Before anything new rises from the riverfront spot now occupied by the Jacksonville Landing, the taxpayer cost of clearing the site would run close to $3.8 million just to raze the existing mall and also tear down the nearby on-ramp to the Main Street bridge.
The demolition of the aging mall would cost roughly $3.2 million, according to estimates Sleiman Enterprises has calculated for the city. That expense is part of the $11.8 million that Mayor Alvin Brown is asking the City Council to authorize for redevelopment of the Landing.
In addition, the state Department of Transportation estimates it would cost about $580,000 to tear down the on-ramp that connects Independent Drive to the Main Street bridge beside the mall.
The city has requested removal of that on-ramp because it would open up more ground-level real estate for construction of new buildings that would house apartments, stores, parking, and possibly a boutique hotel.
The state transportation department has scheduled a Sept. 25 public hearing on the proposed ramp closure.
How the state would pay for that demolition remains up in the air. The $11.8 million sought by Brown does not include anything for taking down the ramp. The state doesnt have the ramp removal listed in its own work program, which itemizes future spending on road work, department spokeswoman Gina Busscher said.
Ultimately, the state would want to see what the city decides to do with redevelopment of the Landing before moving forward on the ramp demolition, Busscher said.
The public hearing slated for Sept. 25 is just trying to get ahead of the game and gauge the comments from the public, Busscher said.
By then, the City Council will have done its review of the proposed $11.8 million in city funding for the redevelopment. The councils Finance Committee has been reluctant to authorize any new debt and has created a special committee that will examine what projects make the cut for the fiscal year starting Oct. 1.
The proposed revamp of the Landing would use a combination of government and private financing. The city owns the land and leases it to Sleiman Enterprises, which owns the buildings.

More of Charlestons historic buildings could be spared from demolition after the City Council passed Tuesday evening a delayed-demolition ordinance.
The bill originated with the Strong Neighborhoods Task Force and outlines three levels of historic designation.
The first is a badge of honor that recognizes a buildings historical significance. The second allows for a 90-day stay of demolition for historically designated buildings. Community members can take those 90 days to work with developers to figure out an alternative use for the building. The Historic Landmarks Commission, which is charged with approving or denying nominations and stays of demolition, could waive the 90-day delay if a structure is found beyond repair.
The third level gives a structure a historic designation, allows for a demolition delay and requires a design review for any changes made.
Buildings that arent already on the national or local historic register at the time of proposed demolition wouldnt be covered under this ordinance.
The City Council has the final vote on whether a structure would be listed on the local historic register or not.
Councilman Joe Deneault announced at the end of Tuesdays meeting that there will be a community safety meeting held Thursday at Stonewall Jackson Middle School at 6:30 p.m.
The council also heard from retired Charleston Fire Chief Chuck Overstreet about sick days and accruals to be used toward OPEB health premiums for firefighters. Overstreet said firefighters have approached him since the city cut their sick days and said it feels like discrimination, because his department was the only one to experience cuts.
In the Fire Department, the only people that deal with sick people 24-7, 365 days a year they have to have a doctors excuse every time theyre sick, Overstreet said.
City Manager David Molgaard said the city decided in 2012 to parity firefighter sick leave with that of civilian employees. Firefighters now get one-and-a-quarter the number of sick days that regular employees get, Molgaard said.

Charleston council passes delayed-demolition bill
MANILA - One single "demolition job" may not be enough to bring down Vice-President Jejomar Binay, the opposition party's presumptive presidential candidate in the 2016 elections, a political analyst and strategist said Tuesday.
Malou Tiquia, in an interview on ANC's "Beyond Politics," believes that Binay's support base is solid.
Tiquia said support for Binay has not been eroded since the 2010 elections.
She added that Binay's strength lies in the "Noy-Bi" base, or supporters of Aquino and his own that saw him and the President elected.
Tiquia added that the former Makati City mayor sees the value of the "Noy-Bi" base that he can use in 2016.
Pulse Asia research president Ronald Holmes echoed Tiquia's assessment.
Holmes said support for Binay is equal across areas and economic groups.
However, survey numbers are not yet firm as not all candidates for the presidency have officially declared their intent to run.
Describing Filipino as "dispositional" and not "intentional" voters, Holmes said even if performance ratings of Binay and other would-be presidential candidates drop, this may may not translate into actual votes for their opponents.
Tiquia, meanwhile, said "political demolition derbies" are the norm before elections.
