    The recent demolition of over 400 houses in Kitwe by the City Council is but a small symptom of the unprecedented break down of law and order in the country since the Patriotic Front Government took over the running of the Lusaka and Copperbelt councils in the 2006 Elections. It has further degenerated to frightening proportions since PF took over government in 2011, a scenario which has resulted in insecurity, fear and political instability.

    Zambians will recall that the Patriotic Front party won the majority of the Parliamentary and Local Government seats on the Copperbelt and Lusaka in the 2006 elections and Mr. Sata in referring to the late President Levy Patrick Mwanawasa, may his soul rest in peace, declared that Let Levy rule the country, I will control the councils and show him how a country is supposed to be run.

    The breakdown of law and order we are witnessing today in Lusaka and the Copperbelt is a reflection of the lack of respect of the rule of law by the Patriotic Front in their mis-rule of the nation. It comes as no surprise that the people behind the confusion in the demolition of the Kitwe houses are PF Counselors. The PF is now attempting to distance itself from the demolition exercise by hiding behind the court order that triggered the whole exercise. However, the buck stops with them because it was the PF Counselors who illegally issued the plots on private land in the first place.

    The country has been gripped by a violent culture of cadreism encouraged and tolerated by the PF Government, particularly in Lusaka and the Copperbelt. This is causing untold fear and anxiety among Zambians and tainting the image of the country internationally. PF Cadres running around with pangas have been allowed to over-run the country with impunity. They are going round the country illegally grabbing land from the rightful owners while the Police fail to act.

    The MMD greatly sympathizes with the victims of the demolished houses as they were deceived by the PF Counselors but as we go forward as a country, my question to the people of Lusaka and the Copperbelt and the country at large who voted for the PF, Is this the way we want to be governed? I ask the panga-wielding PF cadres grabbing innocent peoples land in Lusaka, the street vendors who have taken over the streets of Lusaka Is this surely the way we want to live as Zambians?

    The New MMD in Government will make as one of its key priorities, to bring sanity to the country by systematically ridding it of every form of Cadreism by strengthening law and order because a strong governance system underpinned by law and order are important factors associated with a countrys political and economic success. We shall never ever tolerate any form of lawlessness under our watch. Under The New MMD, Zambians should begin to look forward to a new Zambia where peace, political stability, progress, tolerance and modern politics will rule.

    Raleigh considers parking-deck fees

    Raleigh City Council members expressed interest in beginning to charge a $5 flat rate fee to park in several downtown decks on nights and weekends.

    The Wilmington Station, Moore Square, Cabarrus, City Center and Municipal parking decks, which are currently free for use during weekdays from 7 p.m. to 7 a.m. and over the weekend, are the most feasible to charge for parking because of their high levels of use during these times. However, the fee may be applied to any deck used by the City of Raleigh.

    The Raleigh City Council met June 2 to discuss city budget issues when the idea for adding parking deck fees for nights and weekends was brought to its attention.

    According to an analysis of the potential revenue from the prospective new parking fees, these decks could produce a projected revenue of around $1 million per year, according to the minutes of the June 2 council meeting.

    Data confirms that from Thursday to Saturday nights the city parking decks are close to capacity if not completely full with downtown visitors, according to the meeting minutes.

    City of Raleigh records show most vandalism and criminal activity in the decks occur during the nights and weekends. The city has also received complaints about the cleanliness of the decks on Monday morning when people return to work and use the decks, according to the meeting minutes.

    Several council members said they believe that the elimination of free parking will help cut down on the rise in criminal activity during these hours in the decks.

    However, definitely adding fees to these parking decks is not currently on the agenda but is just an idea under consideration, according to City of Raleigh spokeswoman Jayne Kirkpatrick.

    The fees under consideration will only be in effect for parking decks used by the City of Raleigh, which is most of them, Kirkpatrick said. The parking decks owned by the City of Raleigh are managed by McLaurin Parking, and the company will only assist in collecting these charges if the suggestion is eventually accepted.

    Installing equipment that would accept the payments electronically would cost $358,474, and using these machines would save $41,340 for staffing reductions with the introduction of the electronic pay-to-exit machines, the minutes stated.

