Civic squad demolishes illegal shed at Le Sutra; notices sent to eateries in Union Park
The civic authority demolished illegal sheds erected by a popular Khar restaurant, which could well be the beginning of a crackdown on several eateries in the Union Park for violation of various rules.
The H/West ward has issued notices to at least three other outlets in the area for similar violations and complaints by local residents about encroachment and activities that pose a hazard are pending against some others.
No permission for sheds A squad of the H/West ward took down the extension sheds that were put up around "Le Sutra" ostensibly to ward off rain water. Ward officials said the restaurant, located off Carter Road, had not sought necessary permission for the shed.
"We issued a notice to the restaurant 15 days ago (under section 152 of MRTP Act) ordering them to remove the violations. Since they did not comply with the orders we had to start with the demolition of the illegal structures," said Prashant Sapkale, assistant municipal commissioner.
According to officials, a restaurant staffer had tried to assault Sapkale, who was leading the demolition squad, and an FIR was registered in the matter.
Hotel goes to court
Hetram Kumar, director, Pali Hill Tourist Hotels Pvt Ltd, which ownsLe Sutra said, "We moved the high court after we got the notice. Theward authorities should have waited for the hearing before carrying out the demolition. We have not carried out any illegal construction."
Notices to other outlets
Sapkale said notices had been issued simultaneously to three other eateries in the area Shatranj hotel, Olive and Nido for similar violations and action would be taken against them in the next couple of days.

The BMC has issued notices to three popular eateries in Khar that have built temporary monsoon sheds outside their premises. The BMC has alleged that the eateries have used this section for commercial purposes, which they claim is illegal. The restaurants have now been given 15 days to remove the temporary sheds.
The Union Park Association in Khar has been pursuing the authorities to check the violations made by the eateries. Restaurants such as Nido, Olive Bar & Kitchen and Le Sutra are three of many popular spots which built sheds due to the monsoon and have allegedly used this space for commercial purposes.
Bharati Kakkad, Secretary, Union Park Association says, "We have been in touch with the BMC over this issue since 2004 and it has finally taken action against the perpetrators."
Residents feel that the restaurants in this area are a general menace. Surekha Kotwani, the association's treasurer says, "My society is situated right next to Olive Bar & Kitchen, while the kitchen of Out of the Blue touches the society wall. A few months back, gas cylinders were kept on the street just outside their eateries. Now, they have installed gas pipelines, which are equally dangerous."
Kotwani also alleges that the bamboo used to erect the monsoon shed and cover the kitchen has been dug into the footpath. "They have ruined the paver blocks. In addition, I am not too sure of their fire safety," she says.
Last year, the Khar police station, the fire department and the traffic police objected to so many eateries, which popped up in a 500-metre radius. "We conducted a fire audit of the restaurants. It showed that most of the restaurants pose a fire hazard. We have a copy of the letter from the Khar police station stating that in case of any emergency, rescue efforts will be stalled."
Prashant Sapkale, Assistant Municipal Commissioner, H-West ward, says, "We have served multiple notices to the eateries on that road and they had challenged these in the civil court. Now the cases are pending in the high court. Once the court stay is removed, we will take action."
Nagesh Tolar, manager of Olive Bar & Kitchen, refused to comment, and the other restaurant managers remained unavailable despite several attempts to get in touch.

