Hollister School District trustees have approved a $3,100 contract for mold remediation at the district's oldest campus, R.O. Hardin Elementary School.
Superintendent Gary McIntire had already authorized the cleaning, as he can use up to $7,500 in emergency expenditures between board meetings. Board members approved the expenditures retroactively at their regularly scheduled meeting meeting Tuesday.
The agenda item left at least one R.O. Hardin educator at the meeting dismayed.
That's not cool, said Susan Cat, a R.O. Hardin kindergarten teacher with a classroom very close to the one that had mold, in an interview with the Free Lance. I'm kind of concerned about that. I didn't even know about that.
The mold remediation was not mentioned at the most recent staff meeting, she said.
Custodians cleaning the campus during summer break looked up and noticed mold on the ceiling inside of Room E, according to the R.O. Hardins Principal Jananne Gaver, also in the audience at the school board meeting.
The district learned of the mold in early August and had the issue addressed about one and a half weeks ago, said McIntire.
It had been leaking a while as far as I know, said McIntire, who noted that it's important for teachers and staff members to report leaks so the district can respond immediately to potential mold.
The district already had an agreement with Environmental Remediation Technologies for asbestos inspection services and contacted the business to perform air quality and mold testing in Room E, according to a staff report on the matter. The report stated that there were normal mold conditions inside the classroom, but a visual inspection indicated that there was visible mold growth above the suspended ceiling, primarily on the insulation.
JWH Asbestos Removal Services did the abatement work, which included taking out the affected ceiling tiles, but district maintenance and operations crews reassembled the room, McIntire said.

Prime Minister Narendra Modi's exhortation to end open defecation has resulted in two large donations for the cause: Rs 100 crore each from the Bharti Foundation, the charitable arm of the Mittal family, and Tata Consultancy Services. The money may be large but it begins to look small when seen in the context of the problem. For instance, the Bharti Foundation has decided to make all the 965 villages in the Ludhiana district of Punjab free of open defecation. The programme will start next month and is expected to get completed in two to three years' time. Rakesh Bharti Mittal, the co-chairman of Bharti Foundation, reckons this will require the foundation to construct about 50,000 toilets. At Rs 25,000 to Rs 30,000 apiece, that could cost at least Rs 125 crore. And there are over 650 such districts in the country! According to the 2011 census, 67 per cent of rural households and 13 per cent of urban households defecate in the open. As much as 60 per cent of the entire open defecation in the world happens in India. In all global maps that depict the unhygienic practice, the reddest zone is India.
The Water and Sanitation Program of the World Bank had estimated that inadequate sanitation cost India $53.8 billion in 2006 - 6.4 per cent of the country's gross domestic product in that year. Open defecation breeds various illnesses, which cause a loss of output. Also, people often have to walk some distance before they reach a defecation site. This, too, impacts output. The health problems created by open defecation are known to create stunted children, and this affects productivity when they join the workforce. Parents don't send girls to schools because they don't have toilets. For women, open defecation causes loss of dignity. It also deprives the country of serious earnings from tourism. These are strong economic and social reasons to end the practice. Health benefits kick in, experts say, when 30 per cent of the community starts to use toilets. At 70 per cent usage, half of the benefits are reached.
Some might say that there is some correlation between water availability and open defecation. Theoretically, it would seem so. Every time a flush is used, almost 15 litres of water get used. Even in the most economical toilets, at least three litres of water are required. For a family of five, that means additional 15 litres of water in a day. As women are the water carriers in rural households in the arid regions of the country, a toilet at home means more work for them. But research carried out by the World Bank shows there is no correlation between water availability and open defecation. In fact, women, followed by infirm people, are the biggest champions of toilets inside homes. There is only one block (sub-district) in the country that is totally free of open defecation - in the water-scarce Churu district of Rajasthan.
Even in the remotest corner of the country, everything required to set up a toilet is available within a radius of 20 kilometres; yet there is widespread reluctance to install a toilet at home. One reason is monetary. For example, the per capita income of Bihar is Rs 25,000 a year. For a family of five, that means income of Rs 1.25 lakh. For it to spend Rs 25,000 on a toilet is a tough choice. To help such families, Rural Development Minister Nitin Gadkari has proposed to raise the money allocated for a toilet from Rs 10,000 to Rs 15,000. But like all subsidies, only a fraction of the toilet subsidy reaches the intended beneficiaries. That is why researchers say the improvement in the sanitation standards of the lowest quintiles of population has been marginal.
The biggest deterrent to toilets is actually the Indian mindset. Recent work by Research Institute for Compassionate Economics in five states (Bihar, Haryana, Madhya Pradesh, Rajasthan and Uttar Pradesh) found that over 40 per cent of the households with a functional toilet have at least one member who defecates in the open. These people find open defecation more pleasurable and desirable. In other words, even if the government were to fit every home with a toilet, the problem is unlikely to vanish. There is ample evidence to suggest that toilets built with government help are often used as store rooms or even cowsheds. The Punjab government had launched a programme to build community toilets in the state, but these quickly fell into disuse.
That is why it is necessary to instill some sort of behavioural change amongst people. More than the money, Prime Minister Narendra Modi has helped the cause of sanitation by bringing it to the forefront of the national conscience. It now needs to travel down the chain. Mr Mittal expects students of the 48 schools that the Bharti Foundation runs in Ludhiana to be the agents of change. While the money is important, people first need to build toilets in the mind.
It is also surprising that though it is such a problem, there has been very little work on toilets, especially in developing low-cost ones. Though Kolkata in 1870 became the third city in the world after London (1850) and New York (1860) to get a sewer system to dispose of human waste, the country's sewer system is far from adequate. Less than 15 per cent of Indian cities have sewerage. Less than a fifth of these have sewer-treatment plants. Due to the high costs and logistical challenges involved in setting up sewer systems, the country for quite some time will depend on the septic tank system. But it can have serious health hazards in flood-prone areas. This is clearly an area that is waiting for some serious investment in research and innovation.

