    Lebanon man fined $13,933 for unlicensed asbestos work

    The Oregon Department of Environmental Quality issued a $13,933 penalty to Richard H. Ramsey, of Lebanon, for allowing an unlicensed person to perform an asbestos abatement project at a residence he owns at 410 Walker Rd. in Lebanon.

    He has until Aug. 19 to appeal or pay the penalty.

    Ramsey has contacted the DEQ and he is being represented, said Steve Seigel, of the DEQ Office of Compliance and Enforcement.

    Our discussion hasnt gone any further than that, Siegel said.

    The length of the appeal process varies case to case and depends on the complexities and issues that are raised, Siegel said.

    The informal meeting could happen very quickly, Seigel said. Then after that, there is a large variance. It could be a couple of months to have a prehearing. It could easily be six months.

    Ramsey has also been cited, but not penalized, for openly accumulating asbestos-containing waste which must be sealed in approved packaging and disposed of at a waste facility permitted to accept asbestos waste, according to a press release from the Oregon Department of Environmental Quality.

    Ramsey hired contractor John Powell to demolish the house on the property in July 2013.

    A DEQ inspector visited the property in May based on a complaint the department had received and noted that Powell had left vinyl floor tile and sheet vinyl flooring on the concrete foundation pad.

    Portions of the flooring were crushed, broken and in friable condition as a result of the demolition activities.

    More funds needed for Monroe sprinkler project

    Financial reality has dashed some cold water on plans to install a sprinkler system in the historic Monroe County Courthouse.

    Officials are adjusting expectations in the face of system costs that are anticipated to run close to $300,000. With only $120,000 available for the project, Monroe Commissioners decided Wednesday to check into installing the system in stages rather than covering the entire courthouse in one installation.

    County Clerk Donald Evans advised commissioners that, although four firms were represented at a pre-bid conference for the project, only one Brewer & Co. out of Charleston subsequently submitted a bid. The companys base bid for the courthouse-wide system was $227,600.

    Evans said adjusting the figures to include necessary chemical fire suppression instead of water in rooms where irreplaceable paper records are stored will add another $46,200 to the bid. The cost of a required environmental study and architectural fees will bring the total project cost to $293,180.

    Most of the money the county has on hand for the project came from a state Courthouse Facilities Improvement Authority grant. The county is matching the $100,000 grant with another $20,000 of its own.

    Evans said the county can install a portion of the system now and apply for an additional Courthouse Facilities grant for the next phase, but only if the portion installed immediately is operational. That means, he explained, that the project will have to be done zone by zone in the courthouse, rather than spending all of the available funds on prep expenses for the entire building.

    Commission President Shane Ashley said the immediate focus needs to be placed on the paper records storage areas.

    Consultants with the Thrasher Group are working on breaking down the overall project into manageable, yet operational, portions, Evans said.

    The commission is expected to have a special meeting within the coming week to decide on the next step.

    VICKI Hartley knew she had to do something about her weight when she couldn't muster enough breath for an RBT.

    "I had to take a roadside breath test in front of my son, who was learning to drive," she said.

    "I took me three goes. That was scary."

    The Rockhampton woman yesterday reflected on her recent Weight Watcher's journey, which has taken her from 110kg to an incredible 64kg.

    Vicki is an entrant in the national 2014 Healthy Life Awards.

    "I've always had a weight issue, ever since I was a little girl," she said.

    "I continually yo-yo'ed. But this time, I was committed."

    Vicki, who has tried everything from strict diets to hypnosis, said she really believed in the Weight Watcher's program because it gave you the tools, support and guidance to take control of your life.

    "You need to be held accountable," she said.

    "It's important you're focused and in the right mindset too."

    Health-care shares were mixed in pre-market trading Friday.

    In health-care stocks news, TearLab (TEAR, TLB.TO) dropped almost 10% in recent U.S. pre-market trading Friday, after the in-vitro diagnostic company late Thursday posted weaker-than-expected financial results for Q2 and reduced its outlook for 2014 revenue. Its Q2 net loss was US$5.4 million, or US$0.17 per diluted share, compared with a net loss of US$12 million, or US$0.41 per diluted share, a year earlier. The average estimate by five analysts was for a diluted loss per share of US$0.16.

    Jazz Pharmaceuticals ( JAZZ ) shares were slightly higher in recent pre-market trading, after the biopharmaceutical company said its Jazz Investments subsidiary priced an offering of $500 million in exchangeable senior notes due 2021 with a 1.875% interest rate per annum, payable semi-annually.
