The renovation of the former Napa Town Center continues, with the installation of new common area improvements and the demolition of one section of retail space within the old mall.
Last week, workers cleaned out a now-empty lot following the demolition of the Williamson & Co. mens clothing store.
Passing by on a break from her downtown Napa retail job, longtime Napan Natalie Swartz gazed at the vacant space.So far so good, Swartz said of the construction. I just wish it were done to get on to the next chapter.
That next chapter is already being written. One look around the First Street mall shows signs of revitalization such as new outdoor lamps, walkways and stone and metal benches, some still under wraps.
The mall's '90s-style peach/pink paint scheme has been mostly replaced with earth tones in taupe and sage. New awnings and window flower boxes have been installed in some areas. Sections of walkway remain closed off, but the fencing at the entrance between Eiko's restaurant and the Napa Valley Toy Co. has been removed.
So far I think its all looking really good. Im encouraged, said Renee Fannin, owner of the mall's Napa Valley Toy Co. They cant get it done quick enough for me.
Fannin said she plans to remain as a tenant in the mall, whether in her current corner location on First Street or another space inside the project, now referred to as Napa Center. Im doing everything I can to hang in there until its all done and looks as beautiful as I believe its going to look, she said.
In addition to the other improvements, Im excited to see the hotel go up quickly, said Fannin. Its going to be good.
Developer ToddZapolski and partners bought the beleaguered Town Center in May 2012 from George Altamura, the Doctors Co. and partners. He renamed it Shops at Napa Center and began working to find a hotel partner and retail tenants.
Zapolski has been courting high-end, national retailers, as well as local merchants, that would bolster downtown as a place to shop, not just eat and sip wine. The majority of those tenants will not move in until construction of a planned five-story Archer hotel has progressed, Zapolski has said.

An additional 96 parking spaces have been added to the proposed Renaissance Plaza residential/retail complex at 400 N. Columbus Boulevard, bringing the total to nearly 600 spaces.
None of the parking, originally planned or more recently added, will be visible from the street. That detail was proffered by William Alesker and David Farabaugh of the architecture firm Alesker & Dundon and project attorney Hercules Grigos during a recent Central Delaware Advocacy Group meeting.
Most of the parking is wrapped in retail space. The new spaces are partially below grade. FEMA requires the retail/residential portions of the building to be raised above the floodplain, Alesker explained. That created six feet of wasted space. Five more feet of digging made room for the 96 additional spaces.
Renaissance Plaza plans call for about 1,360 rental apartments, 72,000 square feet of retail space and 19,000 square feet of office space.
The team representing developer Waterfront Renaissance Associates - an affiliate of Carl Marks Real Estate - said code requires about one parking space for every three residential units. The additional spaces are for future shoppers, many of whom, the team said, will want to drive to the area.
CDAG Chairman and Northern Liberties Neighbors' President Matt Ruben joked that the development hit a parking sweet spot: Just little enough parking to make some of the residents around there nervous. And just enough parking to [tick] off some of the urbanists.
It's parking that requires Renaissance Plaza to seek a zoning special exception. The proposal was made under the old Central Delaware Overlay, which required an exception for above-grade parking, Grigos said. The current CDO does not require an exception, so long as the parking is completely wrapped, as in this proposal. The team will use the fact that the project meets the requirements of the current zoning overlay in an attempt to convince the Zoning Board of Adjustment to grant the exception at a July 23 hearing. The hearing was required without the additional parking, but the team came back to CDAG to discuss the parking change.
CDAG had already supported the project, and voted to continue that support. It did ask that the developer put in writing a previously made and recently repeated verbal commitment to include the planned public open space and other landscaping in the first phase of development.
Development proposals have been floated for this site for a long time. Remember theWorld Trade Centerproject? There's no set start of construction for this project, but the team told John Scorsone, who represents River's Edge, that funding is now being sought.

Hague resigned on Monday night ahead of an expected cabinet reshuffle by British Prime Minister David Cameron.
"Tonight I am standing down as Foreign Secretary after four years to serve as Leader of the House of Commons," Hague wrote on Twitter, adding that he would not stand as a member of parliament in the next UK general election.
"Renewal in politics is good, and holding office is not an end in itself," added Hague, who will remain in the cabinet as Leader of the House of Commons.
Recent years have seen him involved with numerous diplomatic efforts including Ukraine and, more notably, Syria.
Although Cameron's reshuffle was expected as he draws the battle lines ahead of a general election next year, there had been no prediction of Hague's resignation. Hague's expected replacement has been touted as current Defense Secretary Philip Hammond.
Hague, who served briefly in the cabinet of former British Prime Minister John Major, was leader of the Conservative Party from June 1997 to September 2001. He became Foreign Secretary in the aftermath of the Conservative Party and Liberal Democrat election victory in 2010.
Hague famously made his debut on the political stage at the age of 16, giving a speech at a 1977 party conference in front of then-leader Margaret Thatcher.
Among the others to depart a ministerial post was Tory stalwart Kenneth Clarke - a committed member of the party's pro-Europe faction - who leaves his role as minister without portfolio.
The cabinet reshuffle is expected to be used as an opportunity for Cameron to fill more government roles with women.