When the Connors family decided to rebuild their Shore house in Avalon, they knew the most important element of the design was already in place - just outside their window.
"Our No. 1 goal was to capture the views," Terri Connors said. "We didn't want decks or awnings in the way. It was a very different concept, if you look at other houses that are on the beachfront. This is probably the only house on the island with 180-degree ocean views. You see the dolphins in the morning and the afternoon. The plan was, at each area of the house there was a different view to take in."
As she spoke, a pod of dolphins appeared in the surf as if to prove her point: This is about as close to living on the ocean as you can get without a hull.
A combination of the state-of-the-art technology and old-fashioned detailing, the house offers a double-gabled glass-and-steel embrace to the waterfront, but assimilates into its Shore surroundings with faade-length porches wide enough for rocking chairs and flared columns clad in cedar shakes.
In other words, said Mark Asher of Asher Associates Architects in Jenkintown and Stone Harbor, the goal was to please the Connorses - without alienating their neighbors.
"I used a sort of coastal vernacular, with natural materials and historical details that you would find in the turn-of-the-century homes that dotted this coast - but we just reimagined them," he said.
The question was how to marry those traditional elements with a modern glass box. "That's a tough marriage, and it usually ends poorly, frankly," he said. "But I think it was successful here."
The result is finished with a brick drive laid in a herringbone pattern with a lush grass median, and landscaping that fades into dune grasses, then beach beyond.

Quake spells end for 91-year-old building

CHURCH SERVICE: Catholic priest Father Aidan Kay and deacon Richard Booker, outside the earthquake-damaged St Peter Chanel church in Ward, which is to be demolished.
The St Peter Chanel Catholic Church in Ward is scheduled to be demolished today.
Like St Andrew's Presbyterian Church in Seddon, which was demolished on July 27, the Ward church was deemed unsafe after suffering earthquake damage last year.
Simcox Construction had been contracted to do the work, and project manager Paul Scott said the demolition would take about a day.
"We'll do the demolition work on Friday and cart the rubble away on Monday. They [church management] have already taken everything they want out of the church, and we will try to save the roof if we can, but we'll have to see how it goes," he said.
The small red-brick building is 91 years-old and was damaged in the 6.6 earthquake last August, which caused cracks in its tower and water damage from a broken cylinder.
The Catholic congregation has been worshipping at St Peter's Anglican Church since their church was declared unsafe.

