The Washington County Board of Commissioners, sitting as the Washington County Regional Railroad Authority (WCRRA) Aug. 12, approved the scoping decision for the Draft Environmental Impact Statement (DEIS) for the Gateway Corridor.
The Gateway Corridor is a transitway that stretches from downtown St. Paul to the St. Croix River Bridge, along Interstate 94, Hudson Road, and Highway 12.
The WCRRA is the lead agency on behalf of the Gateway Corridor Commission in partnership with the Metropolitan Council and the Ramsey County Regional Railroad Authority for the completion of a DEIS for the Gateway Corridor. As the lead agency, the WCRRA must take action on the official scoping decision which outlines what will be studied in the DEIS document. The Gateway Corridor Commission has stated its recommendations for consideration by the WCRRA, after completion of a technical analysis and receiving public input.
The recommendations for the scoping decision include advancing BRT in a dedicated guideway as the recommended transit mode, with an alignment through Oakdale, Lake Elmo, and Woodbury.
The DEIS will determine mitigation measures, further engineering, and public engagement. The process will eventually require Federal Transportation Administration approval.
The scoping decision for the DEIS will review traffic, noise, property acquisition, and other aspects of the Gateway Corridor project.
The public may receive information on the project through a scoping booklet and project fact sheets, as well as a YouTube video, under The Gateway Corridor Scoping Video. Public comments have been received through meetings and the scoping comment period.
County will convey tax-forfeited land for road right-of-way
The Washington County Board of Commissioners agreed to convey six tax-forfeited land parcels to the City of Stillwater Aug. 12, to be used for road right-of-way for Creekside Crossing.
The parcels are outlots along the roadway, which goes north from Boutwell Road. Minnesota law requires counties to manage tax-forfeited property on behalf of the state, and the County Board must approve the disposition of the property.

The Government of Canada awarded a $35-million lease contract to Armco CapitalInc., the successful bidder in an open, fair and competitive process. The new building is being constructed in the Bayers Lake Business Park in Halifax, and will accommodate approximately 550work stations for CRAs Nova Scotia Tax Services Office.
The new leased office building will better accommodate CRAs workforce and space requirements and provides best value for Canadians, with approximately $28 million in savings over the long term.
After the move, the CRAs current downtown Halifax accommodations at the Ralston Building will be available for redevelopment, which will provide a unique opportunity for the community and contribute to the economic development of the Halifax downtown core.
The Harper Government is committed to obtaining the best possible value when finding accommodations for Government of Canada operations. This relocation will result in savings of approximately $28million for Canadian taxpayers and will provide a modern and productive work environment for Canada Revenue Agency employees.
This new facility will better meet the Canada Revenue Agencys operational needs and will help us improve service delivery for Canadian taxpayers. This is a good plan that offers the best solution to the CRAs employees and offers best value at the lowest cost.

Critics of the Vice President file a supplemental complaint with the Ombudsman supposedly showing the Makati building is 'more scandalously overpriced' than they initially thought
MANILA, Philippines Complainants against Vice President Jejomar Binay and his son, Makati Mayor Erwin Jejomar Binay Jr, filed a supplemental complaint with the Ombudsman on Monday, August 18, to cite a higher amount by which a Makati government building was allegedly overpriced.
In a 9-page supplemental complaint, Renato Bondal and Nicolas "Ching" Enciso VI cited a Commission on Audit (COA) memorandum showing 8 ordinances passed by the Makati city council allocating a total of P2.71 billion ($62 million)* for the construction of the disputed building.
Again comparing the new figure with data from the National Statistics Office (NSO) a method that Mayor Binay have disputed Bondal and Enciso said the building's construction was overpriced by at least P1.9 billion ($43 million*).
This is higher than what was cited in their initial complaint, which said the final contract price for the parking building was pegged at P1.56 billion ($35 million). The building, they said, was "even more scandalously overpriced" than they initially thought.
The building's construction covered the years 2007 to 2013, which included the terms of two Binays as the city's chief executive.
The senior Binay was Makati mayor from 2007 to 2010, while his son and co-accused is the incumbent.
New evidence prepared by co-accused
The complainants are now using as evidence a memorandum prepared by COA supervising auditor Cecilia Caga-anan. The document was supposedly a report submitted to Caga-anan's superiors.
Bondal and Enciso claim the document "indubitably provides the ammunition" to their charges.

Cutting red tape at the Civic Center won't be easy, speedy or inexpensive.
After 18 months of study, a citizens committee has concluded that hiring more Community Development Agency staffers, launching a sophisticated communication program, training, lowering fees and a variety of other moves are needed to engage the public, boost customer service and speed permit approval.
The panel provided no cost estimate for the ambitious effort, but the tab for new staff, as well as advice officials are likely to seek from communications and related consultants, easily tops several hundred thousand dollars, and could mount to well more than that.
The county's Regulatory Improvements Advisory Committee, which convened and deliberated with help from a facilitator, concluded that easing the permit process will take more hand-holding at the planning counter by generalists skilled in planning and public works disciplines, along with lots of backshop work simplifying, explaining and speeding review procedures.
The 11-member panel, appointed by officials after Lucasfilm abandoned plans for a film studio at Grady Ranch, "identified opportunities to reduce bureaucracy, achieve a more timely process for reviewing development proposals and allow for greater customer choice and flexibility for permit-related services," according to its final report.
Varying improvements are needed regarding time management, permit tracking, staffing, community planning, permit and fee structures, information distribution, agency review and training of design review board members, the panel said.
It called for a sophisticated communication program, using all media as well as public forums, to alert residents about permit procedures, project proposals and planning affairs. It urged officials to simplify regulations, launch an ombudsman system to mediate disputes, create online and "one-stop concierge" permit processing programs, tie permit fees to actual costs, and add a full-time "plan checker" post.
"A concerned public can contribute to project deliberations much more productively and substantively when it is informed and knowledgeable about the purpose of review, its procedural steps, the relevant policies and standards affecting the county's decision, and the milestones involved," the committee noted. "The committee urges the county to organize information in a complete and understandable manner, to make all information accessible in variety of formats, and to actively inform all members of the community about how to successfully participate in the review process."
Service improvements proposals include an ombudsman program "allowing an impartial intermediary to intercede on the behalf of an applicant, or other concerned party, to communicate the nature of the problem and negotiate its resolution with the agency staff." Also needed is a "permit concierge" planning role coordinating information for all parties involved or interested in review of a project, as well as a "multi-disciplinary reviewer" in a sort of front counter traffic cop role.
In short, the committee wants government to smooth the way for projects that meet county regulations, advising applicants, neighbors and others about the rules, requirements and consequences, potential outcomes and roadblocks.

