TEMPLE A malfunction Wednesday evening in a carpet cleaning machine caused a Universal Cleaning Specialists van and machinery inside it to burn, according to a Temple Fire & Rescue news release.
The fire happened at the University Courtyard Apartments. The first Temple Fire & Rescue unit arrived at 6:23 p.m. after a 6:18 p.m. call.
The company employees working inside an apartment noticed the equipment was malfunctioning and went outside to check on it. When they did, the van was on fire. The apartment manager tried to extinguish the fire, but was unsuccessful.
As heavy smoke poured from the van, which was parked 20 feet to 25 feet from nearby apartments, the manager and a Temple College police officer told nearby residents to evacuate as a precaution.
No apartments or residents were endangered by the fire and there were no injuries, police said. However, the van and cleaning machine are a total loss. A damage estimate was not available Thursday.

BEER-MAKING and cranberry drying are regular activities at Dave Flotree and Ellen Hauptmanns place in suburban Innis Arden. The couple use every inch of their two-thirds-of-an acre hillside to grow everything from native Northwest wildflowers to hops, from cactuses to cranberries.
When the couple bought their home in 1996, the front garden was Japanese in style and so thickly planted they could hardly find the house. Now frogs sing a chorus in a pond in front of the house, and ducks hang out in the network of waterfalls and ponds that weave down the back slope. The front garden is no longer shrouded in stiff, bland hedging. Designer Cameron Scott of Exteriorscapes replaced it with a mixed hedgerow of deciduous and evergreen shrubs that provide privacy while delighting a variety of birds.
Rainwater harvested off the roof and stored in cisterns is used to replenish the ponds and to water new plants until they adjust to the tough-love, no-water regime. A rain chain directs water into the frog pond, which overflows down streams, over waterfalls, into ponds and on to the cranberry bog. The overflow then drains into a dry stream bed in the lower garden, preventing storm erosion and runoff.
Flotree and Hauptmann built a series of decks down the back slope so theyd have level areas for enjoying their view of Puget Sound and the garden. They took out all the grass on the back hillside, wrestling to remove St. Johns wort and bracken fern. Then they hired Scott to help them stabilize the slope and beautify the garden.
Cameron seems to have the knack of making stone look natural, as if it had always been here, says Flotree of the stone paths and steps that now contour the back garden and make it navigable. Scott brought in not only lots of stone but also fresh soil, which the couple promptly planted in native trees, shrubs, food and flowers. They grow tiny treasures like lewisia and cactuses in the warm microclimate between stones.
I like to tinker Flotree says of his cranberry growing. He converted part of a pond to a bog by adding a liner and peat, then figured out how to dry the cranberries. That wasnt easy, it took experimenting, says Flotree, who also cultivates blueberries and huckleberries.
When they took out a diseased old willow, the couple ended up with a sunny space toward the bottom of the slope. We wanted to create habitat with native plants, explains Hauptmann of the wildflower meadow she tends. Pacific Coast iris, penstemon, shooting stars (Dodecatheon spp.), dicentra, camas lilies and a host of little bulbs brighten the meadow through the seasons. Hauptmann collects the seed to share, trading with other native-plant enthusiasts.
If youre a weed, you dont want to grow in Ellens yard, says Flotree of his wifes careful tending of the meadow. She deadheads regularly, waters new plants by hand, adds compost and mulch. Its weed as you go, weed all the time, Hauptmann says with a sigh.
Woody natives like winter-flowering currant, shore pines and vine maple line the paths in the lower garden. Pacific wax myrtle (Myrica californica) has proved a good choice for evergreen screening. We have to be concerned about tree height in this neighborhood of views, says Flotree.
Its almost like . . . what hasnt done well? he says of their native-plant arboretum, the cranberries and his latest project, a bed of hops for brewing beer. And, yes, the refuse from making beer, as well as coffee grounds and garden waste, goes into the compost, then back onto the garden.

Decks have been cleared for reviewing the Parambikulam-Aliyar Project (PAP) agreement in a manner beneficial to Kerala and Tamil Nadu.
With Tamil Nadu responding positively to Keralas demand to set up a new hydropower project using waters from the Anamalayar, Chief Minister Oommen Chandy has directed officials to initiate the long-overdue review process. Consultations in this regard have already begun.
In response to Tamil Nadus permission to generate electricity, Kerala will release 2.5 tmcft water from the Anamalayar through a new dam to water-starved regions of Coimbatore and Tirupur districts in Tamil Nadu.
The PAP accord, which came into force in 1958, pertains to the sharing of water resources of rivers in the Bharathapuzha, Chalakudy, and Periyar basins and needs to be reviewed periodically.
The accord was formally signed in 1970 with retrospective effect and was due for review in 1988.
Though discussions were held at that time, no review or modification was done due to lack of unanimity over contentious issues.
The Anamalayar (Periyar basin), Sholayar and Parambikulam (Chalakudy basin), and Aliyar (Bharathapuzha basin) come under the agreement.
As per the agreement, Tamil Nadus entitlement had been fixed at 30.5 (tmcft) and Kerala around 20 tmcft. Though the Anamalayar scheme was part of the PAP accord, it had not been implemented despite Tamil Nadus demand for more water.
Sources said Tamil Nadu had agreed to implement the Anamalayar scheme hoping the goodwill gesture would prompt Kerala to approve the Nallar scheme proposed by Tamil Nadu. Kerala was maintaining that no review was possible in the case of the Nallar as it was not under the ambit of the PAP.
After a Minister-level meeting in Thiruvananthapuram on April 28, Kerala had sent a possibility report on diverting Anamalayar river to Tamil Nadu. A review of the PAP accord was mandatory for diverting the river waters.

Decks cleared for reviewing PAP accord
MEADVILLE Deferring maintenance for years on two adjoining parking decks in downtown Meadville has led to structural damage so severe an estimated $2.9 million in repairs is needed now to save them, according to the citys consulting engineer.
Ashley Porter of Porter Consulting Engineers gave Meadville City Council a walking tour of the Mill Run parking ramp Wednesday, pointing out both deteriorated columns and column seats that hold support beams as well as deteriorated parking decks themselves. Porter said the earthquake the region experienced several years ago also contributed to damage.
The Mill Run parking ramp is two separate structures built about 15 years apart, but joined.
The three-story Water Street section was built in 1978 as part of a redevelopment project along Water Street, while the three-story Market Street section was built in 1993. The upper decks of the Market Street section are accessible by the ramps of the Water Street section.
Years of exposure to the elements without proper sealing of the concrete has caused water to seep into the concrete, causing the concrete to pop or chip as the water expands and contracts with the temperature, Porter said.
Periodic work has been done over the years to brace columns and even replace some, but additional work needs to be done to either save or replace others, Porter said.
Porter estimates about $1.8 million worth of work is needed to save the Water Street portion of the parking deck, while about $1.1 million is needed for the Market Street portion.
The annual debt payment on the Mill Run parking ramp is $157,000, but the last payment is this year, according to Andy Walker, interim city manager.
The citys 2012 capital budget borrowing included $600,000 for parking deck repairs including the Mill Run parking ramp. Stairs on the northeast corner of the Market Street section were reconstructed completely this year at $73,000 with additional deck repairs also made.
About $482,000 remains in the capital budget, Walker said.