WILLIAM Hague has tonight quit as foreign secretary and announced he will stand down as Richmond MP at next year's general election.
The shock news came as the Prime Minister cleared the way for a younger generation - and more women - to take their places at the Cabinet table.
Mr Hague, 53, will take up the lesser role of Leader of the Commons and spearhead the Tory campaign in key constituencies, particularly in the North, until he leaves his safe seat after 26 years.
He said: "I wish to thank my constituents in Richmond, Yorkshire, one of the greatest places on earth, for their emphatic support through thick and thin over such a long period." "I will serve them with unabated energy between now and the general election, and I look forward to supporting my eventual successor.
"I am delighted to be able to serve as Leader of the House of Commons, and to be able to campaign for Conservative candidates across the country. I want to finish in frontline politics as I began - speaking in Parliament and campaigning on international causes I believe in."
"By the time of the general election next year, I will have served 26 years in the House of Commons and it will be 20 years since I first joined the Cabinet.
"In government there is a balance to strike between experience on the one hand and the need for renewal on the other, and I informed the prime minister last summer that I would not be a candidate at the next general election."

Butler County, MO
Roadwork continues on Route 67 from CR 323 to Route 160/158 signed as Route C. Traffic on the existing Route 67 north and south of Harviell will not have an outlet to the new pavement during this time. East and westbound traffic will be restricted. Existing lanes of Route 67 from CR 323 to Route 160/158 will be signed as Route C. The north end of Route C (existing Route 67) will remain closed for about two months as work is completed at the intersection of Route 67, Route C, and CR 323.
Route 51 in Butler County will be closed as Missouri Department of Transportation crews perform pipe replacement. The road is located between Route 53 and Route N. Weather permitting, work will performed Monday, July 14 and Tuesday, July 15 from 8 a.m. to 4:30 p.m. daily.
On June 23, Middle Street from Broadway to Themis and the intersection of Themis-Middle will be closed as the Broadway storm water relief sewer work continues through this area. Depending on weather and other factors, this work could take approximately three weeks.
Concrete street repairs are set to start on July 14 on Hopper Road near Clippard School in Cape Giradeau. The city says this will be the first of many repairs occurring this year. Work on Hopper is expected to last up to two weeks, weather permitting. Visit this link for more.

Efforts to save Bettendorf's old Forest Grove School are rolling forward with the installation of roof sheathingand the receipt ofa $50,000 project grant from the state of Iowa for additional work.
"That grant was a big shot in the arm for us," said Sharon Andresen, an organizer who began the effort to save the dilapidated one-room school onForest Grove Road in 2012.
Of the project grant, the group will receive $33,000 from the State Historical Society of Iowa via the Historic Resource Development Program, and members will have to raise the remaining $13,000 on their own, either in cash or through in-kind contributions, Andresen said.
The money will pay for gutters, siding repair and replacement, the heating, ventilation and air-conditioning system and rebuilding the bell tower. The tower probably will be built over the winter in a shop. The deadline for this work is autumn 2016.
Andresen and others in the group are elated to have the roof sheathing go on because ever since the start of their efforts, that's the question everyone asked.
The sheathing was donated by Pro-Build andthe scaffolding by All-American Scaffold, both of Davenport. The plywood is being pounded into the intact raftersby volunteers working under the direction of a hired supervisor. The east side is nearly finished, with work beginning soon on the west.
Another summer goal is to order the cedar shingles, a cost of $4,100. The group is urgently seeking volunteers with experience at working on cedar roofs to help with this.
Also,bricks are onsite for the construction of a chimney sometime before winter. The chimney will not function, but is necessary to return the building to its 1920s appearance.
Also on the schedule for this summer: installation of eight replica windows and a front door that are being constructed by Carver Custom Millworks of Milan. The basic bid was $8,500, but the group decided to take on a $2,600 "up charge" to get historic, wavy glass in the windows, Andresen said.
The last of the money to pay for the windowsis being raised by Birdies for Charity, thecommunity fundraising program of the John Deere Classic golf tournament, and school supporters hope to raise the $2,600 during a car wash in August, Andresen said.