    Builder and developer Minto Communities is pledging to support Builders Care through each home sale.

    Builders Care is the nonprofit arm of the Lee Building Industry Association (BIA). The program provides emergency repairs and construction services to elderly, disabled and poor people who are unable to obtain home repairs through traditional means.

    Minto Communities is donating $100 from each home sale through its Bonita Isles community to Builders Care, providing money to assist the organization in helping local homeowners in need of renovations. In addition, Minto Communities said it is donating its services and resources to complete a large residential renovation project for a qualifying homeowner in Lee County in 2014.

    We believe in helping our community and we believe in the mission of Builders Care. We are looking forward to helping out through our industry, said William Bullock, vice president of Minto Communities-Florida, in a statement.

    Topsail Beach officials vote to repair former turtle hospital

    The building that was once a haven for recovering sick and injured sea turtles will undergo basic repair as Topsail Beach commissioners decide its fate.

    Commissioners on Wednesday night approved a $3,100 bid to remove mold and make other repairs to the former Karen Beasley Sea Turtle Rescue and Rehabilitation Center.

    The town assumed ownership of the 900-square-foot building, which sits on town-owned land, last month. The former turtle hospital, which looks much like a single-car garage, operated in the town for more than a decade before it was relocated to a new, much larger facility on the mainland in neighboring Surf City last November.

    Topsail Beach Town Manager Tim Holloman said hed like to use the building as a storage facility until commissioners decide what to do with it.

    Thats expensive storage, Commissioner Tom Eggleston said after Holloman reviewed the bids. If we would entertain the notion of selling it we could get it on the tax rolls.

    Former town commissioner Grier Fleischhauer said the building is on a non-conforming lot, leaving the town with two options use the building as storage or tear it down.

    I dont think you can build another floor on it, he said.

    Commissioners approved the higher of two bids 4-0 to make repairs to the building, including mold remediation and removing dry wall. The higher bid included an additional $800 for cleanup on the outside of the building.

    Commissioner Julian Bone was excused from being absent.

    Naples council to ask Bembury Drive residents to pay $26,000 to hook up to water, sewer

    Property owners on Bembury Drive and nearby streets complained to Naples City Council that footing a $24,376 bill to connect to city sewer lines is too much for owners of only 53 homes to handle.

    Despite pleas for a reduction, council on Wednesday voted to adopt the estimates and create a special assessment area on Bembury Drive, 13th and 14th Avenue North and 15th Street North to connect to the city sanitary sewer system. Bembury Drive property owners, who use well water, also must pay $2,011 to hook up to city water.

    The vote was 5-1, with Councilwoman Teresa Heitmann opposing and Councilman Sam Saad absent. Council also voted 6-0 to issue up to $2 million in bonds to finance the work.

    The small ranches tucked behind the post office on Goodlette-Frank Road are among 1,400 properties outside city limits targeted for a sanitary sewer and water system expansion. About 40 percent of Naples utility customers live in unincorporated Collier County. Many concede its needed, but the estimated cost prompted an outcry years ago, when it would have been $5,000, and it was delayed.

    I dont know how Im going to be able to maintain the cost, even if its spread out over a 20-year period, homeowner Dean Rich told council. This is not an affluent neighborhood. . Its an encumbrance to ask property owners to personally finance the cost.

    Homeowner Michael Heiderman said they arent in favor due to the hefty bill, which would be $37,000 with interest if homeowners chose to pay it over a 20-year period.

    Were being asked to bear exorbitant costs, he said, adding the city will still receive a 25 percent premium from payments after theyre gone.

    Homeowner Ian Bartoszek pleaded with council to reduce payments to less than $20,000, adding, Thats much more palatable.

    But City Manager Bill Moss said Naples tried applying for grants to help offset some of the costs. He suggested costs could be less, but they wont know until work begins in the fall.

    Naples is contributing $250,000 and is only charging an impact fee and costs to install meters. City officials point out that Bembury residents also arent being assessed $65,000 for water lines. Officials may help by seeking bids for a contractor to remove septic tanks and extend pipes. Otherwise, homeowners must find contractors for an expected $2,000 job.
