Financial reality has dashed some cold water on plans to install a sprinkler system in the historic Monroe County Courthouse.
Officials are adjusting expectations in the face of system costs that are anticipated to run close to $300,000. With only $120,000 available for the project, Monroe Commissioners decided Wednesday to check into installing the system in stages rather than covering the entire courthouse in one installation.
County Clerk Donald Evans advised commissioners that, although four firms were represented at a pre-bid conference for the project, only one Brewer & Co. out of Charleston subsequently submitted a bid. The companys base bid for the courthouse-wide system was $227,600.
Evans said adjusting the figures to include necessary chemical fire suppression instead of water in rooms where irreplaceable paper records are stored will add another $46,200 to the bid. The cost of a required environmental study and architectural fees will bring the total project cost to $293,180.
Most of the money the county has on hand for the project came from a state Courthouse Facilities Improvement Authority grant. The county is matching the $100,000 grant with another $20,000 of its own.
Evans said the county can install a portion of the system now and apply for an additional Courthouse Facilities grant for the next phase, but only if the portion installed immediately is operational. That means, he explained, that the project will have to be done zone by zone in the courthouse, rather than spending all of the available funds on prep expenses for the entire building.
Commission President Shane Ashley said the immediate focus needs to be placed on the paper records storage areas.
Consultants with the Thrasher Group are working on breaking down the overall project into manageable, yet operational, portions, Evans said.
The commission is expected to have a special meeting within the coming week to decide on the next step.

VICKI Hartley knew she had to do something about her weight when she couldn't muster enough breath for an RBT.
"I had to take a roadside breath test in front of my son, who was learning to drive," she said.
"I took me three goes. That was scary."
The Rockhampton woman yesterday reflected on her recent Weight Watcher's journey, which has taken her from 110kg to an incredible 64kg.
Vicki is an entrant in the national 2014 Healthy Life Awards.
"I've always had a weight issue, ever since I was a little girl," she said.
"I continually yo-yo'ed. But this time, I was committed."
Vicki, who has tried everything from strict diets to hypnosis, said she really believed in the Weight Watcher's program because it gave you the tools, support and guidance to take control of your life.
"You need to be held accountable," she said.
"It's important you're focused and in the right mindset too."

Musicians and music lovers of all ages now have a scene just for them. The Music Room, newly opened and located at 609 Oakwood Ave. in the Oakwood Square Plaza, is a live performance venue and recording studio.
We want to foster the music scene for younger people, said Dave Hallett, who said he and his wife were inspired by an all ages music caf in Oregon more than 20 years ago. If youre under 21, theres not much you can do because you cant go to a bar.
The entire Hallett family has some connection to music, and all are owners of the venue.
Dads been in a band since he was an early teen, said daughter, Kara, who plays the piano.
Siblings Tori and Sam, both recent East Aurora High School graduates, participated in the Limelite University program at Limelight Music on Main Street and each play several instruments, including the violin, mandolin, bass and acoustic guitars and even the ukulele.
Another daughter, Tina, also plays the piano, and mom, Donna, enjoys going and watching.
There was always an instrument in the house, Sam said of growing up in a musical family. We used to have shows in the backyard, Dave added.
The Music Room opened July 11 and features scheduled shows three nights a week. Thursdays are Open Mic nights, Fridays are Acoustic Nights and Saturdays are Electric Nights. The venue opens at 7 p.m., and sets are 45 minutes long.
Everyone can come and feel comfortable, Kara said.
During a recent Open Mic Night, East Aurora residents Jim and Kim Klinesmith stopped by to check it out after receiving an informational mailer.

One of the commercial construction permits issued in the second quarter was for this Pollo Tropical restaurant on Dunlawton Avenue in Port Orange.
DAYTONA BEACH The number of new home and commercial construction permits issued across Volusia County in the second quarter of the year dipped when compared to the first quarter and the same three-month period a year ago.
However, county officials are taking a wider view of building activity.
In my personal view, one quarter does not a trend make and we need to wait and see for the next quarters, said Rob Ehrhardt, Volusia Countys economic development director, during Fridays quarterly economic development briefing at Daytona Beach International Airport attended by more than 150 people.
Volusia County and its 16 cities issued 280 new single-family home construction permits in the April-through-June quarter, according to data compiled by the economic development division. Thats down 18 percent from the same period a year ago and down 19 percent from the first quarter.
Timing is one reason for the dip, builders said. Permits are usually issued two to three months after a sales contract is signed. Since sales cooled late in the first quarter due to severe bad weather in the Midwest and Northeast, second quarter permit activity took a slight hit.
Residential permit activity for the first half of the year, however, is better than it was a year ago.
There were 628 home construction permits issued January through June. Thats up almost 8 percent from the 582 permits issued in the first six months of 2013. Its also the highest level for the first half of any year since 2008 when 666 permits were issued.
We are not seeing a flattening out, just the opposite. Our sales are up, said Jim Mather, vice president of Paytas Homes in Port Orange.
The homebuilder has sold 58 homes through July, mostly in its Promenade subdivision in New Smyrna Beach. The company sold 65 in all of last year.