When New Hanover County residents see their water and sewer bills climbing, they naturally wonder where all that money is going. The Cape Fear Public Utility Authority operates a system that most people think little about except when its not working and then it is a big deal.
The utility has an obligation to let people know where their hard-earned money is going. In just five years, rates have increased by an average of 55 percent. Although there have been complaints about pay and bonuses for CFPUA employees, the rate increases are paying for badly needed system improvements and maintenance.
CFPUA was formed in part to take the heat off elected city and county officials for the state of a water and sewer system that had largely been neglected once the pipes were installed. Throughout the negotiations, it was understood that water and sewer rates were inadequate to pay for the needed work and ongoing maintenance. Rate increases approved are not far out of line with initial estimates when the utility was formed.
No one likes higher rates. But no one wants raw sewage flowing through the backyard, either, and they expect their water to be available and clean when they turn on the faucet. Poor maintenance leads to accidents and that is what happened here.
By the summers of 2005 and 2006, the public had had enough. Several major sewage spills poured more than 10.7 million gallons into yards, streets and streams. In striving to keep rates low, elected officials had skimped on maintenance budgets.
CFPUA has replaced problem lines and upgraded warning systems that alert the utility if a sewage pump station has failed, making it more likely that workers can respond quickly. Officials attribute that work to a reduction in large spills, but vigilance is needed. In 2012, a sewer line with a slow leak went six months undetected, and several leaks were due to grease or debris, reminders that not all deficiencies can be attributed to the condition of the lines.
CFPUA also is replacing aging, leaking septic tanks in two neighborhoods with sewer lines. The county is paying part of the cost, but residents in those neighborhoods recently found out how much their tap-on fees will be, and many are not happy. Failing septic tanks are a health hazard, and in some areas water supply was also an issue. Something had to be done.
The duty of the CFPUA board is to maintain and replace lines, but it also must keep rates reasonable. According to a study by the UNC School of Government, the utilitys rates are in line with or cheaper than other systems. The definition of a good value likely depends on ones perspective, however.
While the CFPUA is much more diligent than its predecessors at fixing whats broken and keeping the system working properly, the board also needs to work to keep rates reasonable. Residents paychecks dont automatically grow when water and sewer rates rise.

There were a couple of stories of note on the food and beverage front last week. Kevin Sbraga, a winner of Bravos Top Chef and owner of two restaurants in Philadelphia, will open a restaurant in 220 Riverside early next year.
Later next year, the Master Brewers Association of the Americas will hold its annual conference here. About 500 of the top beer brewers in the country will be in Jacksonville for four days to discuss their craft.
Both of those should produce a bit of the same result raising Jacksonvilles stature on the national scene. Is that important? I dont know, but its kind of cool to have Jacksonvilles name pop up in national conversations about food and drink.
Sbraga and the brewers group could have gone anywhere. They chose here.
Of course, after the Times-Unions story about Sbraga coming here, Philadelphia magazine ran this headline: Kevin Sbraga Opening a New Restaurant in Jacksonville?

Tamaya, ICI Homes large development at Beach and Kernan boulevards, is ahead of the schedule. Sales began four months ago and, through the end of July, 40 homes sold at $300,000-$600,000. That was the goal for the year.
The first phase has 169 home sites and design/permitting has begun on Phase II with 146 home sites. The eventual plan is 2,400 homes.
Construction will begin this fall on an 11,000-square-foot amenity center and a permanent entrance on Beach Boulevard with 30-foot columns.
Right next door at Terra Costa, where Standard Pacific of Florida just got permits totaling $3.4 million for its amenity center and permits for eight townhomes, $210,110-$284,000. Plans call for 102 single-family home and 166 townhomes.

With construction well underway on the exterior phase of the $47 million remodeling and expansion of The Eastern Iowa Airport passenger terminal, the Cedar Rapids Airport Commission on Friday received an update on the second phase of the project.
Matt Dubbe of Mead & Hunt in Minneapolis showed the commission architectural renderings of proposed changes for the lobby of the terminal. Dubbe stressed the addition of natural sunlight after skylights are added and exterior windows are reglazed.
A water feature in the west wall of the terminal was originally linked with an abstract blue pattern in the floor that represents the Cedar River. Dubbe showed the commissioners an updated version that uses an actual image of the Cedar River as it winds through Eastern Iowa.
The change, which will incorporate a spur for the Iowa River, was an immediate hit with the commission. Several commissioners suggested showing the various cities along the river, saying it could be an educational and tourism feature for children and adults.
The second phase of the terminal remodeling project will begin after the holiday travel season.
Following the commission meeting, a dedication plaque was unveiled for the remodeling project. It includes recognition for Tom Hobson, a commissioner who died on June 21 and was a strong proponent of terminal modernization.
The terminal modernization is the largest of several construction projects that will happen over the next five years. The commission on Friday approved an $890,000 bid by Eastern Iowa Excavating and Concrete of Cascade for the first phase of a five-year $10.7 pavement and parking lot improvement project.
Airport Director Tim Bradshaw said the airport is using federal and state grants as well as passenger facility charge revenue to pay for the projects, The airport is not incurring any debt and there will be no increase in fees paid by passengers or the airlines.
The Eastern Iowa Airport does not receive any city or county property tax revenue.
