Caves Valley Partners plans to pump in $250 million to revitalize the area around M&T Bank Stadium, adding office and retail space, apartments and much-needed parking spaces, the Business Journal reported.

The project in Sharp-Leadenhall will transform three blocks along Cross and Ostend streets near the stadium, the report said.

Caves Valley partner Arsh Mirmiran told the Journal the site was chosen both for its proximity to M&T Bank Stadium and access to transportation. The three blocks have quick access to MARC, light rail, the Charm City Circulator, Baltimore-Washington Parkway and Interstate 395, the report said.

This is the type of smart growth, transit-oriented project that can significantly enhance the quality of life of our surrounding communities, City Councilman William H. Cole IV said in a statement.

Providing a significant boost to parking a complaint of virtually everyone in the area further illustrates that this is a well-conceived plan, he added.

The project seeks to add 300,000 square feet of office space to the Stadium Square, nearly doubling the total amount of office space in nearby Federal Hill. The Stadium Square section alone is expected to create about 1,200 permanent jobs and between 800 and 1,000 construction jobs.

Elsewhere, the project plans to add several hundred apartments; between 60,000 and 70,000 square feet of retail and 2,000 parking spaces; a new community center on the Leadenhall Baptish Church property and a broadband services center to support businesses.

The decision to improve broadband access to the project indicates Caves Valley is anticipating heavy demand from tech companies in the project, the Journal said, adding that Baltimores neighborhoods surrounding the Inner Harbor are favored by tech firms large and small because they contain uncommon office spaces and provide employees access to neighborhood-focused amenities.

Caves Valley previously developed 1111 Light St., home to Red Owl Analytics and Betamore.

Caves Valley Partners Plans $250 Million Project to Revitalize Area around M&T Bank Stadium

JOLIET An architectural firm hired by the county earlier this year to plan a new courthouse could also handle public relations for an additional cost, under a scope of services outlined Tuesday to a county board committee.

The Capital Improvements Committee on Tuesday approved the Darien-based Wight & Co.s preliminary design work, which carries a $1.3 million price tag. Building a new courthouse could cost between $140 and $200 million.

The companys work includes a concept plan, cost estimates, county population projections and tours of other courthouses. The county also has the option of tacking on other services such as public relations and communications, additional presentations and site due diligence.

There had been previous talks by committee members to also include a study of the potential for commercial space, such as a cafeteria, coffee shop or public area, but documents presented Tuesday did not include that.

In regards to public relations and communications, the company recommend working with the county to develop an initial communications plan and establish a consistent message for all county leadership and board members to have when representing the project.

The county would allow the company a $100,000 budget for public relations, according to documents presented Tuesday. A $50,000 budget was included for additional presentations and possible site due diligence.

The company also budgeted $93,500 in reimbursable expenses, including costs for printing, supplies relating to reports and presentations, travel and lodging expenses and mileage reimbursement, bringing total costs of planning to about $1.3 million.

The team also will look into the logistics of having satellite court locations in the northern and eastern portions of Will County to address long-term judicial needs. Another priority is looking into the courthouses need for state-of-the-art technology and security, a design that lends itself to future growth and energy efficiency components that would ultimately reduce operational costs down the road.

Wights plan of action still has to be approved by the full County Board, which meets later this month.

Pyongyang, June 10 (KCNA) -- The south Korean internet newspaper Voice of People Monday carried an editorial disclosing the true intention sought by Park Geun Hye by replacing the publicity chief of Chongwadae with a new man.

The editorial said Park replaced the chief under the pressure of the public but she appointed a pro-"government" person to the post.

The new chief is a guy who was censured for kowtowing to power since the Lee Myung Bak regime and causing a furor for censoring anti-"government" articles right after Park took office, the editorial said, adding:

Chongwadae is calling for cabinet reshuffle, but there is nothing to expect from Park's personnel policy.

No matter how frequently Park may change her confidants, nothing will change unless she changes her ruling mode.

The appointment of another confidant in the wake of the appointment of Kim Kwan Jin and Han Min Gu signifies that there will be no change in her future state administration.

The editorial inquired Park until when she is going to keep the state of misunderstanding and self-complacence though the public mindset against her was confirmed through the recent elections.

Higher home prices and new residential construction in Santa Maria are having mixed results on how many homeowners are able to perform remodels.

James Halsell, co-founder of Halsell Builders, said his company has experienced a recent surge in home remodeling projects during the last year.

Were probably up over 500 percent, Halsell said. We get at least two calls a week for remodels.

He said the spike is due largely to rising housing prices in the area between 2011 and 2013, the average sale price of homes and condominiums in the Santa Maria and Orcutt area rose from $227,000 to $290,000, according to data from the Central Coast Regional Multiple Listing Service.

As a result, homeowners have more equity that they can leverage into secondary lines of credit. Government-backed programs such as emPower Santa Barbara County loans can also help subsidize the cost of larger remodeling projects by providing customers with an extra $25,000 to make energy-saving improvements. Such loans arent tied to equity, he said.

Halsell said the average master bathroom remodel might cost about $35,000, while a kitchen project could be more like $65,000. However, Halsell Builders has seen more people coming forward lately looking to do projects integrating a master bathroom, kitchen and great room. Those ventures can run as high as $150,000 to 200,000, representing a significant percentage of the price of the home itself.

The reason more people are willing to make such large investments is that they are more confident in the real estate market, he said.

When equity is rising, people are more confident that itll keep rising, so people are more confident to put some money into their house knowing that their property value will keep rising.

Not everybody in Santa Maria is having the same experience, however. Greg Organ, branch manager of the local Ferguson Plumbing Supplies store, said his companys remodeling work has decreased recently.

(Our) remodel business has probably gone down between now and probably a year and a half (or) two years ago due to the new homes being built and the interest rates being down, Organ said. Kind of what weve seen is people selling their houses and buying newer houses.