Construction of a multipurpose facility at Concordia Lutheran church and elementary school was 20 years in the making.
The new $2 million, 18,150-square-foot arena at 4245 Lake Ave. has come at a time when enrollment has grown along with church activities, said Michael Rosin, the schools principal.
We have an existing gym thats a little bit small, Rosin said. Its difficult to accommodate all of the sports teams we have. As a result, some of those practices for students in grades 5 through 8 have ended at 8 p.m. or later.
The new building will provide two additional gyms, one full-sized high school gym and another gym that can be divided into two middle school practice gyms. Play rehearsals may take place in the existing gym, Rosin said, but performances and other events such as outside speakers could see a crowd of up to 1,000 using a combination of bleachers and chairs.
The new stage is 40 feet across, whereas the existing one is 23 feet.
The space will also be used for contemporary worship services. The congregation is 2,000 strong.
Its great for the school and great for our future outreach for our community, said Brian Schlegel, who has three boys in the second, fifth and seventh grades at the school. Schlegel is a basketball coach there, and two years ago there were so many basketball teams that we had to rent space at Speice Fieldhouse.
The enrollment for K-8 grades has jumped from 320 to 368, much of that attributed to the states voucher system, Rosin said. About 180 students receive vouchers, half of which are church members, he said. Tuition of $4,600 a year is paid from 50 percent to 90 percent. The K-8 school could accommodate 450 students, up to 25 a class in kindergarten through eighth grades.
There are currently 415 enrolled at the school, including preschool children.
Church officials expect construction to be completed in May. They broke ground this month on the arena.

Two Christian congregations and at least 40 Allentown senior citizens were left without a place to gather after a Thursday afternoon fire ripped through the roof of the church where they assemble.
The three-alarm blaze began at 4:14 p.m. while workers were on the roof of the church at 631 E. Warrington Ave., city public safety spokeswoman Sonya Toler said.
Ripley & Sons Construction workers hired by Hilltop United Methodist Church told the Rev. Sue Hutchins that something caught fire while they were working on the roof, she said. Pittsburgh fire Chief Darryl Jones said he had also heard that, but an investigation into the fires cause is ongoing.
Its pretty devastating, but God is bigger than any fire, said Rev. Hutchins, whose congregation, along with Redeemer On The Mount, and the Allentown Senior Citizen Center are housed in the church.
She said she was working in her house next door when she saw burning material falling from the roof. She then helped ensure that those in the senior center were moved to safety and that the roofers were OK.
A third alarm was called by 5:06 p.m. in deference to firefighters safety in Thursdays steamy weather, Ms. Toler said.
Chief Jones said fires in churches can be very difficult to extinguish because of the vaulted ceilings.
Firefighters removed items from the sanctuary that they believed to be of sentimental value to the congregations, such as plaques and items used in religious services, the chief said.
Its a small step, considering the amount of damage, he said.
No one was injured in the fire, Ms. Toler said. A roofer hyperventilated but declined care, she said.

The congregation will be singing praises from their pews by the end of 2015, when the newly rebuilt Grace United Church is set to be unveiled.
Members of the church board gathered on Tuesday afternoon to receive a $12,500 donation from Bexson Construction, which will help alleviate the cost of the $4 million project.
Were taking apart the old church and leaving our existing sanctuary standing, said Alison Weaver, president of the Grace United Church board.
The sanctuary was built in 61 and everything else was built previous to that, so thats whats coming down.
Out with the old means in with the new, and the plans for renovations include a new hall, kitchen, choir rooms, meeting rooms and offices. All of the amenities of the church will be on the same level, making the building accessible to everyone.
The demolition of the old church comes after maintenance issues became too much.
