelf on the end of a kitchen island to hold pet bowls.

    Owners want it uniquely functional, very contemporary and something that catches the eye, Cowherd says.

    New Dean Rusk school construction on schedule for completion in 2016

    Work on the new 255,037-square-foot building began in February and once completed, it will replace the existing Dean Rusk Middle School, which is now more than 25 years old and houses fewer than 900 students.

    The Cherokee Board of Education received an update on the progress of construction on the new facility at its meeting Thursday and project managers report the new facility is on schedule to open for the 2016 school year.

    Principal Cindy Cooper said the new facility, which will be built to house 1,600 students, is absolutely needed.

    This facility is going to provide sixth- through eighth-grade access to tremendous instructional technology, and its also going to relieve some overcrowding in the zone as well, she said. What is going to be within the walls of that new building is going to be tremendous.

    Asphalt and curbs have been laid in what is to be the front parking lot and grass began sprouting in late August, project managers said in the report given to school board members.

    Structural steel installation is underway and most of the concrete slabs for the building have been put down, with polished concrete floors scheduled for pouring in late September.

    Cooper said, referring to the construction progress, things are starting to come up out of the ground now.

    To say that we are excited doesnt even come close, she said, thanking the superintendent and school board for the opportunity to get a new facility and thanking voters for approving the education SPLOST, which paid for most of the project. My teachers are absolutely thrilled. Theyre excited about the new technology and being in a new building, and what that entails.

    The technology upgrades planned for the new facility, Cooper said, will give students and teachers many new opportunities for teaching and learning.
