    Jackson County making repairs on its buildings

    MURPHYSBORO -- Mold mediation for the county-owned Craine building in Jackson County is almost complete.

    Tom Redmond, chairman of the Jackson County Building and Grounds committee, said Wednesday the mediation is finished and the county is waiting on final legal action to complete the transaction.

    Redmond said the firm that completed the project, White and Borgognoni Architects in Carbondale, must have their legal counsel review the project to ensure it has been done to the legal standards of the project description. Once the architectural firm reviews the project, the county will review it and $26,640 will be issued to the contractor.

    The county is also taking measures to fix problems within its own courthouse.

    The heating and cooling systems in the courthouse have had problems and there have been reports of the air conditioning not working in some courtrooms this summer.

    A plan approved in May by the county board is meant to fix major leaking and water damage in the courthouse basement. Also, the repairs will take care of all heating and cooling needs on the first and second floors, as well as the basement.

    Jackson County Chairman John Rendleman said fixing leaks in the basement will allow the courthouse to have offices in the basement again, which will free up much needed space for other offices.

    The total cost for the courthouse repair project will be about $764,000.

    Rendleman said the finance committee authorized the expenditure of $200,000 from previously appropriated funds for capital improvements to help offset some of the cost.

    He said the county will also seek a loan not to exceed $600,000 for the balance. The loan will be paid back by funds through the regular general revenue account and must be paid back within two years after taking out the loan.

    Arthur hits Eastern Canada

    HALIFAX, Nova Scotia (AP) - Canada's Maritime provinces were cleaning up Sunday after Arthur struck with near-hurricane strength winds and torrential rains, knocking down trees and leaving tens of thousands of people without power.

    Arthur was downgraded from a hurricane to a post-tropical storm Saturday morning before it slammed into Atlantic Canada, but the storm still packed a punch, drenching parts of New Brunswick and knocking out power to more than 250 000 customers at its peak intensity.

    Crews were working Sunday to restore power to nearly 140 000 customers in New Brunswick and more than 90 000 in Nova Scotia. Prince Edward Island's power utility estimates nearly 5 000 customers were without power. Some residents have been told they could be without power for several days. Communities in the hardest hit areas of New Brunswick set up temporary charging stations so residents could power up their cell phones and other electronic devices.

    The Canadian Hurricane Centre reported rainfall amounts in excess of 5.5 inches (14 centimetres) in southwest New Brunswick on Saturday, leading to localized flooding in cities such as Saint John and Fredericton.

    Forecasters predict Arthur will continue to weaken as it tracks northeast across the Gulf of St. Lawrence with winds of 50 mph (80 kph). Canadian Hurricane Centre meteorologist Doug Mercer predicted the storm's eye will make landfall in western Newfoundland Sunday afternoon before heading in the Labrador Sea. By that time, its winds should be down to 43.5 mph (70 kph).

    NB Power said the largest number of outages was in Fredericton where winds of more than 62 mph (100 kph) had knocked down a number of large trees, leaving streets littered with debris.

    In Fredericton, Mike Gange said the buffeting winds tore down a maple tree in his front yard, damaging roof tiles and a rain gutter as it fell. He said that as he drove around the New Brunswick provincial capital he saw about 25 homes with big trees knocked down.

    Gange said he has not seen weather this severe in his 41 years in Fredericton.

    "It's like a Tasmanian devil ripping through your backyard," he said. "It's crazy here ... at times it rains so hard you can't see 10 feet in front of you."

    The Canadian Hurricane Centre said the highest wind gusts were recorded in Greenwood, Nova Scotia at 86 mph (139 kph) - the equivalent of a Category 1 hurricane.

    Flooding costs in Brown County being tallied

    NEW ULM - Brown County commissioners learned more details Tuesday about the mounting costs of the June 19 deluge and week-long rains that dumped more than 10 inches of rain in and around the county.

    "I've never seen so much rip rap moved by water. We've fixed some things a number of times, spending about $50,000 cleaning out roads and ditches, cleaning debris and hauling gravel," Brown County Highway Engineer Wayne Stevens said.

    "We're keeping track of everything in case FEMA (Federal Emergency Management Agency) comes in. We would be reimbursed for overtime," Stevens said. "This is the most mud and trees I've seen on County Road 10 since I've been here (12 years)."

    Brown County highways closed include CSAH 8 south of the Franklin Bridge, CSAH 10 east and west of TH 4, CSAH 13 in the Camelsback area and the Beussman Bridge Road.

    The Brown County website (www.co.brown.mn.us), features a number of flood information links including clean-up assistance for all county residents, flood and wind damage cleanup and repair grants for veterans, and flood cleanup tips.

    In other action, commissioners unanimously approved:

    A 85.23-acre land acquisition to the Vogel Wildlife Management Area in Section 3, Stately Township, for inclusion into the state's Wildlife Management Area (WMA) system.

    The Minnesota Department of Natural Resources proposed a $4,417.50 annual Payment In Lieu of Taxes for five years, based on 3/4 of one percent of the property's appraised value. After five years, the county could re-determine what the annual payment would be.

    Withdrawing from the State Department of Human Services (DHS) Chemical Dependency pilot project.

    In the fall of 2013, Brown County was invited to join a chemical dependency pilot project to begin Jan. 1, 2014, but was later delayed to July 1.

    FURIOUS concert-goers have hit out after getting wet on the grass at York's Grand Departy - while covered stands nearby remained empty.

    Several readers have contacted The Press to complain that last night's event at Huntington Stadium - intended by City of York Council to launch the city's Tour de France festivities - had been badly organised.

    Lee Morgan said his parents, William and Cynthia Morgan of Clifton Moor, paid 29 each for seated undercover tickets so they would stay dry if it rained, but when they got there yesterday afternoon, they were surprised and disgusted to be given tickets stating '20 standing.'

    He said: "When they said they had paid for seating undercover, they were told: "The council didn't get the licence in time to be able to use the main stand."

    He said disabled ticketholders were 'herded' under gazebos to keep them dry, which he felt was an 'absolute joke.'

    "Free drinks vouchers were given to people who had booked seating as a gesture of goodwill, however they couldn't be used as the council hadn't agreed it with the vendors and as such they wouldn't take them."

    Janet Pearson, of Huntington, who paid almost 200 for tickets, including one for her son-in-law, a disabled Iraq war veteran, said she arrived at the stadium to be told there were no seated tickets.

    "I wouldnt have bought tickets if I knew there wouldnt be seating," she said. "The thought of having to stand from 4.30pm to 10.30pm with three young children doesnt appeal to me. It just seems like an absolute farce."

    Her daughter Julie Burridge said: Im absolutely disgusted. There will be a lot of cross people tonight. My husband has PTSD and a spinal injury and is not very good in crowds so we needed seating. We thought it would be brilliant because we could watch it from the seats and it would be okay. Everyone was soaked."

    Beth Dale, of Clifton Moor, who can only walk short distances with the aid of sticks, said she spent 20 each on tickets for her and her husband Brian, who uses a motorised scooter.
