TULIA During its July 8 meeting, the Tulia City Council approved changes to the city code related to recreational vehicle parking, parking on unimproved surfaces, fences, carports and building across multiple lot lines.
Recreational vehicle equipment such as RVs, travel trailers, watercraft and other similar equipment are no longer allowed in the front yard of a residence. Such equipment may be parked in the rear or side yard only if the area is part of an improved parking surface, or is screened from public view by means of a 6-foot fence, tree or shrubbery.
No parked recreational vehicle equipment shall extend into or upon any right-of-way or public access easement.
Parking on unimproved surfaces is now restricted for any residential, single-family, duplex or townhouse lot or tract.
Any vehicle in the front yard of a home must be parked on an improved parking surface. Parking or storage of any vehicle in the side or rear yard of a corner lot upon any surface not improved is only allowed if it is concealed from view from all public street rights-of-way by a 6-foot fence, tree or shrubbery. An exception has been approved by City Council for any homes without an existing driveway. Those residents will be allowed to continue parking until such time as improvements are made to the house at 50 percent or more of the propertys total assessed value, then construction of an improved surface will be required. This adopted section does not apply to tracts of land over one acre.
It is now unlawful for any person to allow, permit or cause any fence to lean or to have missing, loose or broken slats or panels, or to have symbols, writings or other graffiti except for symbols or writings which pertain to the address or occupancy of the property. A city permit is also now required for any fence, wall or hedge being erected, moved, added to or structurally altered, other than general maintenance and repair. Another change to the code allows for 4-foot fences in the front yard if they are of see-through material, versus in the past when only 2 -foot fences were allowed.
All carports are now required to be constructed of pre-engineered metal or conventional building materials similar to those of the main residence. No carport of metal construction shall be located in the front a single-family residence or within a side yard adjacent to a street unless approved by the Board of Adjustment. There are also new limits on the height of carports being 8 feet or 15 feet, depending on location on the lot. The requirements of this section shall only apply to carports constructed after July 8.
The last change council made was adopting a section allowing for an agreement with property owners to build across multiple lot lines if they are contiguous and under same ownership, without requiring replatting. If approved, the agreement would be recorded with the county and is controlling over the recorded plat until such time as the structure or building requiring the agreement is destroyed or demolished.

In a 4-3 vote, the Lufkin City Council decided to allow business to have an electric fence on their property.
However, the change in ordinance didnt come without several standards and regulations.
"This is not your fence that you go down to the farm supply, and you buy. The measures that we have put in place with our ordinance goes way beyond that," said Dale Allred, the City of Lufkin's director of inspection services.
Some of those standards and regulations are as follows:
The fence can only be on a light-manufacturing, heavy-manufacturing or commercial property.
It cannot be within five feet of any public sidewalk or outdoor area used for hazardous materials.
It must be between 6 and 10 feet tall.
There must be a perimeter fence three to 12 inches in front of the electric fence.
The fence can only be on during times when the general public does not have access to the protected property.

After wrapping up a nine-month electrician training program at Everest College-San Bernardino in 2011, Kenneth Dewar hoped to get the career placement assistance he had been promised.
Then he spotted his own photo on a campus wall featuring "successfully placed" graduates. The school had counted his sporadic gigs as a freelance audio engineer, work he secured before ever enrolling.
"I was a mark in their book, and they didn't want to change it," said Dewar, 39, whose attempts to get placement assistance went nowhere.
As federal regulators move to shut down Everest's parent company, Corinthian Colleges Inc., corporate documents and interviews with company insiders provide a behind-the-scenes portrait of how Corinthian persuaded hundreds of thousands of low-income students to fork over as much as $40,000 for vocational degrees.
Interviews with staffers and students, along with government lawsuits and company regulatory filings, reveal a systematic effort to manipulate data used to recruit students and retain eligibility for federal student aid the lifeblood of company profits.
Federal and state investigators have long viewed Corinthian, based in Santa Ana, as one of the most problematic players in the troubled for-profit college industry, which has come under scrutiny for predatory marketing.
The student loan pipeline fueled the company's rapid enrollment growth, peaking at more than 110,000 students in 2010. Corinthian charges students up to 10 times the cost of a comparable community college education. That requires many of them to take on more debt than they can repay leaving taxpayers on the hook for mass defaults.
"It just made you feel dirty after a while," said Tyrone Gaines, who worked in corporate marketing and training at Corinthian's Santa Ana headquarters for three years ending last July. "They don't make money; they take money from the taxpayers. That's their whole business model."
Corinthian spokesman Kent Jenkins declined to make company executives available for interviews. In a statement, he said there is "clear evidence that students at Corinthian Colleges are well served by their education."
Jenkins cited a 61% overall graduation rate and a 69% job placement rate. Allegations of manipulating job placement rates are "without merit," the company said.

Srebrenica: Dutch Blamed For Three Deaths

An appeal court in the Netherlands has ruled the Dutch state is responsible for the deaths of three Muslim men during the 1995 Srebrenica massacre.
The ruling could pave the way for other compensation claims by victims who say their male relatives should have been protected by the Dutch UN peacekeepers in charge of the UN's "safe zone" near Srebrenica during Bosnia's 1992-1995 war.
The case was brought by Hasan Nuhanovic, an interpreter who lost his brother and father, and relatives of Rizo Mustafic, an electrician who was killed.
They argued that the men should have been protected by Dutch peacekeepers. Mustafic and Nuhanovic were employed by the Dutch peacekeepers, but Nuhanovic's father and brother were not.
One of the relatives, Damir Mustafic, said outside court that the ruling came just days before he was to bury his father's remains in a Srebrenica cemetery.
Some 600 bodies exhumed from mass graves around the town in the past year have been identified using DNA tests, and they will be interred on Monday as part of commemorations for the 16th anniversary of Europe's worst massacre since World War II.
"I am very happy, finally," Mr Mustafic said. "It has been a long case and it feels especially good because on the 11th, I have to bury my father."
The victims were among thousands of Muslims who took shelter in the UN compound as Bosnian Serb forces commanded by General Ratko Mladic invaded Srebrenica in what was to become the bloody climax to the 1992-95 Bosnian war that claimed 100,000 lives.
