A year into his job running Charlottes airport, Brent Cagle is overseeing $1 billion worth of construction and coordinating with the worlds largest airline. But his biggest challenge may be more personal: stepping out of his predecessors shadow.

Longtime Aviation Director Jerry Orr was fired or resigned on July 18, 2013, depending on whose version of events you believe. Since then, Cagle has had to oversee construction of new parking decks and roads, deal with a merged American Airlines and worry about state legislation that could transfer control of the airport from the Charlotte City Council to an independent commission.

From 1989 until a year ago, Charlotte Douglas was Jerrys airport.

Airport employees and government officials still refer to Orr by his first name. When he left last year, state Sen. Bob Rucho, one of the legislators pushing to remove the airport from City Council control, called Orr the only person who knows how to run the airport.

And Orr, now retired, says he would come back to run the airport if given the chance.

Cagle, though, said he thinks Charlotte Douglas is starting to move past Orrs blueprint.

More and more, yes, were transitioning from What would Jerry have done? to How can we move forward? he said. I do believe that more of the decisions that are being made by myself and from the leadership team are unencumbered by the what-ifs Well, what if Jerry wouldnt have done it that way? Its hard to manage looking over your shoulder.

Still, the future is murky. After a year on the job, Cagle remains saddled with the interim title. And the controversy over who will run the airport remains in court, with no resolution in sight.

Cagle is both the citys interim aviation director and the commissions interim executive director, even though the commission has no power, for now.

GENEVA The future of the coroners building and its closed morgue remained uncertain Friday as Kane County Board members considered Coroner Rob Russells budget request for 2015.

Board Chairman Chris Lauzen, along with members of the Judicial and Public Safety Committee, were reluctant to discuss long- and short-term plans during a discussion in which Russell was absent.

Russell was called away from the meeting before he could present. Ken Shepro, an attorney acting as his financial consultant, spoke to the committee instead.

Preliminary numbers call for a budget of $949,547, which includes 5 percent nonunion staff raises and increases for pathologist fees. It is a 9.4 percent increase over the 2013 budget, which was used as a comparison.

Shepro noted the budget summary doesnt take into account the arrangement with the DuPage County Coroners Office. Forensic operations have been outsourced to DuPage County since mold was found in the Kane County morgue last month.

Russell has said he intends to seek direction from the committee about his options: investing in new equipment for the existing facility or beginning plans for a new building, which could lead to a prolonged relationship with DuPage.

The cost of using DuPage Countys facilities for one year is estimated at $83,050, but savings on morgue supplies could reduce the expense by $50,000, Shepro said.

Meanwhile, capital cost estimates are $75,000 for a new freezer and cooler; $42,000 for a used X-ray machine; $15,000 for a key card security system and unknown costs for an HVAC system, mold remediation, and the demolition and construction related to the new equipment.

In a written report to the committee, Russell said Don Biggs, the countys operations staff executive, and representatives from Mechanical Inc. recently visited his office.

However, the conversation dealt only with the cleanup [remediation] and removal, not a complete plan to reuse this facility, Russell said. Significant financial and policy concerns remain.

BRISTOL The city plans Monday to board up a condemned apartment building at 47 Stearns St.

The public works department intends to tear down the buildings decrepit porches and board up its windows.

The city issued a condemnation order on the property on July 7, ordering tenants to leave within 48 hours because of the unsafe conditions.

Building Official Guy Morin said the porches and stairs represent an imminent danger to the occupants and ordered their removal because they represent an attractive nuisance which may result in the injury of any individual who may venture on or near them.

The cost of the work will be levied against the owner in the form of a tax lien.

The owner of the property, Aaron Cohen of Avon, who could not be reached, owns the 114-year-old building under the name 22 Silver St., LLC of Plainville.

He told city officials he couldnt afford to make the required repairs.

Tenants of the 12-unit building have been scurrying to find alternative housing with city help.
