Graywater, gates and fences, the preliminary budget and animal control will be the topics of the Paradise Town Council's regular June meeting on Tuesday at 6 p.m.

A public hearing will be held regarding the use of graywater systems, so residents can use washing machine water for irrigating their landscaping, Town Manager Lauren Gill said.

"In light of the drought situation and in light of our water savings effort with PID, we are looking at our grey water ordinance so we can make it easier for citizens to install grey water systems," Gill said, adding that the grey water systems will save water and money.

The council will also hold a public hearing to consider a zoning code amendment relating to the installation of gates and fences on private easements. The proposed amendment would regulate gates, fences and other barriers the same in regard to the zoning code, and would require all neighboring parties to be in agreement with the installation of a gate across a private easement.

The planning commission considered the amendment at its last meeting, but did not make a recommendation to the council as to whether they should adopt the amendments. Three of the four commissioners said they wanted a separate definition in the code for gates and fences.

Commissioner Stephanie Neumann made a motion to recommend the council adopt the amendments, saying that a closed gate and a fence are both barriers and should be considered the same in regard to the zoning code. The motion died without a second.

The council will also consider the preliminary budget at the meeting, as well as placing a general use sales tax increase on the November ballot. The sales tax increase will be a half-cent increase for six years.

Gill said the council has received budget updates at every meeting during the last year, so the council already is aware of the financial situation.

DAGUPAN CITY Two armed men shot and killed Urbiztondo town Mayor Ernesto Balolong Jr., his police escort and an electrician on Saturday near an area in the town where the mayor was supposed to hold his 25th wedding anniversary party today, Sunday.

Balolong was at the back of the towns convention center around 8:50 a.m. when armed men in a Toyota Innova drove up and opened fire, police said.

The mayor was inspecting the venue for his wedding anniversary and for the wedding of his son, Urbiztondo Councilor Voltaire Balolong, which were to take place simultaneously.

The gunmen alighted from the Innova and had calmly approached the mayor before they opened fire, according to a witness.

The witness said Balolong managed to scamper away but was felled by another shot. One of the gunmen approached Balolong and shot him at point-blank range, the witness said.

Targets

Police said Balolong and his escort, Police Officer 1 Eliseo Ulanday (not Umanday as earlier reported), were the apparent targets of the attack. Edmund Meneses, a supermarket electrician, was caught in the barrage of the bullets.

The attack also wounded Jose Vigilia, an employee of CSI Supermarket, and Rogelio Esguerra, a soy drink vendor.

Balolong was immediately taken to Elguira General Hospital in San Carlos City. But Dr. Samuel Elguira, owner of the hospital, said the mayor was already dead when he arrived in the hospital about an hour later, 9:55 a.m.

He had 27 gunshot wounds in his chest, his back and his arms, Elguira said.

Senior Superintendent Sterling Raymund Blanco, provincial director, said investigators were already in the area.

Over sixty Tampa Bay area Realtors gathered at the Pasco County Connerton community for an in-depth, on-site new home construction Education Expedition. This cooperative effort by builders and the Connerton developer, Hayman Woods, was created to offer Realtors greater insight into important aspects of new home construction and its benefits to their buyers. Participating in the demonstrations were top construction personnel from Taylor Morrison, Ryland Homes, Homes by WestBay and M/I Homes.

Realtors traveled by bus to actual construction sites throughout the Connerton community. Their education began with lot survey, lot preparation and concrete slab pour to exterior block and continued with roof trusses, framing and mechanicals to drywall, trim work, paint and flooring. The final presentation included the installation of cabinets, countertops, fixtures, appliances, carpet, irrigation, landscaping and sod.

The Realtor response to the course was extremely positive. Marie Polo, of Keller Williams Realty Tampa, wrote, Its great to see Connerton and hear all the current updates on how todays new homes are being better built in every way. Each builder did an excellent presentation on their portion of the construction stages.

The builder personnel were equally enthusiastic. Cheryl McCormick Brown, Area Sales Manager for Taylor Morrison-West Florida Division, wrote, I thought all of the on-site presenting builders did a great job speaking to their stage of construction. You could see a great deal of ownership and pride in the workmanship.

The concept for the Education Expedition came from members of the Connerton Realtor Advisory group, who stressed the need for new home construction education for Realtors and its benefits to buyers. Based upon the positive response from the Realtor community, Connerton is considering repeating the program for others to enjoy.

Connerton is Pasco Countys award-winning New Town, located on US41 in Land OLakes in the Northern Tampa Bay Area market. The community features nearly two miles of nature trails, a 10,000 square-foot clubhouse and miles of beautiful winding roads and walkways, all of which are thoughtfully laid out to preserve the wild wetlands and grassy expanses of the original Conner Ranch.

"He just pulls up in the driveway, claims he has some asphalt left over from a previous job wanting to get rid of it, and says he'll give us a real good deal on it," said Dresden resident Howard Hicks.

Hicks explained that Bill Boswell scammed him out of more than $7,000 for a paving job that was never completed.

Some places on his driveway were left totally uncovered, while others had pavement less than a half-inch thick, with gravel still visible underneath.

"He paid up front and the guy did half the job, and then stopped and demanded money to do the rest of the job after quoting the whole job at one price," said Dresden Police Investigator Steve Howe.

Hicks was just one of Boswell's victims. Boswell was arrested Friday morning in McNairy County, so far with only one case of fraud reported there.

Searching for Boswell on the internet shows his company at different locations across several states.

One news release even showed Boswell scamming victims over driveway paving as early as 2008.

"He would make the job look like it was completed and actually days later go out and observe the job to be a very skim coat or just enough to make it look like a job was done," said Howe.
