    City posts 'Measure E' for card room facility in Milpitas

    As expected, City of Milpitas has posted language for the Nov. 4 ballot measure for voters here to consider a gambling establishment up to 70,000 square feet in size and bring in a projected $8 million in new tax revenue annually to the city.

    The ballot measure on the card room question has been assigned as "Measure E."

    Milpitas City Council voted unanimously Aug. 5 to place the measure on the fall ballot that if approved by voters would allow a card room in the city, likely to be San Jose's Casino Bay 101, along with imposing a tax on the operator.

    If the ballot measure is approved by voters, the city expects an operator like Bay 101 to locate near the western edge of the city near North McCarthy Boulevard and generally between state Route 237 and the Newby Island landfill, west of Interstate 880.

    The ballot question is written as follows:

    "Shall one licensed gambling establishment in which any controlled games permitted by law, such as draw poker, low-ball poker, panguine (pan), seven-card stud, or other lawful card games or tile games, are played, be allowed in the City of Milpitas and shall that card room establishment pay a tax of 10.5% on gaming revenues?"

    According to the city, implementing Ordinance No. 285 is Exhibit A to the resolution, and is available on the city's website -- http://www.ci.milpitas.ca.gov -- and a copy may be obtained from the Milpitas City Clerk's office.

    The proposed ordinance will be published in full in all sample ballot pamphlets mailed to Milpitas voters by the Santa Clara County Registrar of Voters.

    Ballot arguments in favor or opposed to the ordinance, limited to 300 words, were to be submitted by Tuesday.

    Micro lawn-mowing businesses put food on table for poor laborers

    A gray lawnmower sits idle with a bright red plastic gas can hanging from its handle. Dead grass and rust fill its small crevices.

    Dewey and his girlfriend Naomi, who declined to give their last names, depend on the ancient machine to make money. The unemployed couple go door to door asking home and business owners if they can mow their lawns, sometimes for just $5.

    "It can get pretty rough out here. It takes a lot out of you, but we take it day by day," said Dewey, standing near the lawnmower outside of a corner store at 38th and Burleigh streets in the Sherman Park neighborhood. "Our area is from here to wherever we can find work."

    Dewey and Naomi walk miles a day throughout the North Side, visiting regular clients every two weeks in the hopes of cutting their lawns. At times, clients cancel, leaving them frustrated and broke. On occasion, they bring their three children with them on landscaping jobs, hoping that the sight of the children elicits sympathy from potential clients.

    "My kids work too. My 3-year-old knows how to pull weeds," said Naomi, wearing a tank top with a bandanna covering her cropped hair.

    Naomi rested a mini pizza on her lap as she sat in a lawn chair against the brick wall of the store. She lifted a small piece high enough for the cheese to dangle into her mouth as she explained her plight.

    On a good day, she and Dewey mow five lawns, making about $50. On a bad day, like this one, when they make not a dime, they resort to eating small microwaveable pizzas from the store.

    "I didn't even eat it because it was old. I have had lots of days going to bed hungry," said Dewey, who has Naomi's name tattooed on his neck. "There are days that there's more gas in that gas can than food in my stomach, because I have to stay ready for work."

    Naomi and Dewey are part of an informal service industry in Milwaukee made up of landscapers who go door to door, offering up their services at a discount as a way to make a living. During the winter, many of the landscapers go door to door with shovels, hoping to make a few dollars clearing snow and ice.

    SAN DIEGO (CNS) - A 33-year-old parolee was arrested after a passenger in his car, which stalled in the Paradise Hills neighborhood, told a bystander she had been kidnapped, police said Friday.

    Ben Hill and the 21-year-old victim were in a 2007 Honda Accord that stalled in the vicinity of Landscape Drive and Parkside Avenue shortly before 8 a.m. Thursday, according to San Diego police Sgt. Ray Battrick.

    The woman told someone who was helping Hill start the car that she was being held against her will, Battrick said. The bystander alerted police and gave descriptions and the car's license plate number after the pair drove off, he said.

    Police caught up to Hill and the victim after responding to a report of a man with a gun in the 17100 West Bernardo Drive shortly before 9:30 a.m. Thursday, Battrick said.

    Further details about the incident were not immediately available, but Battrick said the police department's Robbery Unit was investigating.

    Hill was arrested and booked into jail on a parole violation, according to police and jail records.

    The victim was not injured, the sergeant said.