Clothes with no definition make you look like you have no shape. If you have bulges or rolls, then shift attention away from them. Avoid strapless maxi dresses if you have a large chest. Get details like a ruffle over the chest and a detail to accentuate your waist. The length of the dress also helps to elongate your body, thus making you appear taller and slimmer. Look for fabrics that float away from your body.
They look stunning and classic on curvy girls. Fit is key. Make sure it fits your waist, hips, buttocks and thighs. It should gently hug your body but not be skin tight. Choose skirts that hit just three inches above the knee. Again if you have wildly varying proportions, such as a very small waist and full hips of an hourglass, you will probably need to have the waist taken in. The fact is, you have a better body than you realise. What you just need is a little help in lifting and moulding. When buying the underwear, consider the shape of your body. If you are apple shaped, buy high-waist underwear rather than mid-waist. Your hour-and-a-half glass figure is splendid and you need underwear that would give you that great look.

Bev Hardenberg, with Zac, says council workers have cut down dozens of pine trees along Rubicon Street in recent weeks after last year assuring two dog clubs who use Morshead Park the street's trees would not be destroyed.
Leading the campaign is dog owner Bev Hardenberg who estimated council workers had cut down dozens of pine trees along Rubicon Street in recent weeks.
Ms Hardenberg said removal of the trees followed assurances from the City of Ballarat at the beginning of the year, that trees within the street would be preserved.
Ms Hardenberg said an urgent meeting was called between members of the German Shepherd Dog Club of Victoria, Ballarat Dog Club and representatives of the council when pine trees along nearby Pleasant Street were removed at the end of last year.
Ms Hardenberg said at the meeting the council reaffirmed trees along Rubicon street would not be destroyed.
But at the beginning of this month, Ms Hardenberg said she noticed a pine tree which the dog owners used to park under had been cut down.
Days later she noticed that a series of trees leading to the reserve had also been culled.

A 106-year-old Swedish Whitebeam tree that stands at Grettisgata 17, downtown Reykjavk, will be spared by zoning officials after the people of Grettisgata and surrounding streets organized demonstrations, including petitions and an outdoor concert, to protest its imminent removal.
Although trees above a certain age or height limit are protected under Icelandic law, that protection no longer applies once a construction permit has been issued for the area they stand on. A hotel is planned at the location.
The Cultural Heritage Agency has also decided to find a new place for two protected buildings that were set to be moved from Laugavegur to Grettisgata to make way for the hotel. That decision was also protested by the inhabitants of Grettisgata, as the houses, if moved to that location, would block light from those buildings already there.
We are satisfied with this arrangement, said Eirkur Kristinn Jnsson, one of the organizers of the demonstrations, to visir.is. Then its another story entirely, how many hotels are meant to be here in the downtown area. There are about eight hotels between Frakkastgur and Klapparstgur. You wonder, what will this area look like in the dead of winter when all these hotels are half-empty.
In addition to the hotel, developers intend to lay a path from Grettisgata to nearby Laugavegur. People in the neighborhood not only protested the removal of the tree, but also the planned developments, as they say the traffic of hotel guests and tour buses will cause an added disturbance to the inhabitants of nearby houses. Popular band Retro Stefson publicly opposed both the removal of the tree and the construction of the hotel, as did musician Egill lafsson.
With all these hotels the inhabitants of the neighborhood are being pushed out to make space for wealthier people. This is extremely political, said Unnsteinn Manel, frontman of Retro Stefson, who lives near the Whitebeam.

Deara Editor:Some may not be aware that a fire broke out in a two-story, multiple-family structure in Madison July 27, and there is a good reason for that: None was injured and, relatively speaking, there was limited damage. The fire was promptly extinguished thanks to a properly installed and well-maintained fire sprinkler system. When firefighters arrived on the scene, the sprinkler head closest to the flames had been activated and had already doused most of the fire. This recent event is an example of how the risks to brave first responders and firefighters are often mitigated in structures that feature fire sprinkler systems.
According to the National Fire Protection Association, there was a total of $12.4 billion nationally in property loss as a result of structure fires in 2012. Adding to that number this year are the approximately $15 million in damages caused by a fire in the Wisconsin Department of Workforce Development building, also in Madison, which did not have a fire sprinkler system installed.
A fire sprinkler system works to control and typically extinguish a fire before firefighters even arrive on the scene, and provides those who are inside the structure the time to get out safely. If more fire sprinklers were installed, perhaps we would hear less of financial catastrophes like the government building fire in May, and more of residents escaping controlled fires safely. I am thankful that no one was injured in either of these Madison fires, and would like to commend both the town of Madison Fire Department as well as the Fitchburg Fire Department for their exceptional work in ensuring the safety of the residents in the apartment building.
I urge you to educate yourself on the current life safety codes and fire sprinkler requirements in your own city, and learn how to protect yourself, your loved ones and your community.
